Which software should handle your US sales tax and international VAT in 2026?

The real question isn't who finds the right rate. It's who files the return, and who answers the tax office.

You sell across borders. Maybe subscriptions to customers in a dozen states, plus a growing list of buyers in Europe, the UK and Canada. Every US state where you have nexus wants its sales tax return, and every country outside the US wants VAT or GST from the first sale. Most tools say they "handle tax". They don't all do the same job: some calculate at checkout, some prepare reports, a few file returns, and two of them become the seller so you file nothing.

The short answer. Quaderno is the best pick for most small companies and SaaS teams selling in several countries: a public price list from 24 to 124 a month, invoices per country and ready-made EU reports. Avalara covers the most ground, US states and 70+ countries, starting at $79 per state per month in the US, with international VAT quoted on request. Anrok fits a growing SaaS and includes filings in the EU, the UK and Canada. Paddle and Lemon Squeezy act as merchant of record for 5% + 50¢ a transaction. Stripe Tax calculates almost anywhere for 0.5% a transaction, but outside the US it files very little.

If you mainly ship physical goods from an online store, our ranking of sales tax and VAT software for ecommerce goes deeper. This page covers every profile, from the solo SaaS founder to the group running SAP.

The 9 international sales tax tools compared

The ranking targets a company selling to customers in several US states and several countries: SaaS, digital goods, ecommerce or a multi-country group. Each ranked tool states on its official site where it calculates and what it files. "Custom quote" means the vendor publishes no price, and we say so instead of repeating someone else's estimate.

How we scored

How we compared and scored

This page is for any business selling across borders. The core question is what the tool actually does, and where. A tool that calculates sales tax at checkout doesn't file your state returns. A tool that prepares a VAT report leaves the filing to you. A tool that files often charges for it separately. A merchant of record becomes the legal seller of your product, takes on the whole job, and prices itself accordingly.

Coverage of countries and regimes weighs 30% (US states, EU OSS, IOSS, UK, Canada, rest of the world), because a tool that skips one of your jurisdictions is useless there. Filing weighs 25%: missed returns, not wrong rates, are what trigger penalties. Clear pricing weighs 20%: a public price beats a quote, a monthly plan beats a one-year contract. Integrations weigh only 10% (Stripe, stores, billing tools, ERPs), since nearly every ranked tool connects to the same platforms. User feedback weighs 15%, read negative reviews first, because cancelling or fixing a return is where a tool shows its real face.

We didn't open accounts with the vendors. Every fact comes from official vendor pages, official tax authority guidance and public user reviews.

Small team selling in many countries

Quaderno

4.3/5

Quaderno calculates sales tax, VAT and GST on every sale, issues the invoice and credit note in the format each country expects, then groups everything into reports by jurisdiction and rate. That's the raw material for a state return or an EU OSS filing.

Its price list is one of the few that's public. Hobby is 24 a month for 25 transactions and one jurisdiction. From Startup, 41 a month for 250 transactions, users, jurisdictions and integrations become unlimited. Business is 83 for 1,000 transactions, Growth 124 for 2,500. Go over your tier and Quaderno moves you up automatically, so watch volume around launches and holiday sales.

It connects to Stripe, online stores and billing tools, and creates invoices and credit notes from each Stripe payment. Filing is a separate service in more than 50 countries, priced on request.

The limit: Quaderno prepares, it doesn't file by default. One integration trap: with Stripe Link and Checkout, your business customer's VAT number isn't passed through, so a B2B sale can be invoiced with VAT it shouldn't carry. Collect the number another way.

Standout features
  • Public pricing, 24 to 124 a month
  • Unlimited jurisdictions from Startup
  • Reports by jurisdiction and rate
+Pros
  • ✓Compliant invoices per country
  • ✓Plugs into Stripe and online stores
  • ✓7-day trial without a card
−Cons
  • ✗Filing is a separate, quoted service
  • ✗VAT number lost through Stripe Link and Checkout
  • ✗Automatic upgrade to the next tier
Verdict

The best starting point for a small team selling in many countries that wants to keep control of its returns. If you want filing done for you, look at Anrok, Avalara or a merchant of record.

Growing SaaS

Anrok

4.1/5

Anrok was built for SaaS. It sits on top of your subscription billing, calculates tax on each invoice, and runs VAT and GST end to end for digital goods and services. Registrations and filings are included in the EU, the UK and Canada. You keep your own payment processor and your customer relationship.

The vendor claims coverage in 100+ countries. Reviews are positive overall, with a useful nuance: users rate its US sales tax module higher than its international VAT module, and the most common complaint is about coverage and readability of VAT reports outside the US.

On price, we stick to "custom quote": the official pricing page couldn't be read during our comparison, and we don't publish figures found elsewhere. Ask exactly what the entry plan covers: markets, included filings, and the cost of each added market.

The limit: physical goods are less mature than digital. If you also ship products, check IOSS and distance sales before committing.

Standout features
  • EU, UK and Canada filings included
  • Built for subscription billing
  • You keep your payment processor
+Pros
  • ✓End-to-end VAT and GST for digital goods
  • ✓100+ countries claimed
  • ✓Positive reviews overall
−Cons
  • ✗Custom quote only
  • ✗VAT reporting weaker than US sales tax
  • ✗Physical goods less covered
Verdict

The right fit for a SaaS that has outgrown filing OSS by hand and won't hand its sales to a merchant of record.

Pay per filing in the US

Numeral

4.1/5

Numeral keeps US sales tax simple: free monitoring, then $75 per return and $150 per registration in every state on the Professional plan. You know what next quarter costs before it starts.

VAT and GST in 90+ countries, plus VAT number validation, sit in the Enterprise plan, priced on request. Small US stores often get pointed to Numeral or TaxJar when Avalara feels like more than they need.

The limit: outside the US, nothing is public, and the international scope only opens at the Enterprise level.

Standout features
  • $75 per return in every state
  • Free nexus monitoring
  • VAT in 90+ countries on Enterprise
+Pros
  • ✓Predictable cost per filing
  • ✓No minimum number of states
  • ✓Room to add VAT later
−Cons
  • ✗International only on Enterprise
  • ✗Enterprise price on request
  • ✗Adds up with many monthly returns
Verdict

A clean option for US filing with a few states. When international VAT becomes real, compare its Enterprise quote with Avalara and Anrok.

You never want to file again

Paddle

4.0/5

Paddle doesn't help you manage tax, it takes the job because it becomes the seller. That's a merchant of record. Your customer buys from Paddle, which collects tax, tracks deadlines, files returns and remits payment. No US nexus monitoring, no OSS, no local registrations on your side.

Pricing is all-in: 5% + 50¢ per transaction, payments included, no subscription. Paddle says it's built for SaaS, apps, digital products, software and games, with custom pricing for high volume or products under $10.

The math that matters: on a $20 sale, the fixed 50¢ hurts and the fee tops 7%. On a $300 annual plan, it stays just above 5%.

The limit: Paddle decides. Account review takes a few days, and founders report suspended accounts with funds held for 180 days. Rare, but it stops your cash flow when it happens.

Standout features
  • Collects, files and remits for you
  • Payments included in 5% + 50¢
  • No registrations on your side
+Pros
  • ✓No more sales tax or VAT returns
  • ✓One supplier invoice
  • ✓Built for SaaS and digital goods
−Cons
  • ✗Over 7% on a $20 sale
  • ✗Can suspend an account and hold funds
  • ✗Not meant for physical goods
Verdict

Peace of mind for a SaaS selling everywhere with mid to high order values. On small orders, a calculation tool plus a filing service costs less.

Enterprise on SAP or Oracle

Vertex

3.9/5

Vertex O Series is an enterprise tax engine. It calculates sales, use and VAT on both sales and purchases, with tax content for 19,000 jurisdictions, and connects to ERPs, procurement, ecommerce and billing. It runs on premises, in the cloud (AWS, Oracle Cloud, Azure) or in a hybrid setup.

Vertex also has an SMB line and a SaaS offer, but O Series targets groups on SAP or Oracle. Analysts rank it first for complex international indirect tax.

Pricing is on quote. We don't publish the estimates in circulation: expect an enterprise budget, and treat the ERP integration as a project with its own cost.

The limit: reviewers call it a leader at a premium price. Customization and integration push the bill up, and implementation support has room to improve.

Standout features
  • 19,000 jurisdictions
  • Sales and purchases in one engine
  • On premises, cloud or hybrid
+Pros
  • ✓Reference for complex indirect tax
  • ✓ERP, procurement and billing connectors
  • ✓Handles multiple entities
−Cons
  • ✗Quote only, enterprise budget
  • ✗Long, costly integration
  • ✗Implementation support criticized
Verdict

The engine for groups with an ERP and a tax department. Below that size, Avalara or Quaderno do the job for a fraction of the project.

Already on Stripe

Stripe Tax

3.8/5

Stripe Tax calculates tax at payment time wherever you're registered, inside Billing, Checkout, Invoicing and Payment Links. Turn it on, list your registrations, and each payment carries the right rate.

Tax Basic costs 0.5% per transaction with no-code integrations, or 50¢ per API transaction with 10 calculations included, then 5¢ each. Tax Complete, on a one-year contract, runs $90, $430, $1,000 or $1,500 a month depending on registrations, transactions and filings included.

What many find out too late: outside the US, Stripe only files the EU non-Union OSS through Ireland, for businesses not established in the EU selling services, and simplified GST/HST in Canada. Not the Union OSS, not IOSS, not physical goods, not B2B. Even then, you pay the tax office yourself and stay liable.

The limit: correct calculation doesn't file a return. Founders describe a heavy fine despite accurate invoices. On WooCommerce, doubled tax and extra cents on tax-inclusive prices have been reported: test a multi-item cart first.

Standout features
  • 0.5% per transaction, no subscription
  • A few clicks inside Stripe
  • Calculation wherever you're registered
+Pros
  • ✓Nothing to install if you're on Stripe
  • ✓Usage pricing on Tax Basic
  • ✓Pairs with Quaderno for invoices and reports
−Cons
  • ✗Doesn't file Union OSS or IOSS
  • ✗Tax Complete locks you in for a year
  • ✗Only calculates where you're registered
Verdict

The best calculation layer if you already take payments with Stripe. On its own, it doesn't cover your international filings.

Digital products, small team

Lemon Squeezy

3.8/5

Lemon Squeezy is a merchant of record like Paddle, sized for small teams and creators. It becomes the seller, collects VAT and sales tax, files and remits. Storefront, checkout and license keys live in one tool.

The headline price matches Paddle: 5% + 50¢ per transaction. Watch the extras: the official fee page lists added fees outside the US, for PayPal and for some special cases.

Stripe bought Lemon Squeezy and now pushes its own merchant of record offer. Nothing announces the end of the service, but keep it in mind if you build your business on it.

The limit: like any merchant of record, it controls refunds and can freeze an account. Digital goods only.

Standout features
  • Easiest merchant of record to open
  • Store, checkout and licenses together
  • No tax registrations needed
+Pros
  • ✓Live in a few hours
  • ✓Sales tax and VAT filed for you
  • ✓License management included
−Cons
  • ✗Extra fees outside the US and with PayPal
  • ✗Future to watch since the Stripe deal
  • ✗Digital goods only
Verdict

The fastest way to sell a digital product worldwide with no tax setup. As volume grows, compare with Paddle or a calculation tool plus a filing service.

Pay per action

Kintsugi

3.7/5

Kintsugi charges per action. The free plan watches your exposure, meaning the states and countries where sales approach a threshold, in the US and 100 countries, without filing. Starter charges $75 per action, whether a registration, a return, an amendment or a closure, in the US and Canada.

For EU, UK or global VAT and GST, you need Scale or Premium, priced monthly on quote. So it's North American first, with international filing reserved for larger teams.

Reviews are positive overall, with complaints about inaccurate calculations and support. Worth knowing: Kintsugi publishes many of the roundups ranking for this search, and ranks itself first.

The limit: at $75 an action, the bill climbs fast if you file in several states every month. Run a full-year estimate.

Standout features
  • Free monitoring in the US and 100 countries
  • $75 per action, no subscription
  • US and Canada on Starter
+Pros
  • ✓Start free with monitoring
  • ✓Pay only for what you file
  • ✓Amendments and closures at the same price
−Cons
  • ✗International VAT on quote plans only
  • ✗Accuracy and support criticized
  • ✗Cost climbs with many filings
Verdict

Handy to start in the US with few filings. For EU VAT, Quaderno or Anrok are more direct.

9
US seller with nexus in several states

Avalara

3.6/5

Avalara is the name in every roundup because it covers the most cases. In the US, AvaTax calculates rates across 12,000+ jurisdictions, and Managed Returns prepares, files and pays state returns, including handling notices from the states. Nexus tracking across all 50 states is included in Avalara Select.

US pricing is clear. Core Compliance costs $79 per state per month, or $799 per state per year, with at least three states per entity. In states that are members of the Streamlined Sales Tax agreement (SST), the price drops to $69 per state per month, or $699 a year, with no minimum. The plan targets businesses up to $50M in revenue.

Outside the US, Avalara handles VAT registrations in 70+ countries, EU VAT returns, and acts as IOSS intermediary with a single monthly return for all 27 EU countries. None of that has a public price: ask for a quote country by country.

The limit is the contract. Public reviews are harsh on one point: cancellation refused before the end of a 12-month term, and renewals billed. The product earns respect, support much less so for small companies.

Standout features
  • Widest coverage of US states and countries
  • Nexus tracking in 50 states included
  • IOSS intermediary for non-EU sellers
+Pros
  • ✓US returns filed and paid for you
  • ✓VAT registrations in 70+ countries
  • ✓Connectors for most ERPs and stores
−Cons
  • ✗International VAT on quote only
  • ✗Annual contract, hard to cancel according to reviews
  • ✗Support rated weak for small businesses
Verdict

The most complete choice once you have nexus in several states and sell abroad too. Negotiate term length and the cancellation clause before signing.

Before you choose

Nexus, VAT and GST: what you owe, and who files it

Half the disappointments come from one mix-up: buying a calculation tool while thinking you bought a filing service. Place your needs in one of these boxes before comparing prices.

US sales tax and nexus

There's no federal VAT in the US. Each state sets and collects its own sales tax, and you owe it once you have nexus there, a tax presence that can come from an office, inventory or sales volume. Rules differ by state, so start with a tool that tracks exposure state by state (Avalara, Kintsugi, Numeral) before you register anywhere.

Selling into the EU from the US

A business outside the EU gets no EUR 10,000 threshold: VAT is due from the first sale to a consumer. Digital services go through the non-Union OSS, a single quarterly return. Imported goods up to EUR 150 sent to consumers go through IOSS, monthly, and a non-EU seller needs an EU intermediary, a role Avalara offers.

Merchant of record or tax software

A merchant of record (Paddle, Lemon Squeezy) becomes the legal seller and files everything, for 5% + 50¢ per sale. Tax software leaves you as the seller: cheaper per sale, but you or your accountant still file, unless you pay for managed filing.

  • Does the tool calculate only, prepare reports, or actually file?
  • Does filing cover US states only, or EU OSS, IOSS, UK and Canada too?
  • Are registrations and returns included, or billed per state and per filing?
  • Is the contract monthly or annual, and how do you cancel?
  • Who pays the tax office: you, the tool, or the merchant of record?
  • Does your business customers' VAT number reach the invoice?

Tips to pay less and avoid mistakes

These come from official guidance and from founders and accountants who learned the hard way.

01

Price US filing by state count, not by plan name

Price

Avalara Select bills $79 per state per month with a three-state minimum, so the floor is $237 a month, or $2,397 a year on annual billing ($799 x 3). Numeral and Kintsugi charge $75 per return instead, so your bill follows how many returns your states require: a state that wants monthly returns costs three times one that files quarterly. List your states and their filing frequency, then compare.

02

Run merchant of record math on your average order

Price

Bring every price list down to a single sale. A 5% + 50¢ merchant of record takes more than 7% of a $20 order and just over 5% of a $300 one, payments and filings included. Stripe Tax Basic costs 0.5% per transaction on top of Stripe's payment fees, and filing stays with you. Multiply by your real monthly orders, then add the time or the accountant filing takes: that is often what tips the answer.

03

Negotiate the exit before you sign

Avalara and Stripe Tax Complete run on one-year terms, and the top complaint against big vendors is refused cancellations and billed renewals. In the demo, get four numbers in writing: term, cancellation notice, price per added state or country, price per return.

FAQ

Your questions on international sales tax

  • What is the best sales tax software for a small business selling internationally?

For most small teams, Quaderno: public pricing from 24 a month, invoices per country, unlimited jurisdictions from 41 a month. If you have nexus in several US states and want filing handled, Avalara starts at $79 per state per month. If you never want to file, a merchant of record like Paddle does it all for 5% + 50¢.

  • Does Stripe Tax file my returns?

In the US, Stripe Tax Complete includes some filings. Outside the US, Stripe only files the EU non-Union OSS through Ireland for non-EU service sellers, and simplified GST/HST in Canada. It doesn't file Union OSS or IOSS, and you still pay the tax office yourself.

  • Do I owe EU VAT as a US company?

Yes, from the first sale to an EU consumer. Non-EU businesses get no EUR 10,000 threshold. Digital services go through the non-Union OSS, a single quarterly return; imported goods up to EUR 150 go through IOSS with an EU intermediary.

  • Is a merchant of record cheaper than tax software?

It depends on order size. At 5% + 50¢, a merchant of record takes over 7% on a $20 sale but just over 5% on $300, payments and filings included. Tax software costs less per sale, but filing and your time come on top.

  • Which tools file in both the US and abroad?

Avalara files in the US and handles VAT registrations and returns abroad, on quote. Anrok includes filings in the EU, UK and Canada. Kintsugi Scale and Numeral Enterprise add international VAT on quote. Paddle and Lemon Squeezy file everywhere as merchant of record.

  • Why do so many vendors only quote prices?

Avalara for VAT, Vertex, Anrok, Fonoa and Sovos price by volume, markets and integrations. Ask in writing for the price per added market, the price per return, the contract term and the cancellation notice. Without those four, you can't compare.

  • Is TaxJar still a good option for international sales?

Not for new customers: TaxJar no longer offers international calculation to them and points them to Stripe Tax. It remains a fair choice for US-only sales tax at $39 or $99 a month.
