The best employee monitoring software for screenshots, set up the right way

Five tools compared on one question: can you tune screenshots so they prove work without exposing private screens?

The short answer: Hubstaff gives you the lowest, most granular setting (one to three random captures per 10-minute block, irreversible blur, a notification on every capture). Time Doctor adds deeper productivity reports and per-person blur. Insightful fits large fleets of computers. DeskTime suits a small team that wants simple time tracking with occasional captures. ActivTrak is the pick when you mostly want app and website analytics, with screenshots only as an add-on.

Screenshots are where monitoring goes wrong. They catch passwords, bank tabs and personal messages. In Europe, a French regulator fined a small real estate company €40,000 for capturing screens every few minutes and docking pay for keyboard inactivity. In the US, New York, Connecticut and Delaware require written notice before you monitor. So this page does two things: it ranks the tools on their screenshot controls, then shows you how to configure them so you measure work, not people.

Your case in one line. You bill client hours: Hubstaff or Time Doctor, with blurred captures. You want to know where time goes without watching screens: ActivTrak without the screenshot add-on. You run 200+ seats: Insightful or DeskTime Enterprise.

The table that decides

Which tools really let you control screenshots?

Every tool on this page says it "takes screenshots." What separates them is control: how often captures happen, whether the image can be blurred, whether the employee can see the agent, and which plan includes the feature. Those four settings decide whether your setup looks like reasonable oversight or like spyware.

The rank follows the quality of those controls. The score out of 5 rates the whole product and matches our ranking of employee monitoring software. That is why Hubstaff, scored 2.9 for its pricing and support, still ranks first here: on screenshots, nobody gives you finer control.

Frequency, blur and what the employee seesPlan required and starting price
HubstaffFinest control1, 2 or 3 random captures per 10-minute block, or none, set per member. Irreversible blur option. Visible app by default, optional notification on each capture, employees see their own screenshots. A paid "Silent app" add-on hides it on managed Windows devices: leave it off.Screenshots from Starter, $4.99 per seat per month billed annually. More captures per block cost extra ("More Screenshots" add-on). Free for 1 seat.
Time DoctorPer-person blurScreenshots from Basic. Blur for the whole team or one person, irreversible; screen videos cannot be blurred. "Interactive" visible app or "Silent" app with no interface.Basic $6.67, Standard $11.67, Premium $16.70 per user per month billed annually ($8, $14, $20 monthly). Screen video on Premium.
InsightfulUp to 30 an hourUp to 30 captures an hour, 120 with an add-on. Adjustable blur strength, applied to future captures. No captures off the clock or on breaks. Best control over screenshot frequency and blur

Hubstaff

2.9/5

Hubstaff lets you go lower than anyone else. It takes random captures inside each 10-minute block: one, two or three, your call, and you can switch captures off for any individual. One blurred capture per 10 minutes is the least intrusive setting we found across the five tools, and it is the one we recommend if you keep screenshots at all.

Three settings matter for compliance. Blur is irreversible, so once it is on, nobody, the account owner included, can read a password or a private chat off the image. Employees can get a notification at every capture and can view their own screenshots, which turns monitoring into something they can check. And only the Owner and Manager roles can delete screenshots, so name those people and give each one a personal login.

Pricing takes a quick calculation. Starter is $4.99 per seat per month billed annually, Team is $10, and paid plans need at least two seats. Want more than three captures per block? That is a separate add-on we would skip. The 2.9 score comes mostly from value for money and support, both rated low by users. Screenshots and the activity score are also the features monitored employees complain about most.

Standout features
  • 1 to 3 random captures per 10-minute block, set per member
  • Irreversible screenshot blur
  • Notification to the employee on every capture
  • Employees can view their own screenshots
+Pros
  • ✓Lowest screenshot setting among the tools compared
  • ✓Free plan for one seat to try it yourself
  • ✓Screenshots can be turned off per person
−Cons
  • ✗Low overall score: support and value criticized
  • ✗Keyboard and mouse activity score still resented by teams
  • ✗Two-seat minimum on paid plans
Verdict

Our first pick if you need screenshots: one per 10 minutes, blurred, with a notification. If you do not need proof of work for a client, question the screenshots before you pick a tool.

Best for per-person blur and productivity reports

Time Doctor

3.6/5

Time Doctor includes screenshots on its cheapest plan. Basic costs $6.67 per user per month billed annually, or $8 month to month. Standard is $11.67, Premium $16.70, and only Premium adds screen video recording. Paying annually works out to two months free.

Its strength is blur. You can turn it on for the whole team or for one person, say the employee who handles payroll or patient data, and like Hubstaff's it cannot be undone. One limit to know: Premium screen videos cannot be blurred. If you want a defensible setup, stick to blurred stills and leave video off.

The other key decision is the app type. The "Interactive" app is visible, and employees start and pause it themselves; Time Doctor recommends it for remote work. The "Silent" app has no interface, cannot be paused and deploys across a fleet by Group Policy. In states with notice laws, and anywhere in Europe, a hidden agent the employee cannot stop is the hardest setup to defend. Pick Interactive.

One developer who used it at two remote jobs described captures every 10 minutes and working "like a machine, barely moving away from their desk." That feeling comes from the settings, not the brand: fewer captures, blurred and announced, change the mood.

Standout features
  • Screenshots included from the Basic plan
  • Team-wide or per-person irreversible blur
  • Visible "Interactive" app or no-interface "Silent" app
  • Screen video recording on Premium
+Pros
  • ✓Screenshots at the entry price
  • ✓Blur aimed at sensitive roles
  • ✓Remote deployment across large fleets
−Cons
  • ✗Screen videos cannot be blurred
  • ✗Silent mode invites covert monitoring
  • ✗No free plan
Verdict

A good pick for blurred captures plus productivity reports, as long as you keep the visible app and skip video. Leaving it? See what to switch to from Time Doctor.

Built for large fleets of computers

Insightful

3.8/5

Insightful sells Workforce Analytics at $8 per seat per month billed annually and its Combo bundle at $16. Screenshots are set in Tracking Settings, up to 30 an hour, and add-ons push further: higher frequency up to 120 an hour for $3 per seat, on-demand captures for $4, screen recording for $4.

Those add-ons are exactly what not to buy if you want to stay proportionate: 120 captures an hour is one every 30 seconds. The good news is that Insightful also ships the right guardrails. It takes no captures off the clock or during breaks, and blur strength is adjustable. Careful, though: blur only applies to captures taken after you turn it on, so set it before day one.

The trap is Stealth mode. The agent hides on the computer and the only remaining setting is capture frequency. Where notice is required, hiding the agent works against you. Deploy the visible agent, even though Insightful promotes the hidden one.

Standout features
  • Up to 30 screenshots an hour, adjustable
  • Adjustable blur strength
  • No captures off the clock or on breaks
  • Mass deployment across large fleets
+Pros
  • ✓Low entry price for activity analytics
  • ✓Breaks and off-clock time protected by default
  • ✓Pay-as-you-need add-ons
−Cons
  • ✗Blur does not apply to past captures
  • ✗Hidden mode promoted by the vendor
  • ✗Add-ons nudge you toward excessive frequency
Verdict

Strong for a large fleet, if you set blur before rollout, keep the agent visible and pass on the heavy screenshot add-ons.

4
Simplest option for a small team

DeskTime

4.1/5

DeskTime has the best overall score of the five, 4.1 out of 5, thanks to a fast setup and a fair price. On screenshots it slips to fourth for two reasons. They are not in Pro at $6.42 per user per month billed annually but in Premium at $9.17, excluding tax. And its pricing page says nothing about blur.

You can, however, set the capture interval and the image quality. A long interval in low quality is often enough to show a computer is in use without making a personal email readable. Before you sign, ask support in writing whether blur exists and how to enable it. No clear answer? Pick a tool that documents it.

Above 200 users, DeskTime moves you to a quoted Enterprise plan.

Standout features
  • Adjustable screenshot interval
  • Adjustable image quality to limit readability
  • Fast onboarding
  • Enterprise plan from 200 users
+Pros
  • ✓Highest overall score in this comparison
  • ✓Low price for a small team
  • ✓Easy for a team to accept
−Cons
  • ✗Screenshots limited to Premium
  • ✗No blur mentioned on the pricing page
  • ✗No free plan
Verdict

The right tool if time tracking comes first and screenshots stay rare and low quality. If blur is a must, go with Hubstaff or Time Doctor.

5
Best for measuring activity without watching screens

ActivTrak

3.9/5

ActivTrak ranks last here because screenshots are not its core. They are not in any plan by default: you add the "Screen Details" add-on to the first two paid plans, Work Activity Tracking ($10 per worker per month billed annually) and Workforce Management ($15). Productivity Optimization is $17, and a free plan gets you started.

Yet it is the most useful tool here if your real question is "where does the team's time go?" It analyzes the apps and websites people use, with no screen images. And if you do add captures, a redaction add-on automatically hides more than 40 types of sensitive data. That answers the core privacy objection to screenshots: they catch passwords and personal messages.

The screenshot add-on is not priced on the public grid, so get a quote before you commit budget.

Standout features
  • App and website analytics with no screenshots
  • Screenshots via the "Screen Details" add-on
  • Automatic redaction of 40+ data types
  • Free plan to start
+Pros
  • ✓Measures activity without viewing screens
  • ✓Automatic redaction of sensitive data
  • ✓Free plan
−Cons
  • ✗Screenshots cost extra and the add-on price is not public
  • ✗Paid prices shown for annual billing
  • ✗Weaker as client-facing proof of work
Verdict

Our pick if you want to measure activity without screen images, or only with automatic redaction. For proof of work you show a client, Hubstaff or Time Doctor fit better.

Staying compliant

What to set up before the first screenshot

In most of the US, monitoring company-owned computers is legal, but a handful of states require notice first, and federal wiretap law limits intercepting communications. In Europe, the bar is higher: a French regulator fined a company €40,000 over a setup that captured screens every 3 to 15 minutes, counted 3 to 15 minutes without keyboard or mouse as "inactivity," informed staff only verbally and used a shared admin account. This is not legal advice; it is the checklist we would follow. For broader privacy tooling, see our GDPR compliance software for small businesses.

Give written notice where the law asks for it

New York's Civil Rights Law § 52-c, in force since 2022, applies to any private employer with a place of business in the state. It requires written notice at hiring, a signed or electronic acknowledgment from the employee, and a posted notice. Connecticut (Gen. Stat. § 31-48d) requires prior notice for almost any electronic monitoring beyond direct observation. Delaware (19 Del. C. § 705) accepts either a one-time notice the employee acknowledges or a daily electronic notice. A visible agent with on-capture notifications makes all three easier to prove.

Stay clear of intercepting communications

The federal Electronic Communications Privacy Act bans intercepting communications, with exceptions for monitoring in the ordinary course of business and for consent. A screenshot of an open personal chat is the gray zone you want to avoid. Blur and break-time exclusion keep you out of it.

Capture as little as the purpose needs

Write down why you monitor. "Prove billable hours to clients" is a purpose; "make sure people work" is not. Then pick the lowest setting that serves it: one random capture per 10 minutes, blurred, none on breaks or off the clock. Skip screen video, which Time Doctor cannot blur.

Never dock pay from idle time

A minute without keyboard or mouse is not a minute without work: calls, meetings, reading, thinking. The French regulator said exactly that such a system cannot reliably count working hours. Use activity scores to spot trends, never to cut paid time.

No hidden agents on personal devices

Employees push back hardest when monitoring lands on their own laptop, and they are right: captures there are guaranteed to hit private life. If you want to monitor, supply the computer. And avoid Silent or Stealth modes: covert monitoring undermines every notice rule above and the trust you need for the tool to work.

Lock down who sees the images

A leaked screenshot archive leaks everything your team had on screen. Give each manager a personal login, never a shared admin account, limit who can view captures, and set a short retention period inside the tool. On Hubstaff, only the Owner and Manager roles can delete screenshots.

  • Purpose of monitoring written down
  • One capture per 10 minutes at most, or none
  • Blur on before rollout day
  • No captures on breaks or off the clock
  • Visible agent, never stealth mode
  • Written notice acknowledged by each employee (NY, CT, DE)
  • Company-owned computers only
  • One login per manager, no shared admin
  • Short screenshot retention set in the tool
  • No pay deductions based on idle time

FAQ

Your questions about employee screenshots

  • Is it legal to take screenshots of employees' computers?

In most US states, yes on company-owned devices, but New York, Connecticut and Delaware require notice first, and federal law limits intercepting communications. In the EU and UK, the rules are stricter: purpose, proportionality and prior information are required, and a French employer was fined €40,000 over excessive screenshots.

  • How often should monitoring software take screenshots?

No law sets a number. As a starting point, use the lowest setting your tool offers: one random capture per 10 minutes on Hubstaff, blurred. If you only need hours per project, take none at all.

  • Can employee monitoring software run without the employee knowing?

Technically yes: Time Doctor has a no-interface Silent app, Hubstaff a paid Silent app add-on for Windows, and Insightful a Stealth mode. In states with notice laws, and across Europe, that is the riskiest option you can choose. A visible agent with on-capture notifications is easier to defend and easier for your team to accept.

  • Do blurred screenshots still show whether someone is working?

Mostly, yes: you can tell which app is open and whether the computer is in use, without reading the content. That is enough for proof of work. On Hubstaff and Time Doctor, blur is irreversible, so neither you nor an attacker can recover the sharp image.

  • Can I install monitoring software on an employee's personal computer?

Avoid it. Captures on a personal device will hit private life every day. Employees in remote-work forums say it plainly: if the employer wants to monitor, the employer provides the computer.

  • Is there free employee monitoring software with screenshots?

Hubstaff is free for one seat, which is enough to try it on yourself. Jibble offers free screen monitoring with automatic blur that stops during breaks and after clock-out. ActivTrak's free plan does not include screenshots.

  • How long should I keep employee screenshots?

As short as the purpose allows: long enough to bill the client or settle a dispute over hours. State the period in your written notice, set it in the tool, and check that images are actually deleted.

  • What about Teramind?

Teramind offers Starter, UAM and DLP plans, with a five-seat minimum and one month free on annual billing, which is non-refundable. We do not rank it: its pricing page was unreachable during our comparison, and we only publish prices we read on the vendor's own site.

  • What if I only want time tracking, without screenshots?

Use a time tracker that takes none, such as Toggl Track, or turn captures off in Hubstaff. For a full comparison, see the best timesheet software. It is often the right answer: less legal exposure, and a team that does not feel watched.
