What's the best complaint management software in 2026?

The one that puts a deadline on every complaint, pings a manager before it's missed and shows you why customers complain. For 5 agents on annual billing: from $35 a month (Zoho Desk) to $575 (Zendesk Suite Professional).

Complaint management software logs every customer complaint as one case, routes it to the right person, sets a response deadline (an SLA, or service level agreement) and escalates it when that deadline gets close. When the case closes, it asks the customer how it went. The categories you set along the way then tell you where complaints come from: shipping, billing, a faulty product.

The short answer: Freshdesk is the best balance, with multiple SLA policies on Pro at $55 per agent per month billed annually. Zoho Desk wins on price, with SLAs and multi-level escalation from Express at $7. Zendesk is the most complete, but its SLAs sit in Suite Professional at $115. If your team lives in Gmail, look at Hiver. If it wants something dead simple, Help Scout.

One note on search results: "complaint management" pages often mix in insurance claims software. This page is about complaints from your customers, not insurance claims processing.

How we rank

How we compared and scored

The top results for this search are vendor pages that rank themselves first, directories that mix complaints with insurance claims, and listicles with a dozen tools and no plan-level detail. None of them tells you which plan unlocks SLA targets, or what a five-person team pays once it does.

We read each vendor's official pricing page and its documentation on SLAs and escalation, then public user reviews, with extra attention to the negative ones. A tool made the ranking only if we could confirm it can put a deadline on a complaint, and on which plan. HappyFox stayed out because its SLA plan isn't on its pricing page. Front stayed out because its SLA features show up in analytics rather than as escalation rules. Crisp only adds tickets on its $295 Plus plan, so it's a chat tool, not a complaint tool. Regulated-industry suites (Issuetrak, ComplianceQuest, MasterControl) don't publish prices.

Zendesk and HubSpot keep the scores from their full reviews; Freshdesk, Zoho Desk and Help Scout the scores from our help desk ranking. Hiver is scored here on the same five criteria. Rank follows score.

1
Best balance of SLA tracking and price

Freshdesk

4.3/5

Freshdesk turns every email or web form into a ticket with a status, a priority and an owner. For complaint handling, the plan that matters is Pro at $55 per agent per month, billed annually. It gives you multiple SLA policies (a tight one for a serious complaint, a looser one for a simple question) plus smart routing that spreads the load. Enterprise at $89 adds skills-based routing and audit logs, handy when you need to prove who touched a case and when.

Growth at $19 covers tickets and a customer portal. That's enough to log complaints, not to track them properly, because multiple SLA policies are a Pro feature. Five agents on Pro run $275 a month. The free program for 2 agents is a good window to build your complaint categories before you pay a cent.

Standout features
  • Multiple SLA policies from Pro
  • Smart routing on Pro, skills-based on Enterprise
  • Audit logs on Enterprise
+Pros
  • ✓Quick for a new team to pick up
  • ✓Free program for 2 agents
  • ✓14-day trial of the top plan
−Cons
  • ✗No multiple SLA policies on Growth
  • ✗$275 a month for 5 agents on Pro
  • ✗Vendor support scored 3.9
Verdict

The best pick for a team that wants real complaint tracking at a sane price. Go straight to Pro: Growth can't hold you to deadlines.

2
Best for tying complaints to the customer record

HubSpot Service Hub

4.2/5

HubSpot's Service Hub attaches every ticket to the contact and company in the CRM. For a complaint, that context is gold: the agent sees the order, the account owner and every past conversation, and the sales rep sees the complaint before picking up the phone. Our full review gives HubSpot 4.2 out of 5, with 4.5 for features and for support.

The catch is SLAs. HubSpot keeps SLA targets on tickets for Professional and Enterprise, which means at least $90 per seat on an annual commitment plus a $1,500 onboarding fee. And accounts created since 2024 only get SLAs on help desk tickets, not in the conversations inbox. One Starter user put it plainly in a public review: ticketing was pretty much the only thing the team could do.

Standout features
  • Complaint linked to contact, company and deals
  • Ticket SLAs on Professional
  • Free plan for 2 users
+Pros
  • ✓Sales and service share one database
  • ✓Vendor support scored 4.5
  • ✓Free to start logging complaints
−Cons
  • ✗SLAs only from Professional
  • ✗$1,500 onboarding on Professional
  • ✗Starter is thin for complaint tracking
Verdict

The right call if your sales team already runs on HubSpot. If not, you're paying for a CRM you don't need just to track complaints.

Best price for SLAs and automatic escalation

Zoho Desk

4.1/5

Zoho Desk is the only tool here that gives you SLA targets and multi-level escalation on its first paid plan, Express, at $7 per agent per month billed annually. Escalation works like a matrix: no reply after X hours, the complaint goes to the team lead; still nothing, it goes to the manager. Five agents cost $35 a month.

Standard at $14 adds an automatic satisfaction rating sent to the customer at closure. Note that Standard caps out at 5 users. That pairing is what most teams are missing, because hitting a deadline doesn't mean the customer is happy. The downside is the learning curve. Reviewers call it so configurable that it can overwhelm a new team, and we score its ease of use 3.5.

Standout features
  • Multi-level escalation from Express
  • Satisfaction rating at closure from Standard
  • Free plan for 3 users
+Pros
  • ✓$35 a month for 5 agents with SLAs
  • ✓Value for money scored 4.6
  • ✓Clean upgrade path
−Cons
  • ✗Setup takes time
  • ✗Standard capped at 5 users
  • ✗Ease of use scored 3.5
Verdict

The best budget pick, and the only one that escalates a complaint for $7. Block half a day to write your rules before you invite the team.

Simplest for a small team

Help Scout

4.0/5

Help Scout feels like a shared inbox. The customer gets a normal-looking email, not a cold ticket number, which helps when you're trying to calm someone down. Its ease of use scores 4.7, the best in this ranking.

SLAs scale with the plan. Standard at $25 per user gives you one basic SLA policy, enough for a single deadline on every complaint. Plus at $45 gives you two advanced ones, say one for complaints and one for general questions. Pro makes them unlimited but requires 10 users. The free plan caps out at 100 contacts a month, which one bad week of complaints can blow through. Reviewers find the reporting light once the team grows, and there's no built-in phone.

Standout features
  • One SLA policy on Standard, two on Plus
  • Replies that read like normal email
  • Free plan for 5 users, capped at 100 contacts a month
+Pros
  • ✓Ease of use scored 4.7
  • ✓$125 a month for 5 users on Standard
  • ✓CSAT and NPS surveys available
−Cons
  • ✗Only one basic SLA on Standard
  • ✗Reporting gets thin as you grow
  • ✗No built-in phone
Verdict

A great fit for a team under ten that answers by email. If you need several severity levels, go Plus or look at Freshdesk.

Best for tracking complaints without leaving Gmail

Hiver

3.9/5

Hiver runs inside Gmail. Your complaints@ address stays put, but every email gets an owner, a status and tags, right in the inbox. For a team working out of a shared mailbox, it's the gentlest possible upgrade.

Watch the plan, though. Growth at $25 has no SLAs at all. You need Pro at $55 per user to set response and resolution deadlines, so $275 a month for five people. Public reviews are strong overall, but several mention emails that don't all sync from the shared account, and one reviewer called the Microsoft version garbage. On Outlook, think twice.

Standout features
  • Works inside Gmail, no new app
  • Response and resolution SLAs from Pro
  • CSAT surveys on Pro
+Pros
  • ✓No mailbox migration
  • ✓Near-zero learning curve
  • ✓Annual billing saves up to about 30%
−Cons
  • ✗No SLAs on Growth
  • ✗No free plan
  • ✗Some reviewers report incomplete email sync
Verdict

The right pick if your team lives in Gmail. On Outlook, or beyond a handful of people, a real help desk like Freshdesk holds up better.

6
Most complete for large support teams

Zendesk

3.6/5

Zendesk is the default for big customer service teams. Everything complaint handling needs is there: SLA targets by priority, CSAT surveys, routing to the agent who knows the topic, and deep reporting. Features score 4.5 in our full review.

Price is what drags the score down. SLA targets and CSAT surveys need Suite Professional at $115 per agent per month billed annually, so $575 for five agents before add-ons. AI resolutions are billed per resolution on top. Some users describe Zendesk becoming too expensive for their company as they grew. Value for money scores 2.8.

Standout features
  • SLAs, CSAT and skills routing in Suite Professional
  • Some of the deepest reporting around
  • Every channel in one tool
+Pros
  • ✓Features scored 4.5
  • ✓Integrations scored 4.0
  • ✓Handles a large support org
−Cons
  • ✗$575 a month for 5 agents with SLAs
  • ✗AI billed per resolution
  • ✗Value for money scored 2.8
Verdict

The most complete option, but overkill for a small team that just needs deadlines. Past 20 agents and several channels, it earns its price.

Real cost

What complaint tracking costs for 5 agents

Entry prices are misleading because SLA targets almost always live on the second or third plan. Here's the monthly bill for 5 agents, billed annually, on the first plan that can hold a deadline.

Under $150 a month

Zoho Desk Express: $35, multi-level escalation included. Zoho Desk Standard: $70, adding the satisfaction rating at closure, but capped at 5 users. Help Scout Standard: $125, with a single basic SLA. Nothing else comes close to Zoho at this price.

$250 to $300 a month

Freshdesk Pro: $275, multiple SLA policies and smart routing. Hiver Pro: $275, response and resolution SLAs inside Gmail. This is where most teams handling complaints every day end up.

$450 and up

HubSpot Service Professional: $450 to $500 a month plus $1,500 onboarding, with the CRM around it. Zendesk Suite Professional: $575, before AI resolutions. These make sense for a structured support org, rarely for a few dozen complaints a month.
  • Find the plan that unlocks SLAs, not the entry price.
  • Count agents who actually reply, not people who just read.
  • Check whether CSAT sits on the same plan as SLAs.
  • Ask for per-resolution AI pricing before you switch it on.
  • Compare annual and monthly: the gap reaches nearly 30% at Hiver.
  • Add one-time onboarding fees to year one.
Process first

Design the complaint process before you buy

Software enforces a process; it doesn't invent one. Three things to settle first.

Use ISO 10002 as your checklist

ISO 10002 is the international guideline for complaint handling: acknowledge, track, respond, analyze. No tool in this ranking claims ISO 10002 certification, and none should: it's your organization that gets certified, not the software. Use the standard to decide which fields and deadlines your tool must enforce.

Complaints are not claims

Insurance claims software (FileTrac, Guidewire ClaimCenter and the like) handles policies, adjusters and payouts. If you're an insurer, that's your category. For complaints about a product, an order or a service, a well-configured help desk from this list is the right tool.

Regulated industries

Financial services and healthcare teams often need audit trails and validation that go beyond a help desk. Suites like Issuetrak, ComplianceQuest or MasterControl target them, but none publishes prices. On a help desk, Freshdesk Enterprise's audit logs are the closest match.
  • Write down a response deadline and a resolution deadline per severity.
  • Name who gets the complaint at each escalation level.
  • Make the root-cause category required at closure.
  • Keep a timestamped record of every reply.
From the field

Six settings that keep your deadlines honest

What teams handling complaints every day have learned, whatever the tool.

01

Map escalation on paper first

Setup

Who gets the complaint, who takes over when the deadline is near, who signs off on a refund? Write those three levels on one page before you touch any settings. Otherwise Zoho Desk or Freshdesk will just automate the confusion you already have.

Write down
3 escalation levels
02

Know when to drop the spreadsheet

Choice

A spreadsheet works while one person triages and chases by hand. Minimum columns: ID, status, priority, team, due date, escalation level. Once two people share it, or a complaint sits for a week unnoticed, move to a tool with alerts.

Tipping point
Two people triaging
03

Split complaints from questions

SLAs

One SLA for everything is too slow for complaints or too tight for questions. Set two policies: a tighter one for complaints, a looser one for everything else. Help Scout allows it on Plus, Freshdesk on Pro; Zoho Desk unlocks SLAs on any paid plan.

Minimum plan
Freshdesk Pro, Help Scout Plus
04

Pair every SLA with a CSAT score

Quality

A met deadline doesn't mean a convinced customer. Turn on the survey at closure and review low scores weekly: they flag complaints closed too fast. Zoho Desk has it from Standard, Zendesk on Suite Professional.

Cadence
Low scores every week
05

Cap root causes at ten

Analysis

Thirty categories and nobody picks the right one. Keep ten at most, make the field required at closure, and pull the top three every month. That report tells you to switch carriers or rewrite a product page; the raw ticket count never will.

Maximum
10 categories
06

Never kill the old tool on switch day

Trap

One team that moved from Zendesk to Help Scout says the migration left them without a help desk for over a week. Run both tools side by side for a few days, and export open complaints before you cancel.

A few days of overlap
FAQ · 8 questions

Complaint management · FAQ

  • What's the difference between complaint management software and a help desk?
In practice, the best complaint tools are well-configured help desks. The difference is in the setup: tighter SLAs, escalation to a manager, a required root-cause category and a CSAT survey. A help desk without those four settings is just a shared inbox.
  • Is there free complaint management software?
Yes, but without SLAs. Zoho Desk is free for 3 users on email, Help Scout for 5 users with one inbox, HubSpot for 2 users. For automatic escalation, the cheapest option is Zoho Desk Express at $7 per agent per month, billed annually.
  • Zoho Desk or Freshdesk?
Zoho Desk if budget rules: SLAs and multi-level escalation from $7 per agent, with a longer setup. Freshdesk if you want the team productive fast: multiple SLA policies on Pro at $55. Note that Zoho Desk Standard caps out at 5 users.
  • What does a CRM add to complaint handling?
Context. With HubSpot, the ticket sits on the contact and company record, so the account owner sees an open complaint before a renewal call. If your sales team doesn't use a CRM daily, a standalone help desk from this list does the job for less.
  • Can complaint software be ISO 10002 certified?
No. ISO 10002 applies to your organization, not the tool. Software helps you follow the guideline (acknowledgment, tracking, root-cause analysis) and keeps the evidence for an audit. Be wary of any vendor selling an "ISO 10002 certified" product.
  • How do I log a complaint that comes in by phone?
Open a ticket during the call, with the date and a summary: the SLA clock starts there. Without a written record you can't prove anything later. Check the phone options on the plan you pick: Help Scout, for one, has no built-in phone.
  • What's a reasonable response time for a complaint?
It depends on your industry and your own promises, so write it down. Set two targets in your tool, one to acknowledge the complaint and one to resolve it, and make the complaint SLA tighter than your general one. Then let escalation fire before the deadline, not after.
  • How long does it take to set up?
Less with Help Scout or Hiver, since your mailbox stays the same; more with Zoho Desk or Freshdesk, where most of the work is writing escalation rules and categories. HubSpot Professional adds a paid onboarding of $1,500. Write your process first and setup goes much faster.
