Best No-Code App Builders for Agencies 2026

Seven builders compared for agencies that build, ship and hand over apps to clients.

Short answer: if your agency ships custom web apps, go with WeWeb's Partner plan ($79 per developer per month) and pair it with Xano for the backend. You build in your workspace, transfer the project into the client's, and the client keeps the option to export the Vue.js code. If clients want a full product in one tool, Bubble's Agency account ($78 per seat per month, billed annually) lets you build unlimited apps in development before handing them over. For a portal on top of existing data, Softr starts at $19 a month billed annually. We went through the agency plans, the transfer docs and the forum threads where agencies describe what breaks.

How we compared and ranked these builders

We didn't open vendor accounts for this page. We compared official pricing pages, the vendors' agency programs, their ownership-transfer documentation and six agency forum threads among 17 sources, where agencies walk through real client handoffs. Each builder keeps the score from its full Labs review, across five criteria. The rank then answers a question the score alone can't: does the tool make life easier for someone building on behalf of a client? An agency plan, a documented transfer and a way for the client to pay their own license all push a builder up.

  1. Features and depthWhat you can ship, plus what the vendor offers service providers: agency plan, transfer, code export, white-label.
    25%
  2. Value for moneyWhat a seat costs your team, what the license costs the client, and how easy that line is to defend in a proposal.
    20%
  3. Ease of useHow fast a new hire gets productive, and whether the client can handle small edits after handoff.
    20%
  4. IntegrationsThe systems your clients already run: databases, CRMs, payments, REST APIs. Fewer custom connectors, healthier margin.

  5. Customer supportDocs, forum and vendor response. Weighted lower because in an agency, you're the first line of support anyway.

1
Best for web app agencies

WeWeb

4.0/5

WeWeb takes first place because it has thought hardest about the full arc of an agency engagement. The Partner plan runs $79 per developer per month. You get everything in Pro, a staging subdomain to show progress to the client and, most importantly, the ability to move a finished project into the client's own workspace. From there the client owns it: they publish it, keep it, and can export it as a Vue.js app to self-host if they ever switch providers. That answer lands well with clients worried about lock-in. Another detail protects your margin: each Partner seat can be invited for free into up to 10 client workspaces, even when the client only pays for Essential at $20 a month with a single seat. So you can run maintenance without the client buying more seats. WeWeb also pays a 20% recurring commission on clients you refer. The catches: transfers aren't self-serve, you send the project ID and the target workspace ID to support. Hosting is billed separately, from $13 per app per month for a front end only. And official support is the tool's weakest score (3.6).

Standout features
  • Partner plan at $79: staging, project transfer, free access to client workspaces
  • Vue.js code export, so the client is never trapped
  • Up to 10 client workspaces per Partner seat, no extra seats to buy
  • 20% recurring commission on referred clients
+Pros
  • ✓The client owns the project after transfer and can export it
  • ✓You stay on for maintenance for free, even on a one-seat client plan
  • ✓Native Xano and Supabase connectors for the backend
−Cons
  • ✗Transfers go through support, so build that into your delivery schedule
  • ✗Hosting is billed per app on top of the subscription, put it in the proposal
Verdict

The cleanest setup for a web app agency: build in your workspace, hand ownership to the client, keep free access for the next phase.

Best for shipping full products

Bubble

4.2/5

Bubble is second because its Agency account solves licensing during the build phase. You pay $78 per seat per month on annual billing and build as many apps as you like, with paid plugins free while the app stays in development. Those apps can't go live: they stay password-protected. On delivery day you transfer the app from the Collaboration tab to the client's Bubble account, and the client picks and pays for their own plan (web-only Starter from $32 a month billed annually). You never front the hosting. The flip side: after transfer you lose access until the client invites you back, which costs them nothing. Bubble only counts an app toward your agency tier (Bronze, Silver, Gold, after certification) once nobody from your team is still on it. The conversation to have upfront is code export: there isn't one. The client owns the app, not its code. Agencies on the Bubble forum also report paid plugins that need to be repurchased after transfer, so check that before signing.

Standout features
  • Agency account: unlimited apps in development, paid plugins free
  • The client pays for their plan after transfer, not you
  • UI, database and backend in one tool
  • Agency tiers and a developer directory that sends leads
+Pros
  • ✓No license to front during the build
  • ✓The deepest feature set for a full product without code
  • ✓Bubble's directory sends inbound requests once you're certified
−Cons
  • ✗No code export, so the client stays tied to Bubble
  • ✗Paid plugins move to the client at transfer, and workload-unit costs are hard to forecast
Verdict

The pick for studios shipping full products: the Agency account bills the client at the right moment, as long as you're upfront about no export.

3
Best backend for client projects

Xano

4.1/5

Xano never ships alone, but it has the best agency program on the backend side. The Agency Add-on is free once you're on a paid plan: Essential at $85 a month billed annually ($99 monthly) or Pro at $224 ($249 monthly). It gives you a client dashboard, client invites with a suggested plan setup, and one-click transfer of the project to the client's instance. Billing goes either way: the client pays Xano directly, or you bundle the backend into your own offer. You earn a 20% commission, and invited clients get 10% off for their first 12 months. Here's what agencies find out too late: the transfer creates a copy on the client's instance. Nothing syncs afterward, and the API URLs change, so the front end has to be repointed to the new instance. Do it before user acceptance testing, not after. The 3.6 value score reflects the jump from free straight to $85.

Standout features
  • Free Agency Add-on with any paid plan
  • One-click transfer to the client's instance
  • Bill the client through Xano or resell it in your offer
  • 20% commission, 10% off for the client for 12 months
+Pros
  • ✓The client can own and pay for their own instance
  • ✓PostgreSQL, APIs and background tasks without a backend developer
  • ✓No cap on the number of client instances
−Cons
  • ✗Transfer is a copy: no sync, API URLs to repoint
  • ✗Nothing between free and $85 a month, a real cost on small projects
Verdict

The backend partner to WeWeb or FlutterFlow: the best transfer program on this list, once you plan for the API URL switch.

4
Best for shipping client portals fast

Softr

4.2/5

Softr is the easiest builder here (4.7), and that's a real agency advantage: a junior can ship a portal in a few days, and the client handles small edits on their own afterward. The 2026 pricing counts users, split between the client's team and the client's own customers. Basic is $19 a month billed annually ($25 monthly) for 5 team members and 5 client users. Pro is $99 ($119 monthly) for 10 team members and 50 client users, with extra seats at $3 and $1. Business is $329 ($395 monthly) for 30 team members and 100 client users. On Softr's community forum, consultants agree on the pattern: the client owns the workspace and you stay on as an admin. Prototype in your own workspace if you need to, then transfer ownership before launch (workspace transfer is documented). Keep your fee and the Softr subscription on separate lines, or you end up as the support desk for their license. Softr also runs a certified partner program. The limit: layout freedom is well behind WeWeb.

Standout features
  • Easiest builder on the list (4.7): juniors and clients stay autonomous
  • 2026 per-user pricing, team and client users counted separately
  • Documented workspace ownership transfer
  • Certified partner program for agencies
+Pros
  • ✓Fast portal delivery on the data the client already has
  • ✓Clients edit on their own after handoff, fewer small tickets
  • ✓Best support score on the list (4.5)
−Cons
  • ✗Basic caps at 5 client users, so real portals often start on Pro
  • ✗Less layout freedom, a poor fit for a heavily designed UI
Verdict

The pick for portals shipped in days with an autonomous client, as long as you size client users on day one.

Best for mobile app agencies

FlutterFlow

4.0/5

FlutterFlow is the mobile agency pick: it publishes to the App Store and Google Play, and you can download the Flutter code from the $39-a-month Basic plan. For handoff, the docs describe an ownership transfer from the project's collaboration settings. Two conditions shape your process. First, the client needs an active paid plan to receive the project; on the FlutterFlow community, several users report the option simply doesn't show until then. Second, the transfer is final: getting it back means the new owner transfers it to you. Team sharing starts on Growth ($80 for the first seat, $55 for the second, two editors max), and Business runs $150 then $85 per seat up to five. A three-person team is $320 a month on Business. There's no dedicated agency plan like WeWeb's or Bubble's. And a backend (Firebase, Supabase or Xano) always adds a line to the proposal.

Standout features
  • Native publishing to the App Store and Google Play
  • Flutter code download from Basic, handed to the client
  • Documented project ownership transfer
  • Native Firebase and Supabase connectors
+Pros
  • ✓The client gets a real native app and its code
  • ✓One project for iOS, Android and web
  • ✓Lowest entry price to publish to the stores
−Cons
  • ✗Transfer is one-way and needs a client already on a paid plan
  • ✗No agency plan, and team seats get expensive from three developers
Verdict

The pick for native mobile with code the client owns, if you get the client's paid account opened before the project wraps.

Best for client internal tools

Retool

4.3/5

Retool holds the top score on this list (4.3) but ranks sixth for a simple reason: its pricing is built for the company using it, not the provider building it. Team costs $10 per builder and $5 per internal user per month on annual billing. It doesn't allow external users: to open an app to your client's customers you need Business ($50 per builder, $15 per internal user, first 50 external users free). Retool has closed its Agency plan to new sign-ups and now only runs a referral partner program; delivery to the client goes through exporting the app and importing it into their instance. The setup recommended on Retool's forum is the right one: the client opens and pays for their own instance, you take a builder seat in it, and you bill development and maintenance separately. Hosting several clients as external users in your own org raises data-isolation and licensing problems. Its strength is depth (4.8): SQL, APIs and AI agents on top of existing data.

Standout features
  • Deepest features on the list (4.8)
  • Referral partner program, Agency plan closed to newcomers
  • Client-branded external apps on Business, full white-label on Enterprise
  • Delivery by export and import into the client's instance
+Pros
  • ✓Ideal on databases the client already owns
  • ✓The client pays for the instance, your invoice stays services only
  • ✓Free for up to 5 people for a demo
−Cons
  • ✗Every internal user is billed, so the client's bill grows with headcount
  • ✗No external users before Business at $50 per builder
Verdict

The right tool for a client back-office on their own data, if the client is fine with a bill that tracks team size.

An option for white-label portals

Stacker

3.6/5

Stacker closes the list. Its model has changed: it now builds portals and AI agents from plain-language prompts and bills in credits rather than seats. Standard 250 is $50 a month for 250 credits, with unlimited white-label portals (logo, colors, domain) and no per-user pricing. On paper, that's easy to pass through to a client whose user count keeps growing. In practice, credit usage is hard to forecast, every rewording costs credits, and the pricing has changed several times. Agents and automated sequences are still in beta, and Airtable sync is no longer documented: data gets imported. There's no permanent free plan, only $100 in trial credits. For an agency, that means a credit allowance to pin down in the contract and exposure if the client overruns.

Standout features
  • Unlimited white-label portals from $50 a month
  • No per-seat or per-user billing
  • AI agents on Slack, email and web
  • Granular per-table permissions
+Pros
  • ✓White-label from the first paid plan
  • ✓A bill that doesn't climb with the client's user count
  • ✓$100 trial credits, no card required
−Cons
  • ✗Credit burn is hard to forecast inside a fixed client fee
  • ✗Newer features still in beta, and no Airtable sync anymore
Verdict

An option for white-label portals without per-user pricing, best kept for projects where you can cap credit use.

Buyer's guide

How to pick your agency's builder in 2026

For an agency, the real question isn't "which tool is most powerful?" It's "who pays for what, and who owns what when the engagement ends?" Start here based on what you sell. For the wider picture, see our overall no-code builder ranking, the one for freelancers, and our head-to-heads Bubble vs WeWeb and WeWeb vs Xano.

You sell custom web apps

WeWeb on Partner, with Xano for the backend. The client ends up owning both, and Vue.js export reassures them. Budget a WeWeb hosting line per app and a support ticket for the transfer.

You sell full products

Bubble with the Agency account. Build without fronting a license, then the client picks and pays for a plan at transfer. Tell them plainly there's no code export.

You sell portals and light tools

Softr. Open the workspace in the client's name from day one and count their client users right away: 5 on Basic, 50 on Pro.

You sell mobile apps

FlutterFlow. Ask the client to open a paid account before acceptance testing, or the ownership transfer won't be possible.

You sell internal back-offices

Retool, inside the client's instance, with a builder seat for you. Price their bill on actual team size, not just builders.

You sell maintenance retainers

Favor tools where you stay in the client's workspace for free: WeWeb Partner, Bubble re-invites, Softr admin. Your retainer then covers only your time.
  • Put the production license in the client's name, on the client's card: they pay for it and they own it.
  • Keep your build tools (Partner plan, Agency account, Xano Add-on) in your name, and never go live from your own account.
  • Write two separate lines in the proposal: your fee, and the tool subscription the client pays.
  • Check how the transfer works before signing: one click, via support, or as a copy.
  • Schedule the transfer before acceptance testing so you test on the client's final instance.
  • Tell the client whether they can leave with the code (WeWeb, FlutterFlow) or just the app (Bubble).
  • Price the license on the client's real user count a year from now, not on launch day.
FAQ · 8 questions

No-code builders for agencies · FAQ

  • Should the agency or the client pay for the no-code license?
The client, from launch onward. It's what agencies recommend most on the Softr and Retool forums: the client owns the workspace and pays the subscription, and the agency works inside it as an admin or with a builder seat. Their license never sits on your card, and you bill only for your work.
  • How do you transfer a Bubble app to a client?
From the Collaboration tab in the app settings, by entering the email of the client's Bubble account. The client needs an account first. If the app is on a paid plan, billing moves to them; from an Agency account, they choose a plan after the transfer. You lose access unless they invite you back, which is free.
  • Do no-code builders have agency plans?
Several do. WeWeb has the Partner plan at $79 per developer per month, Bubble an Agency account at $78 per seat per month billed annually, Xano a free Agency Add-on with any paid plan, while Retool has closed its Agency plan to new agencies. Softr runs a certified partner program. FlutterFlow has no dedicated agency plan.
  • Can you keep a client's app on the agency account?
You can, but it's risky. If your subscription lapses or the relationship ends badly, the client's app goes down with it. Xano even advises against hosting finished client projects on your own instance. Use your account to build, and run production on the client's.
  • How do you bill the tool subscription to the client?
The simplest way is not to: the client pays the vendor directly, and your proposal keeps your fee separate. If you'd rather bundle it, Xano supports both billing the client through Xano and reselling it in your offer. In that case, add a buffer for price changes and overages.
  • Will the client be able to take the code?
Yes with WeWeb (Vue.js export) and FlutterFlow (Flutter code from Basic), no with Bubble, which has no export. With Xano they get a full instance including the PostgreSQL database. Put it in writing in your contract, since it weighs heavily for cautious clients.
  • Which no-code builder supports white-label delivery?
Stacker includes white-label portals from its $50 plan, Retool lets you brand external apps on Business (logo, login, emails) and keeps full white-labeling for Enterprise, and WeWeb gives you full control of the UI on the client's domain. Softr keeps its badge on the free plan, so plan for a paid tier on any client deliverable.
  • What happens to the agency after the project transfer?
It depends on the tool. On WeWeb, a Partner seat is invited for free into the client's workspace. On Bubble, the client re-invites you for free. On Xano, you keep access until the client removes you, but your copy no longer syncs. On FlutterFlow, the transfer is final.
