What is the best benefits administration software in 2026?

Good benefits software runs open enrollment, life events and payroll deductions without a spreadsheet in sight.

Open enrollment by email, a spreadsheet of elections, deductions typed into payroll by hand: that is how benefits mistakes happen. Benefits administration software handles enrollment, life events, carrier updates and payroll deductions in one place.

The short answer. Gusto is the best pick for small businesses, with public pricing from $49 a month plus $6 per person. Justworks is the best PEO if you want large-group health plans, from $79 per employee. Rippling fits growing multi-state teams. BambooHR makes sense if it is already your HR system. Employee Navigator is the tool your broker likely uses.

What other lists skip: the top-ranking guides are written by vendors that rank themselves first. Here every price comes from the vendor's own page, and we flag the fees that only show up on the invoice.

Our method

How we compared and scored

We compared each platform using its official pricing and product pages, then read user reviews and buyer guides starting with the critical ones. We did not open accounts: facts come from vendors and their customers.

The core criterion is benefits coverage: health, dental, vision, 401(k), HSA/FSA, commuter, life events and carrier connections. It weighs 30%. Ease for HR and payroll weighs 20%, because a deduction that does not sync is a payroll error. Employee experience weighs 20%. Price and transparency weigh 15%. User feedback weighs 15%.

Best for small businesses

Gusto

4.4/5

Gusto started as payroll software and built benefits administration on top: health insurance through its own licensed brokerage, 401(k), HSA and FSA accounts, commuter benefits and workers' comp. Because payroll and benefits live in one system, deductions flow straight to paychecks.

Pricing is public. Simple costs $49 a month plus $6 per person, Plus $80 plus $12, Premium $180 plus $22. For a 10-person team, that is $109 a month on Simple before any add-ons.

The catch: Simple is single-state payroll only, so a remote team across states needs Plus. And Gusto's help center notes that new Premium customers pay a $6 per eligible employee fee for benefits enrollment, so read the billing page before you upgrade.

Tip: if you already have a broker you like, ask how Gusto's broker integration is billed on your plan before switching your health plan to Gusto's brokerage.

Standout features
  • Payroll and benefits in one system
  • Health, 401(k), HSA/FSA, commuter
  • Public pricing on every tier
+Pros
  • ✓Clear, published prices
  • ✓Deductions sync to payroll automatically
  • ✓Easy for a first-time HR admin
−Cons
  • ✗Multi-state payroll needs Plus
  • ✗Extra fee on Premium benefits enrollment
  • ✗Less suited to 200+ employees
Verdict

The default pick for a US small business. If you want a PEO's large-group health rates, look at Justworks.

Best PEO for health plan access

Justworks

4.3/5

Justworks is a PEO (professional employer organization): it becomes the co-employer of your team, which lets small companies join its large-group health plans. Benefits administration comes bundled with payroll, compliance and HR support.

Pricing is public and simple. PEO Basic is $79 per employee per month with no base fee and includes 401(k) access. PEO Plus, at $124, adds medical, dental and vision administration plus HSA and FSA accounts. Health premiums are billed on top.

The catch: part-time employees under 30 hours a week are billed $79 but are not eligible for benefits on either plan. And leaving a PEO means moving your health plan, so switching later takes planning.

Tip: compare the full PEO Plus cost per head (fee plus premium) with a quote from an independent broker. The PEO wins most often below 50 employees.

Standout features
  • Large-group health plans for small teams
  • Payroll, compliance and benefits bundled
  • No base fee
+Pros
  • ✓Simple public pricing
  • ✓Access to better health rates
  • ✓Strong compliance support
−Cons
  • ✗Part-timers billed but not eligible
  • ✗Premiums billed on top
  • ✗Harder to leave later
Verdict

The best way for a small team to offer big-company health plans. If you only need software, not a PEO, Gusto costs less.

3
Best for growing, multi-state teams

Rippling

4.2/5

Rippling sells modules on one employee database: payroll, benefits administration, a PEO option, device and app management. Benefits enrollment, life events and carrier connections run off the same record that drives payroll and IT access.

Pricing starts at $8 per employee per month plus a base fee, then grows with each module. Benefits administration is listed as its own product, separate from the PEO, so you can keep your broker.

The catch: you only see the full price in a quote, and the bill rises fast as you add modules. Smaller teams often find it more platform than they need.

Tip: ask for a quote with benefits administration alone, then with payroll. The bundle discount is where the negotiation happens.

Standout features
  • One employee record for HR, payroll and IT
  • Benefits admin with or without PEO
  • Strong multi-state support
+Pros
  • ✓Scales well past 100 employees
  • ✓Keep your own broker
  • ✓Wide automation options
−Cons
  • ✗Full price only by quote
  • ✗Module costs add up
  • ✗Heavy for a 10-person team
Verdict

The best fit for a growing, multi-state company. Under 50 employees, Gusto is simpler and cheaper.

Best if HR already runs on BambooHR

BambooHR

4.0/5

BambooHR is an HR system first, with a Benefits Administration add-on for US employees: self-guided plan setup, open enrollment, life events, election approvals and carrier connections.

The core plans have public prices: $10, $17 or $25 per employee per month, or a flat $250 to $650 a month for teams of 25 or fewer. The benefits add-on is quoted separately, and combining payroll and benefits earns a 15% bundle discount.

The catch: you cannot see the benefits price without a quote, and the add-on covers US employees only.

Tip: if you are under 25 employees, check the flat-rate plans. At 10 people, Core works out at $25 per person, which changes the math against Gusto.

Standout features
  • Benefits inside your HR system
  • Open enrollment and life events
  • Carrier connections
+Pros
  • ✓Well-liked HR core
  • ✓Public core pricing
  • ✓Bundle discount with payroll
−Cons
  • ✗Benefits add-on price by quote
  • ✗US employees only
  • ✗Pricey for very small teams
Verdict

Worth it if BambooHR is already your HR system. Starting from scratch, Gusto bundles more for less.

Best for broker-managed benefits

Employee Navigator

3.9/5

Employee Navigator is the benefits platform many US brokers use for their clients. It covers new hire and open enrollment, life events, decision support, ACA reporting (forms 1094 and 1095) and connections to carriers, TPAs and payroll.

It is sold to brokers, not directly to employers, and plans are by quote. The only public number is the 834 EDI feed (the file format carriers use to receive enrollment data): $0.45 per employee per month on two plans, free on Platinum.

The catch: as an employer, you rarely choose it yourself, and the employee experience is more functional than polished.

Tip: ask your broker whether they already license Employee Navigator. If they do, you may get enrollment software at no extra cost on your side.

Standout features
  • Built for brokers and their clients
  • ACA reporting included
  • Carrier, TPA and payroll connections
+Pros
  • ✓Deep enrollment features
  • ✓Often free to the employer via the broker
  • ✓Strong ACA tools
−Cons
  • ✗Not sold directly to employers
  • ✗No public base price
  • ✗Less polished for employees
Verdict

Great when your broker runs benefits. If you want to manage it yourself, start with Gusto or Rippling.

Real cost

What benefits software really costs for 20 employees

Here is the monthly software cost for a 20-person US company, at public prices, before health premiums.

Software with public pricing

Gusto Simple: $49 + 20 × $6 = $169 a month. Gusto Plus, needed for multi-state payroll: $80 + 20 × $12 = $320. BambooHR Core: 20 × $10 = $200, or the $250 flat rate under 25 employees, plus the benefits add-on by quote.

The PEO route

Justworks PEO Basic: 20 × $79 = $1,580 a month. PEO Plus, with medical, dental and vision administration: 20 × $124 = $2,480. That buys co-employment and large-group health rates, which can lower premiums enough to cover the fee.

Fees that hide

Gusto charges new Premium customers $6 per eligible employee for benefits enrollment. Justworks bills part-timers the full fee without benefits eligibility. Employee Navigator bills 834 carrier feeds at $0.45 per employee on some plans.

  • Is the price per employee, per enrolled employee or flat?
  • Is there a monthly base fee?
  • Are carrier feeds (834 EDI) included?
  • Is ACA reporting included or extra?
  • Can you keep your current broker?
  • What happens to your health plan if you leave?

01

Missing ACA reporting as an ALE

02

Deductions that do not match elections

Payroll

When enrollment and payroll live in separate tools, a missed life event means the wrong deduction for months. Pick a tool that syncs elections to payroll, or audit monthly.

FAQ

Your questions about benefits administration

  • What is benefits administration software?

It runs the employee benefits process: plan setup, open enrollment, new hire enrollment, life events, carrier updates and payroll deductions. Employees pick plans online and HR stops tracking elections in spreadsheets.

  • How much does benefits administration software cost?

From about $6 per person on top of a $49 base (Gusto Simple) to $124 per employee for a PEO with health administration (Justworks PEO Plus). Rippling starts at $8 per employee plus a base fee, by quote.

  • PEO or benefits software: which one?

A PEO like Justworks co-employs your team and gives you large-group health plans, at a higher per-employee fee. Software like Gusto or Rippling keeps you as sole employer and works with your own broker. Below 50 employees, the PEO's health rates often justify its fee.

  • Does Gusto do benefits administration?

Yes. Gusto handles health insurance through its licensed brokerage, 401(k), HSA, FSA and commuter benefits, with deductions flowing to payroll. New Premium customers pay a $6 per eligible employee enrollment fee.

  • Do I need ACA reporting?

If you have 50 or more full-time equivalent employees, yes: you must file forms 1094-C and 1095-C each year. Employee Navigator and most platforms here include it.

  • Can I keep my broker?

With Rippling, BambooHR and Employee Navigator, yes. With Gusto, you can connect an outside broker or use Gusto's brokerage. With a PEO like Justworks, you use the PEO's plans.
