The best HRIS for a small business with 20 to 250 employees

Spreadsheets hold up until about 20 people. Past that, time off, onboarding and payroll start leaking hours. Here is the right HRIS for your headcount, with the monthly bill worked out.

A growing small business hits a new HR wall every twenty hires. At 20, nobody can see who is off next Friday. At 50, onboarding paperwork eats a full day per hire and payroll errors start to show. At 150, you have managers in two locations approving PTO by text and an HR person rebuilding the same report every month.

The short answer. Want the cleanest all-round HRIS and you already run payroll elsewhere? BambooHR. Want HR, payroll and IT devices in one system and you are growing fast? Rippling. Payroll is the priority and the budget is tight? OnPay, at $49 a month plus $6 per worker. Mostly deskless staff? Connecteam, the cheapest per head. Factorial covers the widest scope for a quote-based price.

We turned every official price page into a monthly bill for a company of 20, 50 and 150 employees. All prices are in US dollars, before tax.

How we compared

How we compared and scored

Search for an HRIS for small business and most of the first page is written by vendors: Gusto, Paychex and ADP each rank themselves on top. The independent guides that do show up give per-employee ranges with no source, or claim hands-on rankings without saying how they were built.

We went the other way. We read every vendor's official pricing page, then turned each grid into a monthly bill for 20, 50 and 150 employees. Then we read public customer reviews, starting with the bad ones: base fees that show up late, add-ons that cost extra, support that slows down after the contract is signed.

Gusto stays out of this ranking because its official pricing page did not load for us, and we never publish a price copied from a third-party site. HiBob, Personio and Paycor only quote on request. The scores per criterion match our general HRIS ranking: a tool keeps the same score on every page we publish.

Best all-round HRIS

BambooHR

4.2/5

BambooHR is the HRIS most small businesses look at first, and for good reason: employee records, time off, onboarding checklists and e-signatures are simple enough that managers use them without training.

The pricing has two shapes. Up to 25 employees, you pay a flat monthly fee: $250 on Core, $425 on Pro, $650 on Elite. So a 12-person team pays the same $250 as a 25-person team, which is steep at the low end. Above 25, it switches to per-employee pricing: $10 on Core, $17 on Pro, $25 on Elite. At 50 people on Core, that is $500 a month.

One detail to check on the page: the FAQ quotes $10.25 and $17.50 where the table shows $10 and $17. Ask which number goes on your contract. Payroll, benefits administration and time tracking are add-ons with no public price, and payroll and benefits only cover US employees.

Customers praise the ease of use. The recurring complaint is the price floor for very small teams, and add-ons that make the first quote higher than the headline number.

Standout features
  • Flat pricing up to 25 employees
  • Onboarding checklists and e-signatures
  • 15% bundle discount on payroll and benefits
+Pros
  • ✓Easiest interface on this list
  • ✓Pricing table published for every plan
  • ✓Strong onboarding and performance tools on Pro
−Cons
  • ✗$250 floor is steep for 10 people
  • ✗Payroll and time tracking priced only on request
  • ✗FAQ and table show slightly different prices
Verdict

Our top pick for a growing team that wants HR people actually like using. If payroll matters more than HR features and you have under 50 people, OnPay costs less.

Best for HR, payroll and IT together

Rippling

4.1/5

Rippling ties HR, payroll and IT together. When you hire someone, the same record creates their payroll profile, ships a laptop and opens their app accounts. When they leave, it shuts everything down. For a company hiring every week, that removes a real source of mistakes.

The price is the weak point. Rippling publishes a starting point of $8 per employee per month plus a monthly base fee, and that is all. The base fee and each module's price come on a quote. At 50 employees, budget $400 a month before the base fee and the modules you add.

Setup takes more work than BambooHR. The power comes from rules and workflows that someone has to design. Field reports describe it as very capable and complex to configure.

Standout features
  • One record drives HR, payroll and IT
  • Automatic offboarding of apps and devices
  • Payroll built in
+Pros
  • ✓Deepest automation on this list
  • ✓Strong payroll and benefits
  • ✓Scales well past 100 employees
−Cons
  • ✗Base fee not published
  • ✗Setup needs someone with time
  • ✗Bill grows with every module
Verdict

The right choice if you are hiring fast and want IT and payroll tied to HR. If you want to know your bill before a sales call, BambooHR or OnPay are clearer.

Best value with payroll

OnPay

4.1/5

OnPay starts from payroll: unlimited pay runs, federal, state and local tax filings, W-2s and 1099s, in as many states as you need. That is what most small businesses get wrong first, and OnPay handles it for a price you can read.

The math is simple. Payroll is $49 a month plus $6 per worker. The HR add-on (onboarding, documents, policies) adds $15 plus $2 per worker. At 50 employees with payroll and HR, you pay $464 a month. At 150, $1,264. There are no implementation fees.

Where it stops: performance reviews and deeper talent tools are thin compared with BambooHR. Treat it as payroll with HR attached, not the other way around.

Standout features
  • Payroll with tax filings in every state
  • No implementation fees
  • Benefits admin with no extra fee
+Pros
  • ✓Clearest pricing on this list
  • ✓Payroll included at the base price
  • ✓Support by phone, chat and email
−Cons
  • ✗Light performance management
  • ✗HR features cost an add-on
  • ✗Less suited past 150 employees
Verdict

The best value if payroll is your real pain. If you already have payroll handled and want better HR tools, BambooHR is the stronger HRIS.

Best for deskless teams

Connecteam

3.8/5

Connecteam is built for staff who never sit at a computer. Documents, onboarding, training and announcements all live in a mobile app, alongside scheduling and time clock hubs you can add.

It is by far the cheapest per head. The HR and Skills hub on Basic costs $29 a month for the first 30 users on a yearly plan, then $0.50 per extra user. A 50-person team pays $39 a month. At 150, $89. The free plan covers up to 10 users, enough for a pilot.

The trade-off is payroll: Connecteam does not run it. You export hours to your payroll provider. And its HR records are lighter than BambooHR's for an office team.

Standout features
  • Free for up to 10 users
  • Mobile-first for frontline staff
  • $0.50 per extra user on Basic
+Pros
  • ✓Lowest cost per employee here
  • ✓Free pilot with a real team
  • ✓Scheduling and time clock in the same app
−Cons
  • ✗No payroll
  • ✗Lighter records for office teams
  • ✗Hubs are priced separately
Verdict

The pick for a frontline team on a budget. For an office team that needs payroll in the same place, OnPay or Rippling fit better.

Widest scope in one tool

Factorial

3.7/5

Factorial, a Barcelona-based vendor, covers the widest scope here. Every plan includes Factorial Core: employee directory, onboarding and offboarding, payslip distribution, document sending and legal e-signatures. On top, you pick modules across Time, Talent, Finance and IT, down to device management and security.

The pricing page says it starts at $8 per user per month, then sends you to a specialist for a tailored plan. At 50 users, that means at least $400 a month before modules. Get each module priced in writing.

Reviews are split. Customers like the onboarding and the interface. The harshest ones point at sales promises and slow support.

Standout features
  • Core HR included in every plan
  • Modules across Time, Talent, Finance and IT
  • Device management and security add-ons
+Pros
  • ✓Broadest feature set here
  • ✓Modern interface
  • ✓Good onboarding for a hiring team
−Cons
  • ✗Final price only on a quote
  • ✗Payroll not shown on the pricing page
  • ✗Mixed reviews on support
Verdict

Worth a look if you want one tool for everything and will negotiate each module. If you want a price you can read today, BambooHR or OnPay are clearer.

What your HRIS costs at 20, 50 and 150 employees

Three things move the bill more than features: headcount, add-ons, and whether payroll is inside. Here is the math with the published prices.

20 employees

BambooHR Core: $250 flat. OnPay with payroll and HR: $224. Connecteam HR Basic: $29 on a yearly plan. Rippling: $160 plus the base fee. Factorial: from $160 before modules.

50 employees

BambooHR Core: $500. OnPay with payroll and HR: $464. Connecteam HR Basic: $39. Rippling: $400 plus the base fee. Factorial: from $400. Only OnPay and Rippling include payroll in these numbers.

150 employees

BambooHR Core: $1,500, before any volume discount. OnPay with payroll and HR: $1,264. Connecteam HR Basic: $89. Rippling: $1,200 plus the base fee and modules. At this size, ask every vendor for its volume discount in writing.
  • Count your headcount 18 months from now, not today.
  • Ask BambooHR whether $10 or $10.25 goes on the contract.
  • Get Rippling's base fee in writing before the demo ends.
  • Add payroll to every quote that does not include it.
  • Ask about implementation fees and contract length.
  • Make sure you can export all records if you leave.
Leaving spreadsheets

Moving from spreadsheets to an HRIS without losing a quarter

Small business HRIS rollouts rarely fail because of the software. They fail because balances are wrong on day one or managers keep approving PTO by text. Six steps that prevent both.

01

Write your PTO policy down first

Before

List your real rules on one page: accrual, carryover, holidays, who approves what. In a small company they often live in one person's head. The vendor sets up what you give them, and a missing rule becomes a wrong balance on every record.

Format
One page
02

Clean one employee file before import

Before

Build one sheet: name, email, start date, manager, location, pay type. Fixing 50 records by hand after import takes longer than cleaning the file first.

Minimum columns

03

Run one team as a pilot

Launch

Pick one team and one willing manager for a month. Connecteam's free plan for up to 10 users is built for exactly this.

04

Set a cut-off date for text approvals

Launch

After a set date, no PTO request outside the system gets approved. Install the mobile app with managers in a meeting, not by email.

05

Run one payroll in parallel

Payroll

For the first cycle, run the new system next to the old one and compare. A missing half-day of PTO is a one-hour fix in month one and a headache in month six.

Plan your exit on day one

Contract

Ask how you export records, PTO history and signed documents if you switch. Note the notice period. If your company doubles, you may outgrow the tool, so keep your data portable.

FAQ · 7 questions

HRIS for small business · FAQ

  • What is the best HRIS for a small business?
BambooHR for most teams that want strong HR and already have payroll. OnPay if payroll is the priority and budget is tight. Connecteam for frontline staff. Rippling if you are hiring fast and want HR, payroll and IT in one system.
  • How much does an HRIS cost for a small business?
It depends far more on the pricing model than on features. On published prices, 50 employees cost $39 a month on Connecteam HR Basic, $464 on OnPay with payroll and HR, and $500 on BambooHR Core.
  • At what size does a small business need an HRIS?
Usually around 15 to 25 employees, when one person can no longer track PTO and documents by memory. BambooHR's flat pricing up to 25 people makes it expensive below that size, so look at free or cheaper tools first.
  • What is the difference between an HRIS, HRMS and HCM?
In practice, vendors use the three names loosely. HRIS usually means core records, PTO and documents. HRMS adds payroll and time. HCM adds talent: recruiting, performance and learning. Compare features on the plan, not the label.
  • Does an HRIS include payroll?
Not always. OnPay and Rippling run payroll. BambooHR sells it as an add-on for US employees only, priced on request. Connecteam does not run payroll and exports hours instead. Always add payroll to the quote before comparing.
  • How long does it take to implement an HRIS?
Plan one to two months for records and PTO, including a one-month pilot. Add one payroll cycle in parallel if payroll moves too. Most of the time goes into writing policies and cleaning the employee file.
  • Is there a free HRIS for small businesses?
Connecteam's Small Business plan is free for up to 10 users. Past that, every tool on this list is paid. A free plan works well for a pilot even if the whole company will move to a paid plan.
