What is the best accounts payable software in 2026?
The one that captures your bills, routes them to the right approver and pays them, at a price you can work out before you sign.
Bills land in five inboxes. Someone forwards them to the person who has to approve. Someone else chases that person. Then a third person keys the payment into the bank portal, one vendor at a time. At 20 bills a month you live with it. At 200, you pay late fees, you pay the same invoice twice, and month-end close drags.
The short answer: start with Ramp, because its free plan already captures bills, runs approvals and pays vendors by ACH, card, check or wire. Pick BILL if you want the most complete AP workflow and don't mind paying per user. Pick Melio if you are a small business that pays a few dozen vendors and wants the lowest flat price with approvals. Payhawk fits a company running entities in Europe as well as the US. Zoho Books fits a team that wants its accounting and AP in one place, with the BillPay add-on.
We checked the same thing for every tool: does one app capture the bill, route it for approval and pay it, and is the price public? Quote-only tools such as Stampli, and capture tools such as Dext, are covered further down, without a rank.
Our ranking is editorial: a sponsored spot is always labeled on its card, and no affiliate link ever changes a score.

The full ranking for a 10-person company where 3 people approve or pay bills. The cost column is what you pay over twelve months for software, before per-payment fees. Rank follows the full capture, approve, pay chain, not just the score.

How we compared and scored
Search "best accounts payable software" and many of the top results are written by a vendor ranking itself first. Most list ten tools without telling you what three users cost, what each payment costs, or which plan unlocks approvals.
We read each vendor's official pricing page and recent user reviews. For every tool we checked three links of the chain: capture (OCR or e-invoice), approval routing, and payment. A tool is ranked only if its price is public, or clearly quote-based, and the three links are checked, or the missing one is stated on its card.
Every cost is brought back to twelve months for 3 approvers. Approvals weigh heavily in the score: that is what stops a disputed or duplicate bill from going out.

Ramp
Ramp is the rare case where the free plan does the whole job. Ramp Free reads your bills with OCR, routes them for approval and pays vendors by ACH, card, check or wire. For a 10-person company with 3 approvers, the software line is $0 a year. That is why it sits at the top: nobody else in this list gives you the full chain for nothing.
Plus costs $15 per user per month on top of a platform fee that depends on team size, with 20% off when billed annually, and a 30-day trial. You move up when you need more advanced controls, not to get the basics.
The limit: Ramp is built for US companies. If you also run entities in Europe, look at Payhawk below.
- OCR, approvals and payments on the free plan
- ACH, card, check and wire
- 30-day trial on Plus
- ✓$0 software cost for the full chain
- ✓Four payment rails on the free plan
- ✓Approvals without paying for a plan
- ✗Plus adds a platform fee on top of per-user pricing
- ✗Advanced controls only on Plus
- ✗US-focused
Start here. If the free plan covers your approval rules, there is little reason to pay anyone else.
BILL
BILL is built around AP depth, and it shows. Approval workflows are included from the cheapest plan, Essentials. Payments go out by ACH or check, with the fee shown per payment.
The catch is the per-user price. Essentials costs $49 per user per month: $1,764 a year for 3 approvers, before payment fees. Team, at $65, comes to $2,340. Each ACH payment costs $0.59 and each check $1.99, so 100 ACH payments a month add about $708 a year.
If your accountant already works in BILL, the shared workflow is worth the premium. If not, compare it with Ramp Free first.
- Approvals from Essentials
- Per-payment fees shown upfront
- Built for accountant collaboration
- ✓Deep AP workflow
- ✓Approvals on every plan
- ✓Well known by accounting firms
- ✗$49 per user adds up fast
- ✗Fees on every ACH and check
- ✗Pricier than Ramp or Melio for the same chain
The most complete workflow, at a real price. Worth it when your accountant lives in it.
Melio
Melio prices by plan, not by user, which changes the maths for a small team. Go is free for one user, with 5 free ACH payments. Approvals start on Core, at $25 a month, or $20 billed annually, with 20 free ACH payments. Go has no approvals. Extra users cost $10 a month, or $8 billed annually, on Core and Boost, and the page does not say how many users are included. If one is, 3 approvers come to $240 + $192 = $432 a year.
Boost costs $55 ($44 annual) and Unlimited $80 ($64 annual). Past your included payments, each extra ACH costs $0.50.
Melio is lighter than BILL on approval rules. For a company with one or two approval levels, that is enough.
- Approvals from Core
- 20 free ACH payments on Core
- Free plan for one user
- ✓$432 a year for 3 users with approvals
- ✓Extra users at $8 billed annually
- ✓Free entry plan
- ✗Fewer approval options than BILL
- ✗Included users not shown on the pricing page
- ✗Go has no approvals
The cheapest paid way to add approvals. Check how many payments your plan includes.
Payhawk
Payhawk has the most flexible approval builder in this list: you design your own routing by amount, department or entity. Data is extracted by AI in 65+ languages, and the AP module handles European e-invoicing networks such as Peppol.
The downside is price transparency. Its only public offer is a Growth Program: £149 a month on a 24-month offer in the UK, with 10 seats and up to 15 invoices a month, or €149 in the EU. Everything else, including US plans, is quoted.
Pick it when your problem is cross-border approvals, not when you are a single US entity.
- Custom approval builder
- AI data extraction in 65+ languages
- Peppol and European e-invoicing
- ✓Finest approval rules
- ✓Built for several countries
- ✓One tool for US and EU entities
- ✗Quote-based in the US
- ✗24-month offer on its public plan
- ✗Overkill for a single entity
The right tool for multi-country finance teams. Too heavy for a small US business.
Zoho Books
Zoho Books is accounting software first, and it covers the AP chain with one add-on. Document autoscans read your documents, 200 a month on Professional. Purchase approvals start on Professional, at $40 per organization per month billed annually, with 5 users included. Vendor payments come from the BillPay add-on: $59 a month billed annually, with 100 ACH vendor payments and batch payments.
For 3 approvers, Professional plus BillPay comes to ($40 + $59) x 12 = $1,188 a year. Extra users cost $2.50 a month billed annually. That is more than Ramp Free, but you also get your general ledger.
The limit: BillPay is an add-on, and the pricing page does not mention check payments.
- Purchase approvals from Professional
- BillPay with 100 ACH payments
- 5 users included on Professional
- ✓Accounting and AP in one tool
- ✓Priced per organization, not per user
- ✓Free plan to start
- ✗Payments need the BillPay add-on
- ✗No check payments listed
- ✗No approvals on Standard
A sensible pick if you want to replace your accounting tool and your AP tool at once.

The headline price rarely tells you where approvals live or what each payment costs.

Per user or per plan?
- Count your real approvers.
- Price the plan that includes approvals, not the entry plan.
- Multiply per-payment fees by your monthly volume.
