What is the best eLearning authoring tool in 2026?

For an L&D team, Articulate 360. For PowerPoint-based teams on Windows, iSpring Suite. For subject matter experts who build their own courses, Easygenerator. For a freelancer who hates subscriptions, ActivePresenter.

An authoring tool is the workshop where you build the course itself: interactive slides, branching scenarios, quizzes, software simulations. You publish it as a SCORM or xAPI package, and your LMS plays it and records each learner's progress and score. The authoring tool doesn't host your learners. That's the LMS's job.

The short answer: Articulate 360 is still the default for corporate L&D, with Storyline for custom interactions and Rise for fast responsive courses, starting at $1,449 per designer per year. iSpring Suite turns a PowerPoint deck into a tracked course for $970 per author per year, as long as you're on Windows. Easygenerator is the easiest tool to hand to an engineer or a sales lead. ActivePresenter costs $499 once and gets closest to Storyline for a fraction of the money.

What the vendor-written top 15 lists leave out, and this page covers: Articulate renewals moved onto the AI plan, the exact plan where SCORM export unlocks, which tools actually run on a Mac, what a three-person team pays, and how much rework you face when you switch.

How we rank

How we compared and scored

Most pages ranking for this query are written by a vendor that puts itself first, and several mix numbers between their table and their text. We went back to each tool's official pricing page and technical docs (Mac support, export formats, plan limits), then read what instructional designers say in their own communities, where the complaints about renewals and bugs actually show up.

We didn't open vendor accounts. We compared what vendors publish and what their users report. Genially keeps the score it has on our other Labs pages, so a tool scores the same everywhere.

Left out of the ranking: Lectora, Gomo and Parta, all named by designers looking to leave Articulate, but none of them shows a price we could read on an official page. dominKnow | ONE is priced per author on request, with learners free. Synthesia and Colossyan make avatar videos that slot into a course, rather than full authoring tools; Synthesia lists SCORM export only on Enterprise. Coassemble targets white-label embedding from $2,500 a year.

1
Best for L&D teams

Articulate 360

4.4/5

Articulate 360 bundles two very different tools. Storyline 360 is the desktop app for custom work: triggers, variables, branching, drag-and-drop. Rise 360 runs in the browser and builds block-based courses that adapt to any device and orientation on their own. The common pattern among users: Rise for simple courses, Storyline for the complex ones.

The AI plan for teams costs $1,749 per seat per year and includes Reach, Articulate's delivery space, with 300 active learners a year. The individual designer seat costs $1,449 per year, but it's non-transferable. Frontline starts at $500 a year with unlimited seats and no Storyline or Rise, so it's not an authoring plan. Advanced features like AI avatars and translation into 80+ languages burn credits, sold from $250 per 50,000.

The catch: AI is now baked in whether you use it or not. Designers report renewals switched to the AI plan automatically, roughly $250 more per year, and turning AI off doesn't lower the price. That's the thread that sent many of them shopping for alternatives.

Tip: if you're a team of one, the designer seat gives you the same Storyline and Rise for $300 less every year.

Standout features
  • Storyline and Rise included
  • 14-day trial with credits
  • Translation into 80+ languages
+Pros
  • ✓Deepest tool for custom interactions
  • ✓Rise ships responsive courses fast
  • ✓Largest pool of trained designers
−Cons
  • ✗$1,449 a year minimum
  • ✗AI pricing you can't opt out of
  • ✗Storyline files don't open in any other tool
Verdict

The safe default for a team that ships a lot and needs both speeds. A freelancer on a budget gets most of the way with ActivePresenter for a single $499 payment.

Best for PowerPoint users

iSpring Suite

4.2/5

iSpring Suite lives inside PowerPoint as an extra tab. You keep your slides, add narration, quizzes, dialogue simulations and interactions, then publish to SCORM for your LMS. If your training library is a folder of .pptx files, nothing gets you to tracked online courses faster.

Pricing is clear: $970 per author per year for iSpring Suite, $1,290 for iSpring Suite AI, and $720 for iSpring Cloud AI, the browser version. Education and nonprofit pricing is quoted on request. The 14-day free trial unlocks every feature.

The hard limit: Suite is a PowerPoint add-in for Windows. On a Mac, iSpring itself points you to a Windows virtual machine or to Cloud AI. Reviewers praise its ease of use and cost, and keep coming back to that Windows lock.

Tip: a moderator in a large instructional design community has flagged promotional posting for iSpring. Treat unsigned praise with care and judge it on your own trial, using one of your real decks.

Standout features
  • Native PowerPoint add-in
  • Full 14-day trial
  • Cloud AI version for Mac users
+Pros
  • ✓Fastest path from PowerPoint to SCORM
  • ✓Short learning curve for PowerPoint users
  • ✓Cheaper per author than Articulate
−Cons
  • ✗Windows only for iSpring Suite
  • ✗Less freedom than Storyline for logic
  • ✗Cloud AI is a separate subscription
Verdict

Best effort-to-result ratio if your content already lives in PowerPoint and your team is on PCs. Mac shops should compare Rise or Easygenerator first.

3
Best for subject matter experts

Easygenerator

4.0/5

Easygenerator is built on one idea: the person who knows the topic should be able to build the course. The browser-based editor walks a non-designer through each step, with question templates and its EasyAI assistant on every plan. L&D reviews and approves, the expert authors.

Its pricing page lists euros. Pro costs €1,299 billed annually for one author. Team costs €6,495 billed annually from five authors, with unlimited courses and learners, co-authoring and unlimited reviewers. Enterprise adds LMS integrations and custom branding on a quote. You pay per author, never per learner.

The catch sits in Pro: 10 courses and 100 learners, maximum. A consultant serving several clients hits that ceiling fast, and moving to Team multiplies the bill by five.

Tip: the 14-day trial needs no credit card and falls back to a free plan when it ends. Use it to have one real SME build a module alone, with no help. That's the only test that matters for this tool.

Standout features
  • EasyAI on every plan
  • No credit card for the trial
  • Unlimited reviewers on Team
+Pros
  • ✓Easiest tool for non-designers
  • ✓Priced per author, not per learner
  • ✓Discounts for education and nonprofits
−Cons
  • ✗Pro capped at 10 courses and 100 learners
  • ✗Team starts at 5 authors
  • ✗Less visual freedom than desktop tools
Verdict

The right pick to spread course creation across the business. A designer who wants pixel-level control will go further with Storyline or ActivePresenter.

Best one-time purchase

ActivePresenter

3.9/5

ActivePresenter, from Atomi Systems, records your screen, edits the video, adds quizzes, interactions and branching scenarios, and exports to SCORM 1.2, SCORM 2004 or xAPI on the Pro edition. Designers leaving Articulate call it the closest thing they've found to a Storyline replacement.

The pricing is the point. Pro is $499, one-time, per computer: "Pay once and use the version you bought, forever.", in the vendor's words. Buy two or more licenses and the discount runs from 20% to 45% each. Standard is $249 but drops SCORM export and the scenario editor. Pro EDU is $249 for education.

The catch: the Free Edition is for trial and non-commercial use only. You can check that your SCORM package works in your LMS, but outputs carry a watermark, and any commercial use needs a paid license. There's no browser-based co-authoring either, so it suits one designer better than a team.

Tip: over three years, $499 versus 3 × $1,449 for an Articulate designer seat leaves plenty of budget for a course on the tool itself.

Standout features
  • Perpetual license
  • SCORM 1.2, 2004 and xAPI on Pro
  • Built-in screen recording
+Pros
  • ✓Best multi-year value
  • ✓Storyline-like logic
  • ✓Free edition to test your export
−Cons
  • ✗Free edition is non-commercial only
  • ✗Standard has no SCORM export
  • ✗No online co-authoring
Verdict

The smartest buy for a solo designer tired of renewals. A team that needs to edit the same courses together will be happier in Rise or Easygenerator.

Best for visual content

Genially

3.8/5

Genially started as an interactive presentation tool and still feels like one: polished templates, animations, learning games and escape rooms you can put together in an afternoon. When the goal is attention rather than a stack of quizzes, it's a strong starting point.

Watch the plan. On the official pricing grid, SCORM export only appears on Author, at €40 per member per month billed annually. It downloads dynamic SCORM 1.2 or 2004, or xAPI, and adds LTI and 10,000 AI credits per seat per year. Pro and Master are for creating and sharing by link, not for tracking scores in an LMS.

The catch: Genially doesn't replace a full authoring tool for long, scored, branching modules. One reviewer also found support weak during the trial, and noted that removing the watermark at team scale costs nearly as much as Articulate.

Tip: dynamic SCORM lets you fix content without re-uploading the package to your LMS, which protects your learners' completion history.

Standout features
  • Dynamic SCORM on Author
  • Free plan to build
  • Ready-made games and escape rooms
+Pros
  • ✓Most visual output in this ranking
  • ✓Useful free plan to start
  • ✓Updates without re-uploading
−Cons
  • ✗SCORM only on Author
  • ✗Support rated weak by some users
  • ✗Not built for long scored modules
Verdict

Great for making content come alive, as long as you buy Author when the LMS needs to track it. For full scored curricula, Articulate or iSpring go further.

6
Best for software simulations

Adobe Captivate

3.7/5

Adobe Captivate's reputation rests on software simulations. You record a task on screen, and Captivate turns it into a demo, a guided practice or an assessment where the learner clicks through it. The all-new Captivate adds one responsive design for every screen size and generative AI for images, text, avatars and voices.

A subscription is listed at US$39.99 a month. Teams go through "Contact sales", and a free trial is offered without a stated length on the product page.

The catch is real in 2026. Long-time Captivate trainers say the new version still feels unfinished: simulations need manual cleanup, there are no global styles for simulation captions, advanced shared actions and variables lag behind, and there's no PDF export. In Adobe's own forums, users report slowdowns and point out that Captivate Classic 2019 projects don't open in the new Captivate.

Tip: if your library lives in Captivate Classic, don't migrate it all at once. Rebuild one module in the new version first and time it.

Standout features
  • Software simulations
  • One responsive design
  • Generative AI built in
+Pros
  • ✓Long track record on simulations
  • ✓Month-to-month subscription
  • ✓Adobe ecosystem
−Cons
  • ✗New version still feels unfinished
  • ✗Classic 2019 projects don't open
  • ✗Slowdowns reported by users
Verdict

Choose it when your courses are mostly software walkthroughs. For everything else, Articulate or ActivePresenter are steadier today.

Best AI-first starter

Mindsmith

3.6/5

Mindsmith was designed around AI from day one. Give it a topic or a document, it proposes an outline, drafts screens and questions, and you edit. When you're starting from a blank page, that first draft saves time on structure.

Its free plan is the most generous in this ranking on one specific point: it already includes link sharing, embedding and SCORM export, with 450 one-time AI credits and a "Built with Mindsmith" badge. Professional is $39 per author per month, $468 billed yearly. Business is $65 per author per month, $780 billed yearly. Enterprise adds SSO on a quote. Yearly billing saves 20%, and educators get 30% off.

The catch: it's a young tool, thinner than Storyline on custom interactions, and AI text needs a real review by someone who knows the subject. In design communities it's often recommended by people who work there, so judge it on your own trial.

Tip: let Mindsmith build the outline and the questions, then rewrite the examples yourself. That's where AI output is most generic.

Standout features
  • SCORM on the free plan
  • AI-generated courses
  • 30% off for educators
+Pros
  • ✓Free plan works with an LMS
  • ✓Draft built from your own document
  • ✓Low yearly price
−Cons
  • ✗Fewer custom interactions
  • ✗AI text needs careful review
  • ✗Badge on the free plan
Verdict

A solid accelerator for course structure. For modules that need to last for years, a more mature tool is the safer bet.

Best inside an existing LMS

H5P

3.5/5

H5P doesn't produce a full course package. It builds activities (interactive video, quizzes, timelines, drag-and-drop, presentations) that live inside your LMS. The hosted service, h5p.com, offers 50+ content types and connects through LTI, the standard that opens an external tool from your LMS with the learner's own account.

There's no free plan on h5p.com, but there is a trial, followed by 14 days to buy or export your content. Pro and Premium are sold for 3 to 10 authors. For three authors on Premium, the pricing calculator shows $1,560 a year, $130 a month. Enterprise is quoted.

The catch: each activity is a building block. For a scenario-driven course with a final score, you still need a classic authoring tool or your LMS's own engine. H5P grew out of an open-source project, but this ranking covers the hosted service and its prices.

Tip: start with interactive video. It's the H5P type that upgrades an existing course fastest, without rebuilding it.

Standout features
  • 50+ content types
  • LTI integration
  • 14 days after trial to export
+Pros
  • ✓Adds to your LMS without replacing it
  • ✓Light, varied activities
  • ✓Priced per author, 3 to 10
−Cons
  • ✗No free plan on h5p.com
  • ✗No standalone course package
  • ✗Three-author minimum
Verdict

Ideal for making a Moodle or Canvas course more active. To build standalone modules, pick a tool from the top of this ranking.

Buying guide

Authoring tool, LMS or course platform: buy the right thing

Half the lists for this query blend three different products. Before comparing prices, make sure an authoring tool is what you need, then work out what it really costs, including the day you leave it.

You build the course: authoring tool

That's this ranking. Articulate, iSpring, Easygenerator, ActivePresenter and Captivate produce a SCORM or xAPI package. On its own, the package does nothing: an LMS has to play it and record each learner's progress and score.

You deliver and track: LMS

The LMS handles enrollment, learning paths, reminders and reports. Some include a basic editor, fine for text pages, rarely enough for a simulation. If you don't have an LMS yet, pick it first: it decides which format you'll export.

You sell to the public: course platform

A creator selling a video course to consumers usually needs neither SCORM nor an authoring tool, but a sales page, checkout and a members area. Different job, different tools, and they often top the "course creation" lists anyway.

What a team of three really pays

Three designers for one year: $5,247 on Articulate team seats, $2,910 on iSpring Suite before discounts, $1,560 on H5P Premium. Easygenerator Team starts at five authors for €6,495, so with three you pay for two empty seats. ActivePresenter Pro comes to $1,497 at list price for three computers, before the 20% to 45% multi-license discount, then nothing.

The cost of leaving

A Storyline, Rise or Captivate project doesn't open in any other tool. Your exported SCORM keeps running in the LMS, but editing it needs the original software. One designer puts migration at around 60% of the original build time. Always keep your source text, media and voiceover outside the tool.
  • Confirm which formats your LMS accepts (SCORM 1.2, SCORM 2004, xAPI, LTI) before any trial.
  • Check that the plan you're buying exports SCORM, not just the plan above it.
  • If your team is on Macs, skip iSpring Suite or budget for a Windows virtual machine.
  • Price the tool over three years, for every author you'll have.
  • Read course and learner caps, especially on entry plans.
  • Publish a test module and run it in your LMS during the 14-day trial.
Money-saving tips

Six moves to pay less and ship better courses

These come from vendor pricing pages and from designers comparing notes in their communities, not from the vendor blogs that rank for this query.

01

Buy the designer seat if you work alone

Licensing

Articulate's individual designer seat is $1,449 a year against $1,749 for a team seat. It's named and non-transferable, but a solo designer gets the same Storyline and Rise. That's $300 back every year.

Savings
$300 a year
02

Go perpetual when your output is steady

Freelancers

ActivePresenter Pro is $499, once. For a freelancer shipping a handful of modules a year, that's less than one year of iSpring Suite. Just make sure you need SCORM export: it's Pro only.

Price
$499 once
03

Ask for multi-year and volume pricing

Discounts

iSpring offers discounts from three licenses and a lower rate on multi-year licenses. Get both quotes before you sign for one year. Mindsmith gives educators 30% off, and Easygenerator discounts education and nonprofits. Your LMS is a separate bill: compare LMS platforms and, for a training provider, training management software.

Threshold
3 licenses
04

Run your three trials in the same month

Method

Articulate, iSpring and Easygenerator each give you 14 days. Before day one, prepare the same short module (ten screens, one quiz, one video), rebuild it in each tool and upload it to your LMS. You finally compare on your own content, not on a demo.

Length
14 days each
05

Use dynamic SCORM for content that changes

LMS

With a standard package, every fix means re-uploading the module to your LMS, sometimes at the cost of learner history. Genially Author offers dynamic SCORM: the package points to live content you can edit without re-uploading anything.

Genially Author
06

Check your exit before you commit

Caution

Designers who left Articulate give the same advice: before signing, make sure you can export and rebuild your courses elsewhere. Keep scripts, images, voiceover and video in a shared folder, so a switch means rebuilding layouts, not content.

FAQ · 9 questions

eLearning authoring tools · FAQ

  • What is an eLearning authoring tool?
It's the software you use to build the course itself: slides, interactions, quizzes, scenarios, simulations. You publish the result as a SCORM or xAPI package, and an LMS plays it and records learner progress. The authoring tool builds, the LMS delivers and tracks.
  • What is the best free authoring tool?
Mindsmith, if you need to publish into an LMS: its free plan includes SCORM export, with 450 one-time AI credits and a badge. Genially is free for building but needs the Author plan for SCORM. ActivePresenter's Free Edition is for non-commercial use only and watermarks its output.
  • Which authoring tools work on a Mac?
Browser-based ones: Rise 360, Easygenerator, Genially, Mindsmith and H5P all run in a web browser. iSpring Suite is a PowerPoint add-in for Windows; on a Mac, iSpring recommends a Windows virtual machine or iSpring Cloud AI, its browser version, at $720 per author per year.
  • How much does an eLearning authoring tool cost?
From free to about $1,750 per author per year. Articulate 360 runs $1,449 or $1,749 depending on the seat, iSpring Suite $970, Easygenerator Pro €1,299. ActivePresenter Pro is $499 once, Captivate $39.99 a month. Your LMS is a separate bill.
  • SCORM, xAPI or cmi5: which should I use?
SCORM 1.2 when you know nothing about the LMS, since nearly every LMS reads it. SCORM 2004 handles sequencing and pass/fail better. xAPI tracks activity outside the LMS, like a simulation or an app, but needs an LRS to store the data. cmi5 blends the two and is less widely supported.
  • Rise or Storyline: which one?
Both, if you already pay for Articulate 360. Rise builds block-based courses that adapt to phones, perfect for knowledge content. Storyline handles triggers, variables and scenarios. Users commonly describe the split as Rise for simple courses, Storyline for complex ones.
  • Can I turn a PowerPoint into an eLearning course?
Yes, and that's iSpring Suite's specialty: it runs inside PowerPoint and publishes your deck to SCORM with narration and quizzes. Coassemble also imports Word, PowerPoint and PDF files. Rework the pacing though: a slide built for a classroom is usually too dense for a screen.
  • Can AI build a complete eLearning course?
It can produce a solid first draft: outline, screens, questions. Mindsmith, Easygenerator's EasyAI, Articulate and Captivate all offer it. The output stays generic and sometimes wrong about your field, so plan an SME review and rewrite the examples, which is where the course's value lives.
  • What happens to my courses if I cancel my subscription?
Published SCORM packages already in your LMS keep working, but you lose the ability to edit them. Storyline, Rise and Captivate source files don't open in other tools. H5P gives you 14 days after the trial to buy or export. Keep your source content outside the tool so a switch costs layout, not writing.
