What is the best WhatsApp chatbot in 2026?

One that runs on Meta's official API, hands off to a human cleanly, and has a bill you can predict. The subscription is only half of it: Meta charges for every message you start.

A WhatsApp chatbot answers your customers on WhatsApp for you. It shares opening hours, tracks orders, books appointments, qualifies leads, and passes the conversation to a person when it gets stuck. Most platforms also send broadcasts: promotions, abandoned cart nudges, reminders.

The short answer: respond.io is the best pick for a team that wants a real AI agent on WhatsApp, with Meta fees passed through at no markup. Wati is the most complete tool for a small business that lives on WhatsApp. ManyChat suits brands that already sell through Instagram DMs. Chatfuel is the budget option, Zoko the Shopify specialist. Trengo, Tidio and Landbot fit narrower jobs.

One thing to know before you shop: the free WhatsApp Business app cannot run a real chatbot. It stops at away messages, quick replies and labels. A bot needs Meta's API (the WhatsApp Business Platform, the technical entry point for software), reached through a provider. And Meta bills every business-initiated template message, on top of whatever the tool costs.

How we rank

How we compared and scored

Most of the top results for this query are written by a vendor that ranks itself first, and several carry affiliate links they do not disclose. None of them shows what Meta actually charges per message next to the subscription, and none checks, tool by tool, who really runs on the official API.

We read each vendor's official pricing page, Meta's official rate card, and public user reviews. The official API is the deal-breaker: a tool built on an unofficial API puts your number at risk of a ban, so it cannot be ranked. Twilio is not ranked either: it is a developer API that charges $0.005 per message on top of Meta, with no bot builder. Interakt targets the Indian market and prices in rupees.

Each card shows two numbers. The rank answers this page's question: which tool to pick for a WhatsApp chatbot. The score is the tool's rating across five equally weighted criteria, the grid we use in every review, so a tool keeps the same score across the site. ManyChat has the highest score, but WhatsApp is not its core product, so it ranks third here.

1
Best WhatsApp chatbot for an AI agent

respond.io

4.0/5

respond.io is a shared inbox for messaging apps: WhatsApp, Instagram, Messenger, TikTok and email. It has been an official WhatsApp Business Solution Provider (BSP, in Meta's terms) since 2023, so your number connects straight to the API with no middleman.

For a chatbot, the draw is its AI agents: they handle the first line, and the conversation then moves to a teammate inside the same inbox. The catch is the plan. AI agents and workflows start on Growth, at $159 a month billed yearly. Starter, at $79, is a shared inbox, not a bot. Growth includes 10,000 AI credits; extra credits cost $15 per 1,000.

For messages, you top up a WhatsApp balance inside the platform, and respond.io says it passes Meta's rates through without a markup. That is uncommon, and it adds up fast once you run broadcasts. The weak spot is public reviews: there are few of them, and they mention billing after cancellation and slow support. For a simple FAQ bot, this is more tool than you need.

Standout features
  • Official WhatsApp BSP since 2023
  • Meta fees passed through at cost, per the vendor
  • AI agents and human teammates in one inbox
+Pros
  • ✓WhatsApp, Instagram, Messenger, TikTok and email together
  • ✓10 users included on Growth
  • ✓Trial without a credit card
−Cons
  • ✗No AI agent on Starter
  • ✗Few public reviews, some billing complaints
  • ✗Overkill for a simple FAQ bot
Verdict

The best pick if you want an AI agent running the first line on WhatsApp. Budget for Growth from day one: Starter is not a chatbot.

2
Best WhatsApp-only chatbot for a small business

Wati

3.7/5

Wati is built around WhatsApp. As an official Meta Business Partner, it handles your number verification, then gives you a shared inbox, a no-code flow builder, broadcasts and a Shopify integration. It is the first tool most small businesses look at, and for good reason: everything is designed for this one channel.

Growth costs $59 a month billed yearly and includes 3 users (no add-ons), 15,000 broadcasts a month, 1,000 automation triggers and 250 AI credits. Pro, at $119, removes the broadcast cap and lets you add users at $39 each. The Astra AI agent is a paid add-on on Pro and Business. Messages are extra: Wati bills them from its own rate card, by country and category, without showing the gap with Meta's price.

Public reviews are split. People like how simple it is and how fast templates get approved, but support is often described as slow and cancellation as painful. That is why it scores 2.7 on value for money in our full review.

Standout features
  • Official Meta Business Partner
  • No-code flow builder
  • Shopify integration for order tracking
+Pros
  • ✓Everything is designed for WhatsApp
  • ✓15,000 broadcasts a month from Growth
  • ✓Setup without a developer
−Cons
  • ✗Messages billed at Wati's rates, markup not shown
  • ✗No extra users on Growth
  • ✗Support described as slow in reviews
Verdict

The natural choice for a business that lives on WhatsApp. Ask for the message rates for your country before you sign and compare them with Meta's.

3
Best WhatsApp chatbot for Instagram-first brands

ManyChat

4.2/5

ManyChat made its name on Instagram automation: a comment triggers a DM, which leads to an offer. It connects to WhatsApp through Meta's Cloud API, and that is its real edge here: one very simple flow builder for Instagram, Messenger, WhatsApp, SMS and email. Our full review scores it 4.2, the highest score on this page, with 4.7 for ease of use.

WhatsApp is not on the free plan. You need Pro. Public reviews complain mostly about the bill growing over time, and about an AI-first support desk that is hard to get past. WhatsApp fees do not go through ManyChat: Meta charges your own payment method directly, so there is no tool markup.

The limit: ManyChat is built for marketing, not for a support team splitting conversations between agents. Its reviews are mostly about Instagram and say little about WhatsApp.

Standout features
  • One builder for Instagram and WhatsApp
  • Meta fees with no middleman
  • 4.7 for ease of use in our review
+Pros
  • ✓Marketing flows are very easy to build
  • ✓Ready-made templates
  • ✓AI, WhatsApp, SMS and email from Pro
−Cons
  • ✗No WhatsApp on the free plan
  • ✗Public reviews focus on Instagram
  • ✗Weak fit for a support team
Verdict

The best pick if Instagram is already your sales channel. For multi-agent support, Wati or Trengo go further.

4
Best budget WhatsApp chatbot

Chatfuel

3.6/5

Chatfuel is a US chatbot builder that lists itself as a BSP and official Meta partner on its pricing page. It lets you build an AI bot on WhatsApp without code, and it has a dedicated plan for agencies running bots for several clients.

It has the lowest entry price of any AI bot on this page: $18 a month billed yearly, with $20 of AI credits included. One AI reply costs about $0.0093. In return, Chatfuel adds 10% to Meta's rate on template messages, drawn from the same balance. On 2,000 marketing messages to US numbers, that is $5 more a month. Send the same campaign to UK or European customers and the markup grows with Meta's local rate.

The limit: it is a bot builder, not a shared inbox for a team, and it has fewer public reviews than Wati or ManyChat.

Standout features
  • $18 a month billed yearly
  • AI credits included
  • Dedicated agency plan
+Pros
  • ✓Cheapest AI bot on this list
  • ✓No-code setup
  • ✓One balance for AI and messages
−Cons
  • ✗10% markup on Meta fees
  • ✗Not built for a team inbox
  • ✗Fewer public reviews
Verdict

The best starting point on a tight budget. Once your broadcasts reach several thousand messages, run the markup math again.

5
Best WhatsApp chatbot for Shopify stores

Zoko

3.6/5

Zoko is a Meta Business Partner focused on Shopify brands. Its pitch is WhatsApp for Shopify stores, with a shared inbox for the team and no lock-in contract.

Pricing is clear. Starter costs $49.99 a month with unlimited agents, but adds $0.015 per conversation on top of Meta. Plus, at $79.99, covers 5,000 conversations a month with no markup, and 5 agents free before $15 each. Meta fees go straight to Meta on your card. The AI layer (Guru or Wismo) is an add-on at $24.99 a month plus $0.09 per resolution.

The limit: outside Shopify, Zoko loses most of its edge, and its AI costs extra on every plan. We found too few independent reviews to judge its support with confidence.

Standout features
  • Meta Business Partner
  • Built for Shopify
  • No contract
+Pros
  • ✓Unlimited agents on Starter
  • ✓No markup from 5,000 conversations on Plus
  • ✓Transparent per-plan pricing
−Cons
  • ✗AI is a paid add-on on every plan
  • ✗$0.015 markup per conversation on Starter
  • ✗Little value outside Shopify
Verdict

The pick for a Shopify brand that wants WhatsApp to drive repeat orders. Go straight to Plus if you expect more than a few hundred conversations a month.

6
Best WhatsApp chatbot for a support team

Trengo

4.1/5

Trengo is a Dutch shared-inbox vendor and an official WhatsApp partner. It brings WhatsApp, email, website chat and social channels into one inbox the whole team works from. The bot side runs on HelpMate, its AI agent, available on both plans.

The entry price is high, but it covers a team: Boost costs €299 a month billed yearly for 10 users and 500 conversations a month, then €15 per 100 extra conversations. The AI agent is billed per conversation it handles, €0.25 on annual billing. Meta's 1,000 free service messages apply, then Meta's rates are added.

Public reviews are good overall and praise responsive support, but almost a third are one-star. For a solo founder or small shop it is too much: €299 a month before the first message.

Standout features
  • Official WhatsApp partner
  • HelpMate AI agent billed per conversation
  • European vendor
+Pros
  • ✓10 users included on Boost
  • ✓Full omnichannel shared inbox
  • ✓Responsive support per reviews
−Cons
  • ✗€299 a month minimum
  • ✗Only 500 conversations on Boost
  • ✗Polarized reviews
Verdict

The right tool when WhatsApp is one channel among several for a real support team. Too expensive for a solo business.

7
Best WhatsApp chatbot add-on for an online store

Tidio

3.6/5

Tidio is a Polish live chat vendor for ecommerce sites. WhatsApp is included on every plan, free one included: you connect your Meta Business and WhatsApp Business accounts, and messages land next to your website chats. The Lyro AI agent answers common questions from your FAQ.

The free plan covers 50 conversations, Starter 100 conversations for $24.17 a month billed yearly. Lyro is billed separately, from $32.50 a month for 50 AI conversations. Tidio does not display a Meta partner badge, though the connection uses the official API.

The limit is spelled out in Tidio's help center: no calls, statuses, reactions or groups on WhatsApp, and its automation Flows are restricted there. It is an add-on to website chat, not a full WhatsApp platform.

Standout features
  • WhatsApp on every plan
  • Same inbox as website chat
  • Lyro AI agent for FAQs
+Pros
  • ✓Free plan to try WhatsApp
  • ✓Good fit for online stores
  • ✓Quick setup
−Cons
  • ✗Automation Flows restricted on WhatsApp
  • ✗Lyro billed separately
  • ✗Few conversations on small plans
Verdict

The right call if your site already runs Tidio. For a bot at the center of your customer relationship, pick Wati or respond.io.

8
Best visual WhatsApp bot builder

Landbot

3.5/5

Landbot is a Barcelona-based vendor known for its visual builder: you drop question, choice and condition blocks and watch the flow take shape. It uses the official WhatsApp API and helps with the access request, but it does not display a Meta partner status.

WhatsApp gets expensive fast. The free plan only gives you a test number, and Starter, at €32 billed yearly, does not include WhatsApp. The WhatsApp offer starts at €160 a month billed yearly, €200 monthly. On marketing, utility and authentication messages, Landbot adds €0.05 per message to Meta's rate: on 2,000 marketing messages, that is €100 more. Extra AI chats cost €0.10 each.

Public reviews are few and mixed, including a recent one about a WhatsApp connection that failed. Our full review scores its support 2.9.

Standout features
  • Visual block-based builder
  • European vendor
  • 14-day trial without a card
+Pros
  • ✓Lead qualification flows are easy to draw
  • ✓Free plan to build your bot
  • ✓Good for conversational forms
−Cons
  • ✗WhatsApp from €160 a month
  • ✗€0.05 added to every template message
  • ✗Support scored 2.9 in our review
Verdict

A good tool for drawing a qualification flow. For daily WhatsApp volume, the per-message markup adds up quickly.

Real cost

What a WhatsApp chatbot really costs, subscription and Meta included

Since 2025, Meta bills every delivered template message based on the recipient's country and the message category. Messages your customers send you are always free. Here is Meta's official rate card for US and Canadian numbers in 2026, then the same month across several tools.

Meta's rates for North America

A marketing message (promotion, cart reminder) costs $0.025. A utility message (order confirmation, appointment reminder) or an authentication message (login code) costs $0.0034. Service replies, the ones you send within 24 hours of a customer's message, are free up to 1,000 per number per month, then $0.0034. Only utility and authentication get volume discounts, never marketing. Rates depend on where your customer is: a marketing message to a French number costs $0.0859, more than three times the US rate.

A typical month: 2,000 marketing messages and 1,500 replies

Meta's share for US numbers: 2,000 × $0.025 = $50, plus 500 replies beyond the free 1,000, or $1.70. That is $51.70 a month before the tool. Then add the subscription: respond.io Growth $159 with no markup. Chatfuel $18, plus $5 of markup. Zoko Starter $49.99, plus $0.015 per conversation. Wati Growth $59, with messages at its own rates. Landbot from €160, plus €100 of markup. In North America, the subscription is most of the bill; the opposite is true if you message Europe.

What drives the bill up

Extra users ($39 on Wati Pro, $15 per agent beyond 5 on Zoko Plus), AI credits beyond the plan ($15 per 1,000 on respond.io), AI billed per conversation (€0.25 on Trengo, $0.09 per resolution on Zoko), and AI add-ons sold separately (Wati Astra, Tidio Lyro). Put them all in your math before you compare two subscriptions.
  • Count one real month of messages by category: marketing, utility, service.
  • Ask the vendor whether it marks up Meta fees, and by how much.
  • Check which plan includes the AI agent.
  • Note the commitment period and the cancellation notice.
  • Categorize templates carefully: in the US, utility costs about 7 times less than marketing.
  • Add a payment method in Meta, or your replies stop once the free 1,000 run out.
API and Meta rules

Official API, AI rules and consent: what to sort out first

Three things decide whether your chatbot lasts, whichever tool you pick.

Official API or a banned number

Services built on unofficial APIs (WAHA, Whapi, Wasender and others) imitate the WhatsApp app. That breaks WhatsApp's terms, and their own authors admit it: the number can be blocked overnight, and if the appeal fails it is usually gone for good. Check that your tool appears in Meta's Business Partner directory, or works through a partner that does. Never pay a service that promises to unban your number.

What Meta allows for AI

Since early 2026, WhatsApp's terms bar AI providers from distributing a general-purpose assistant as their main service: ChatGPT, Copilot and Perplexity left WhatsApp. A bot that answers your own business's customers is still allowed, for support, sales or notifications. Under pressure from the European Commission, Meta later let third-party general assistants back in Europe for 12 months, for an extra fee per message. For a business chatbot, nothing changes.

Opt-in and data

Marketing messages on WhatsApp require the customer's opt-in before you send: a checkbox, or a message from them. Keep proof of that consent and give people an easy way to opt out. If data location matters, ask each vendor where conversations are stored; among the tools here, only Superchat (not ranked in this edition) advertises servers in Germany.
  • Check the tool's Meta partner status, or its provider's.
  • Tell users in the first message that they are talking to an automated assistant.
  • Add a simple keyword that routes to a human ("agent").
  • Collect and store opt-in before any broadcast.
  • Plan what the bot says outside business hours.
Field tips

Six settings that cut the bill and the blocks

What teams running WhatsApp bots day to day have learned, whatever the tool.

01

Get the customer to message first

Cost

When a customer messages you, a 24-hour window opens, and your replies inside it are free up to 1,000 a month. A "chat with us on WhatsApp" button on your site, a QR code at checkout or on the package brings the customer to you. A click-to-WhatsApp ad even opens a longer free window for every message type.

Gain
Free service replies
02

File templates in the right category

Cost

In the US, an order confirmation filed as marketing costs $0.025 instead of $0.0034. Keep practical messages free of sales offers: a promotion slipped into a confirmation turns it into a marketing message.

Gap
About 7x cheaper as utility
03

Add a payment method in Meta

Trap

The 1,000 free service replies do not always cover a month. Without a payment method on file, your replies stop once the quota runs out, and your bot goes silent mid-month. Check this on launch day, even if your tool rebills the fees.

When
Launch day
04

The free 1,000 do not roll over

Cost

The 1,000 free service replies are counted per number and per month, and unused ones are lost. Two brands on two numbers get two quotas. If you run well past 1,000, have the bot answer recurring questions first so each conversation closes in fewer messages.

Rule
Per number, no rollover
05

Build the exit to a human

Quality

A customer stuck in a loop of questions eventually leaves, or blocks your number. Add a simple keyword that hands off to a person, and an answer that says when someone will reply outside business hours.

Setting
"agent" keyword
06

Read the commitment before you sign

Contract

The harshest reviews of Wati and respond.io say the same thing: a charge after leaving, or a cancellation that was hard to get through. Note the commitment, notice period and cancellation method when you sign up, and keep the written confirmation.

Keep
Cancellation confirmation
FAQ · 8 questions

WhatsApp chatbot · FAQ

  • Is there a free WhatsApp chatbot?
Not really, because Meta bills the messages you start, whatever the tool. Tidio includes WhatsApp on its free plan (50 conversations) and ManyChat has a free plan, but without WhatsApp. That is enough to try a bot. Meta's 1,000 free service replies a month make a small FAQ bot almost free on the messaging side.
  • How much does a WhatsApp chatbot cost per month?
From $18 to €499 in subscription, plus Meta fees. For a US business sending 2,000 marketing messages and 1,500 replies a month, Meta's share is $51.70. Add $18 for Chatfuel (plus its 10% markup), $59 for Wati Growth or $159 for respond.io Growth.
  • Do I need the WhatsApp Business API for a chatbot?
Yes. The free WhatsApp Business app stops at away messages, quick replies and labels. A real chatbot runs on Meta's API, and the platform you pick gives you access. Check that it is an official Meta partner, or works through one.
  • Do platforms mark up Meta's fees?
Some do. respond.io says it passes fees through at cost; ManyChat and Zoko Plus have you pay Meta directly. Chatfuel adds 10%, Landbot €0.05 per template message, Zoko Starter $0.015 per conversation, and Wati uses its own rate card without showing the gap. Get it in writing before you sign.
  • Are AI chatbots still allowed on WhatsApp in 2026?
Yes, if the bot serves your own business's customers: support, sales, order updates. What Meta banned in early 2026 is general-purpose assistants distributed as a main product, like ChatGPT. In Europe they are tolerated again for 12 months, for an extra fee.
  • Can I send marketing messages with a WhatsApp chatbot?
Yes, through templates Meta approves, and only to customers who opted in. To a US number, each one costs $0.025. Replies your customers send back cost you nothing.
  • Can my number get banned?
Yes, mostly with an unofficial API that imitates the app and breaks WhatsApp's terms. On the official API the risk drops sharply, but users still report restricted numbers or Meta accounts after poorly targeted sends. Opt-in and an easy way to unsubscribe are your best protection.
  • Rule-based bot or AI agent: which one?
A rule-based bot follows buttons and questions written in advance: reliable and predictable, perfect for order tracking. An AI agent understands free text and answers from your documents: more flexible, but you need to review its answers. Many teams combine both, buttons for common cases and AI for the rest.
