What's the best PEO for a small business in 2026?

A PEO co-employs your team so you get big-company benefits, payroll and compliance. The right one depends on your headcount, your growth plans and how much you hate surprise invoices.

A professional employer organization (PEO) becomes the co-employer of your workers. You still run the work. The PEO runs payroll, files payroll taxes in every state, carries workers' comp, and pools your team with thousands of others to buy health insurance at large-group rates. That last part is why most five-person companies sign: buying small-group health plans on your own is expensive.

The short answer: pick Justworks if you want a published price ($79 per employee per month on PEO Basic, no base fee). Pick Rippling PEO if you also want full HR and IT software you can keep after you outgrow the PEO. Remote and Deel are the move if you also hire abroad. TriNet, ADP TotalSource and Insperity fit established teams that want more hand-holding and are fine with a custom quote.

Before you sign anything, read the cost section. The admin fee is the small number. Health premiums, state unemployment rates and exit penalties are where small businesses get burned.

None of these providers has a Labs review yet: scores and prices come from our comparison and official provider pages, in 2026.

How we rank

How we compared and scored

Most "best PEO" lists quote prices that contradict each other. Justworks PEO Plus shows up at $99, $109 and $124 depending on which article you read. We only kept prices we could read on official pricing pages, and we marked everything else as quote-only.

We read the providers' pricing pages and contract terms, the IRS rules for certified PEOs, and dozens of employer reviews on Reddit, G2, Capterra and TrustRadius, with extra weight on the negative ones. Gusto isn't ranked: it's payroll software, not a co-employer. Paychex PEO is a credible option, but it publishes no pricing and very small accounts report weaker terms. Oyster lists its EOR at $699 a month, above Remote and Deel for a similar service.

1
Best PEO for small teams

Justworks

4.4/5

Justworks wins because it's the one major PEO that tells you the price upfront. PEO Basic is $79 per employee per month with no base fee. It covers payroll, tax filings, compliance and access to its benefits. PEO Plus, at $124, adds medical, dental and vision administration, HSA and FSA accounts, and perks like mental health and fertility benefits.

For a five-person team, that's often the first realistic way to offer good health coverage. Employers on review sites describe moving from small-group plans they could barely afford to large-group pricing.

Two catches. Part-time employees (29 hours a week or less) still cost $79 and aren't eligible for benefits. And the health savings aren't locked in: one employer reported a 10% jump at the second renewal, and support slows down at busy times of year.

Tip: plenty of comparison articles still list PEO Plus at $109, an old price. Budget on $124, then ask for the health premiums line by line.

Standout features
  • Published pricing, no base fee
  • Large-group health plans
  • Multi-state payroll tax filing
+Pros
  • ✓Easiest PEO to budget
  • ✓Great fit under 20 employees
  • ✓Simple dashboard for owners
−Cons
  • ✗Part-timers billed without benefits
  • ✗Watch health renewals
  • ✗Slower support at peak times
Verdict

The best starting point for a small US team. If you also want to manage laptops and app access, look at Rippling.

2
Best PEO with HR software

Rippling PEO

4.2/5

Rippling is first a deep HR platform, and its PEO plugs into it. You pay one fixed administrative fee per employee. In return you get large-group health plans, 401(k), HSA and FSA, pay-as-you-go workers' comp, employment practices liability coverage, ACA and COBRA administration, and automatic state tax registration.

The real advantage for a small team is the exit. When you outgrow the PEO, you stay in the same software with the same data. With most competitors, leaving the PEO means switching tools too.

The downside is price visibility. There's no public number, and your bill depends on the modules you add: time tracking, expenses, device management. A small team can end up paying for pieces it doesn't use.

Tip: ask for two quotes, PEO only and PEO with modules. Then get in writing what it costs to drop the PEO and keep the software.

Standout features
  • One fixed admin fee
  • Leave the PEO without switching software
  • Automatic state tax registration
+Pros
  • ✓Most complete software in this list
  • ✓Grow without migrating
  • ✓Large-group benefits
−Cons
  • ✗No public pricing
  • ✗Modules inflate the bill
  • ✗Overkill for three people
Verdict

The right call if your team will double. For a stable team of five, Justworks is simpler and you know the price.

Best for US plus international hires

Remote

4.1/5

Remote runs both models. Its US PEO starts at $99 per employee per month, billed in USD from a US bank account. Its employer of record (EOR) starts at $599 per employee per month on annual contracts: Remote becomes the legal employer in a country where you have no entity.

That combination matters for small teams that mix a US core with a developer in Portugal or a sales rep in Mexico. You manage everyone in one place, with no setup or onboarding fees.

The limit is the per-head cost of EOR. At $599 a month, that's over $7,000 a year per person on top of salary, which gets expensive past a handful of hires in the same country. And health premiums are billed separately from the PEO fee.

Tip: monthly EOR billing costs more than annual. If you know the hire will last a year, take the annual plan.

Standout features
  • US PEO from $99
  • EOR without a local entity
  • No setup fees
+Pros
  • ✓Covers US and international hires
  • ✓Published prices
  • ✓Clean path from EOR to entity
−Cons
  • ✗PEO needs a US bank account
  • ✗EOR pricey at scale
  • ✗Health premiums billed on top
Verdict

The best pick if part of your team sits outside the US. For a US-only team, Justworks Basic is $20 cheaper per head.

4
Best month-to-month option

Deel

4.0/5

Deel makes the same promise as Remote: hire anywhere without an entity. Its EOR also starts at $599 per employee per month, and its US PEO at $125. The difference is the contract: Deel bills month to month with no long-term commitment.

For a small business, that's a safety net. You can try a hire for six months, then stop or continue. Deel also handles contractors from $49 a month, which helps when your team is half employees and half freelancers.

The trade-off: Deel's US PEO costs $26 more per head than Remote and $46 more than Justworks Basic. Reviews also describe support quality that varies by country.

Tip: if most of your overseas people are contractors, start with the contractor plan. Move to EOR only for those who work like employees, since that's where misclassification risk lives.

Standout features
  • Month-to-month billing
  • EOR, PEO and contractors in one tool
  • US PEO from $125
+Pros
  • ✓No long contract
  • ✓Good for mixed teams
  • ✓Published prices
−Cons
  • ✗Pricier PEO than Justworks and Remote
  • ✗Support varies by country
  • ✗EOR expensive per head
Verdict

The most flexible way to test a hire. For a US-only team, Justworks costs less.

Best for industry-specific benefits

TriNet

3.9/5

TriNet is one of the oldest PEOs and sells by industry. A financial services firm and a creative agency don't need the same coverage, and TriNet builds its benefits bundles accordingly. Its PEO targets companies with 5 to 500 employees.

Pricing is a flat fee per employee per month, quoted on your size, industry and states. TriNet says itself that a minimum worksite employee count applies.

Field reports are split. Some owners rate its HR support above other PEOs. Others describe a long setup, a hard-to-use platform, and a move to Justworks after a few months.

Tip: TriNet isn't built for two employees. Under five, you're outside its target; start with Justworks.

Standout features
  • Industry-specific benefits
  • PEO for 5 to 500 employees
  • Flat per-employee fee
+Pros
  • ✓Wide choice of plans
  • ✓HR support many like
  • ✓Industry know-how
−Cons
  • ✗No public pricing
  • ✗Setup described as slow
  • ✗Minimum headcount
Verdict

A strong pick for a 15 to 50 person company in a covered industry. For a tiny team, Justworks fits better.

Best for scale and stability

ADP TotalSource

3.7/5

ADP TotalSource is the PEO arm of ADP, one of the largest US payroll companies. You get what you'd expect at that scale: large-group benefits, an assigned HR business partner, and deep experience with every state's rules.

Employers praise the benefits access. One small-business reviewer said it let them offer competitive benefits without breaking the bank. Employees can change their own benefit elections online.

Complaints are about service. Several reviews say the experience depends on the HR partner you're assigned, and that the tax team responds slowly. Some find reporting and navigation dated. No pricing is published.

Tip: in the sales meeting, ask who your HR partner will be and meet them before you sign. That person is your experience.

Standout features
  • Assigned HR business partner
  • Large-group benefits
  • All-state coverage
+Pros
  • ✓Very stable provider
  • ✓Strong benefits access
  • ✓Employee self-service
−Cons
  • ✗No public pricing
  • ✗Experience varies by partner
  • ✗Interface feels dated
Verdict

The safe choice for an established team. For a small team that wants a known price, Justworks stays ahead.

Best high-touch HR service

Insperity

3.6/5

Insperity is the most service-heavy PEO here. It leans on dedicated HR advisors and an offer that reaches into recruiting and training.

Its pricing adds two things, as its own pricing page explains: direct costs like payroll taxes and workers' comp, and a fixed service fee per employee based on company size. You share your company details before you get a number.

Field reports place it at the expensive end, with a long sales cycle. One owner who used both Insperity and TriNet preferred Insperity's platform and the autonomy it gave; another saw costs drop after leaving.

Tip: ask for direct costs line by line. If the quote doesn't separate premiums from the service fee, you can't compare it to anything.

Standout features
  • Dedicated HR advisors
  • Recruiting and training included
  • Direct costs split from service fee
+Pros
  • ✓Most complete HR service
  • ✓Platform users like
  • ✓Full HR outsourcing
−Cons
  • ✗Priciest per field reports
  • ✗Long sales cycle
  • ✗Too much for a team of three
Verdict

Pick it if you want an outside HR department, not just payroll. To cut costs, Justworks or Rippling do better.

Real cost

What a PEO really costs, and where the surprises hide

The advertised price is only the admin fee. You also pay wages, payroll taxes, health premiums and sometimes a hidden markup. Here are numbers computed from official price lists, then the fees to ask about.

For three employees

Justworks Basic: $237 a month. Remote PEO: $297. Justworks Plus: $372. Deel PEO: $375. Over a year, the gap between cheapest and priciest passes $1,600 before a single health premium.

For ten employees

Justworks Basic: $790 a month, Remote: $990, Deel: $1,250. At this size, also get quotes from TriNet and ADP TotalSource: better health rates can outweigh a higher admin fee.

For 25 employees

Justworks Basic: $1,975 a month, Remote: $2,475, Deel: $3,125. This is where custom quotes start to compete, and where you should check the PEO's minimums and volume terms.

Health premium markups

Some PEOs add a margin on top of the carrier premium. Ask whether benefits are billed at cost, and get a broker's direct quote at renewal to compare.

Workers' comp and SUTA

Workers' comp can be trued up after a year-end payroll audit. The PEO's state unemployment (SUTA) rate may be higher than your own because it reflects all its clients' claims.

Exit penalties

Some contracts charge penalties if you leave before term. Read the termination clause before signing, not when you're already unhappy.
Avoid the traps

Sign a PEO without regrets

PEO sales teams have a reputation for being pushy, and the market has consolidated. These six checks prevent the costliest mistakes.

01

Confirm you need a PEO

Before

You have a US entity: PEO. You're hiring where you have no entity: EOR. You just want payroll done: payroll software is cheaper.

Rule
No entity, no PEO
02

Check CPEO status

Safety

An IRS-certified PEO (CPEO) is solely liable for federal employment taxes on wages it pays, as long as you've sent it the funds. The IRS publishes the list and updates it every quarter.

03

Split premiums from the admin fee

Price

Ask for a line-by-line quote. If premiums are buried in a bundle, you'll never know whether a jump came from the carrier or the PEO.

04

Read the exit clause

Trap

Some contracts run a year with 30 days' notice, others carry early-exit penalties. Note too that CPEO tax protection ends with the last payroll the PEO processes.

Before each renewal, get a health quote from an independent broker. It's the only way to know whether your PEO is still competitive or a 10% increase is justified.

FAQ

PEO questions small businesses ask

  • How much does a PEO cost per employee?

Between $79 and $125 per employee per month among providers that publish prices (Justworks, Remote, Deel). The rest quote on request. That fee sits on top of wages, taxes and premiums, and the premiums are where a PEO saves you money or doesn't.

  • Is a PEO worth it for a company with 5 employees?

Usually yes if you want to offer health insurance, because large-group rates can beat small-group plans by more than the admin fee. If you don't offer benefits, payroll software at a fraction of the price does the same admin work.

  • What's the minimum number of employees for a PEO?

Justworks, Remote and Deel take companies with one employee. TriNet targets 5 to 500 employees and applies a minimum headcount. ADP TotalSource and Insperity set terms in the quote.

  • PEO vs EOR: what's the difference?

With a PEO, your company stays an employer and shares the role, so you need an entity in the country. With an EOR, the provider is the only legal employer, which lets you hire where you have no entity. "Global PEO" usually means EOR, so read the offer closely.

  • Who is liable for payroll taxes with a PEO?

It depends on certification. With an IRS-certified PEO (CPEO), the PEO alone is liable for federal employment taxes on wages it pays, once you've funded payroll. With a non-certified PEO, the IRS can hold both parties liable.

  • Will my health insurance go up if I leave a PEO?

It can. Leaving means buying small-group coverage again, and workers' comp may reprice too. Get broker quotes two months before you give notice so you know the real cost of leaving.

  • Can a PEO handle part-time employees?

Yes, but check the price. Justworks charges $79 per part-timer (29 hours a week or less) on both plans, and part-timers aren't eligible for its benefits.

  • When should a company leave its PEO?

When you can buy benefits as cheaply on your own and have someone to run HR, often between 50 and 100 employees. Choose a provider whose software you can keep, like Rippling, to make that move painless.
