Which HRIS should a small business pick in 2026?
Most "best HRIS" lists are written by payroll vendors ranking themselves first. We used published prices only, and did the math at 10, 50 and 100 employees.
Employee files live in a shared drive. PTO requests come in by text. Offer letters get signed on paper and scanned. An HRIS (human resources information system) puts records, time off and onboarding in one place, and lets employees handle their own requests.
The short answer: for a clean, well-liked HR core, pick BambooHR, with a flat price up to 25 employees. If you want HR, payroll, devices and apps in one system and you're growing fast, Rippling is the most complete. If payroll is your starting point and budget matters, OnPay publishes every fee. For deskless teams with a tight budget, Connecteam is free up to 10 users. Factorial publishes a low per-user starting price, but builds the real plan after a demo.
Every price on this page comes from the vendor's official pricing page, in US dollars, per month.
The ranking is editorial: a sponsored placement is always labeled on its card, and no affiliate link ever changes a score.

How we compared and scored
On google.com, three of the top five results for this query come from payroll vendors, and each one ranks itself first. The independent guides that rank give price ranges per employee without a source, and none of them covers what a small team pays once base fees are added.
We read each vendor's official pricing page, then user reviews and HR community threads, starting with the complaints: surprise base fees, upsells, support that stops answering after onboarding. Our target reader runs a US business of 10 to 200 people and wants HR off spreadsheets.
Gusto, HiBob, Personio, Zoho People and Paycor are out of this ranking: we could not read a price on their official pricing page, and we don't publish a price copied from a third-party site.

BambooHR
BambooHR is the HR core many small businesses graduate to after spreadsheets: employee records, PTO, onboarding, e-signatures and reporting, with an interface managers don't need training for. It has been around long enough that most payroll and benefits tools connect to it.
Its pricing has a floor you need to know. Up to 25 employees, you pay a flat monthly price: $250 on Core, $425 on Pro, $650 on Elite. A team of 8 pays the same $250 as a team of 25. Above 25, it switches to per employee: $10 on Core, $17 on Pro, $25 on Elite. One quirk: the same page shows $10.25 and $17.50 in its FAQ. Use the plan table, and get the number in writing.
Payroll, benefits administration and time tracking are add-ons, priced on request. Bundling payroll and benefits with a plan earns a 15% discount, for US employees only.
In HR communities, BambooHR gets credit for ease of use, and the $250 floor is the main complaint from very small teams. Performance reviews and advanced reporting sit on Pro, not Core.
Tip: if you're at 22 employees and hiring, run the math both ways. At 26 employees on Core, per-employee pricing comes to $260, almost the same as the flat fee you're already paying.
- Flat price up to 25 employees
- Clear plan table
- 15% off when bundling payroll and benefits
- ✓Interface managers learn fast
- ✓Published prices for every plan
- ✓Wide integration catalog
- ✗$250 floor is steep for tiny teams
- ✗Payroll is an extra, priced on request
- ✗Two prices for the same plan on the page
The best HR core if payroll is already sorted. If you want payroll and HR in one bill, OnPay or Rippling fit better.
Rippling
Rippling starts from one idea: the employee record drives everything else. Hire someone, and their payroll, benefits, laptop and app accounts can be set up from that one entry. For a company hiring every month, that removes a lot of manual work across HR and IT.
The price is where you need patience. The official page says plans start at $8 per employee per month, with a monthly base fee it doesn't publish. The final number depends on which products you add, and comes as a quote. Ten employees at the entry rate is $80 a month before the base fee, but most buyers add payroll and benefits.
That modular design is both the strength and the trap. Each product you add raises the bill, and the setup takes real work. HR community threads describe Rippling as powerful but complex to configure, with a learning curve for the admin.
Payroll runs inside the platform, which is why it scores highest on that criterion here. If you have employees in several states, its tax handling is one of the main reasons people choose it.
Tip: ask for the base fee and each product's price as separate lines in the quote. A single bundle price makes it hard to drop a product at renewal.
- One record for HR, payroll and IT
- Payroll built in
- Device and app management
- ✓The broadest platform here
- ✓Strong multi-state payroll
- ✓Removes manual onboarding steps
- ✗Base fee not published
- ✗Bill grows with each product
- ✗Complex to set up
The most complete if you're scaling and want one system for HR and IT. For a simple HR core at a known price, BambooHR is easier.
OnPay
OnPay is a payroll company first, and that's its honest pitch. Payroll Essentials costs $49 a month plus $6 per worker. The HR add-on, which brings onboarding and HR tools, adds $15 a month plus $2 per worker. Every number is on the page.
For ten employees with payroll and HR, that's $144 a month. For fifty, $464. For a hundred, $864. No other platform in this ranking lets you work out a payroll-plus-HR bill without a sales call.
The limit is depth. The HR side covers the basics, and the pricing page doesn't list which HR features each option includes. If you need structured performance reviews or detailed org charts, check the demo carefully.
It scores high on payroll and price clarity, and lower on core HR, which is fair for what it is: payroll with HR attached, not the other way around.
Tip: if you also need time tracking, compare the bundled HR plus time tracking option ($21 plus $4 per worker) with buying the two add-ons separately before you pick.
- Every fee published
- Payroll at $6 per worker
- HR add-on from $15 a month
- ✓Cheapest published payroll plus HR
- ✓Bill you can work out alone
- ✓Fits very small teams
- ✗HR features are basic
- ✗HR feature list per option not on the pricing page
- ✗Payroll first, HR second
The right pick if payroll is your first need and you want a predictable bill. For a richer HR core, add BambooHR or move to Rippling.
Connecteam
Connecteam is built for teams that never sit at a computer. Everything runs from a phone: documents, onboarding, training, time off, chat. If your staff work shifts in a store, a kitchen or on the road, it fits better than an office-first HRIS.
The price is the lowest here by far. Teams of up to 10 users get the Small Business plan free, with all hubs included. Above that, the HR and Skills hub on yearly billing costs $29 a month for the first 30 users on Basic, then $0.50 per extra user. Fifty users on Basic come to $39 a month; a hundred to $64.
The flip side: it's not a payroll system, and its HR records are lighter than BambooHR's. It handles the people side of frontline work well, but you'll still need a separate payroll provider.
Note that the time clock and scheduling sit in a different hub with its own price. If you need both, add them up before you compare.
Tip: the yearly plans are listed about 18% below the monthly ones. Start monthly for one cycle to check adoption, then switch to yearly.
- Free up to 10 users
- Mobile-first for shift workers
- $29 a month for 30 users
- ✓Lowest price in this ranking
- ✓Staff use it from their phones
- ✓Free plan includes all hubs
- ✗No payroll
- ✗Lighter HR records
- ✗Scheduling sits in another paid hub
The best value for frontline teams. For office staff with structured reviews, BambooHR covers more.
Factorial
Factorial, based in Barcelona, covers a lot of ground: employee records, onboarding, unlimited e-signatures and a document vault in its Core, then modules for time, talent (reviews, hiring), finance (expenses) and IT (devices).
The pricing page says it starts at $8 per user per month, and that the plan is built for you. No module is priced. Ten users at the entry rate is $80 a month, but expect the number to grow with each module you add.
Reviews are split. Users praise faster onboarding: one wrote that a hire used to take an hour and now takes twenty minutes. Critics describe sales promises not kept and features moved into paid options.
For US payroll, Factorial isn't the obvious pick here: OnPay and Rippling run it in the product. Factorial makes more sense if your team spans Europe and the US.
Tip: get the list of included modules and their prices fixed in the contract for its whole term.
- Core HR included in every plan
- Unlimited e-signatures
- HR, time, expenses and IT
- ✓Broad feature set
- ✓Well-designed onboarding
- ✓Good fit for Europe-US teams
- ✗Module prices not published
- ✗Paid add-ons pile up
- ✗Mixed reviews on sales and support
Worth a demo if you want one tool for everything and have staff in Europe. For a known bill, BambooHR or OnPay are safer.
What your HRIS really costs, and what it does with payroll
An HRIS is not always a payroll system. Three questions matter more than the feature list: the cost at your headcount, where payroll runs, and which fees the pricing page leaves out.
Monthly cost at 10, 50 and 100 employees
HRIS, payroll or both?
The fees the pricing page hides
- Decide first whether payroll moves into the HRIS or stays with your provider.
- Price your headcount a year from now, not today.
- Ask for the base fee and implementation fee in writing.
- Check which plan includes performance reviews before you compare.
- Run a real payroll or PTO case during the demo.
- Note the contract term and the notice needed to cancel.
Six steps to an HRIS your team actually uses
A badly launched HRIS turns back into a spreadsheet within a quarter. These six steps take a few weeks and prevent the two classic failures: wrong PTO balances on day one, and managers still approving by email.
The steps
Freeze PTO balances on a set date
BeforePick a cutover date, usually the start of a pay period, and lock every employee's PTO balance that day. Have payroll sign off. Wrong balances on day one and nobody trusts the tool again.
- Best timing
- Start of a pay period
Import everyone from one clean file
BeforeBuild one spreadsheet: name, email, start date, job title, manager, location. Every vendor here can import it. Fixing a hundred records by hand afterwards takes longer than cleaning the file first.
- Minimum columns
- 6
Launch one feature first
LaunchStart with time off: every employee uses it, so it drives adoption. Reviews and expenses can come next quarter.
- First feature
- Time off
Stop approvals by email
LaunchAnnounce a date after which no PTO request sent by email gets approved. If one manager keeps doing it, the tool becomes double entry.
- Rule
- No email after day 15
Run one payroll in parallel
PayrollFor the first cycle, run payroll from the new system and from your old process, then compare. A half-day PTO error is easier to fix in month one than in month six.
- Length
- One pay cycle
Lock down access and exports
SecurityGive salary access to two people at most. Turn on two-factor authentication. Export all your data once a year, so a future switch doesn't start from scratch.
- Full export
- Once a year

Best HRIS software · FAQ
What's the difference between HRIS, HRMS and HCM?
In practice, vendors use them loosely. HRIS usually means the core: records, time off, reporting. HRMS adds payroll and time tracking. HCM adds talent management: hiring, reviews, learning. Look at the feature list, not the label. How much does an HRIS cost for a small business?
From $0 to roughly $10 per employee per month for the HR core, more with payroll and benefits. Connecteam is free up to 10 users; BambooHR Core is $10 per employee above 25 people. Watch for base fees and minimums, which weigh most on small teams.Do I need payroll in my HRIS?
Not necessarily. If your payroll provider works well, a sync is enough. Moving payroll into the HRIS makes sense when PTO and hours are re-entered by hand every pay period, which is where errors come from.At what headcount does an HRIS make sense?
Usually around 10 to 15 employees, when one person can no longer track PTO and documents in their head. Before that, a payroll tool with basic HR often covers you.Is there a free HRIS?
Connecteam's Small Business plan is free for up to 10 users, with all hubs. None of the other platforms here has a free plan. Free tiers usually cap users, so check what happens at user 11.How long does HRIS implementation take?
A few weeks for time off and records, longer if payroll moves too. Most of the time goes into data cleanup and approval rules. Plan one parallel pay cycle to check the numbers. Can I switch HRIS later without losing data?
Yes, if you plan it. Employee records and documents export easily; PTO history and review records move less cleanly. Switch at the start of a PTO year with balances signed off, and keep a full export of the old system. Why don't Gusto, HiBob or Personio appear here?
We only rank tools whose price we could read on the vendor's official pricing page. Their pages did not give us a readable price, and we don't publish prices copied from third-party sites. They may come back when their pricing is readable.
