What is the best accounts payable software for a small business in 2026?
The one that still works when you hit 100 bills a month and eight people who need to approve them.
At 10 people, approving a bill means walking over to someone's desk. At 30, bills land in six inboxes, the ops lead forgets to reply, and whoever runs payments pays whatever arrived first. The problem is no longer data entry. It is knowing who approves what, and never paying the same bill twice.
The short answer: Ramp if you are a US company, because Ramp Free does capture, approvals and payments for $0 in software. BILL when you need deeper approval rules and your accountant already uses it. Zoho Books if you also want the general ledger in the same place. Melio for a lighter, plan-priced setup. Payhawk once you run entities in several countries.
We compared each tool for a 30-person company with 8 people who approve or pay, about 100 bills a month, and we priced the per-payment fees most reviews skip.

Our model: 30 employees, about 100 vendor bills a month, 8 people who approve or pay. The cost column is twelve months of software for those 8 users, plus payment fees where the vendor publishes them. Rank follows fit at that size, not just price.

How we compared
Most top results for this search are written by a vendor ranking itself first, or by a review site paid per lead. Few of them price a team beyond one user, and almost none add up per-payment fees, which become real money at 100 bills a month.
We read each vendor's official pricing page and recent user feedback, then checked four things: how many people can approve, at how many levels, how payment fees scale with volume, and whether bills can be matched to purchase orders.
Every cost is modeled over twelve months for 8 users. Features weigh most, because a company rarely switches AP tools once its approval rules are built.

Ramp
Ramp is the only tool here where a growing team pays nothing for the software. Ramp Free reads bills with OCR, routes them to approvers and pays vendors by ACH, card, check or wire. For our 30-person company with 8 approvers, the software line stays at $0. Nobody else in this list matches that at this headcount.
Plus costs $15 per user per month on top of a platform fee tied to team size, with 20% off billed annually. For 8 users, that is $1,440 a year before the platform fee, which the pricing page does not list as a fixed amount. You move to Plus for advanced controls, not for the basics.
The limit is geography. Ramp is built for US companies. If you also run entities in Europe, Payhawk is the better fit.
- Approvals on the free plan
- Four payment rails
- Upgrade only when you need it
- ✓$0 in software for any team size
- ✓Card, ACH, check and wire
- ✓Plus discounted 20% annually
- ✗US companies only
- ✗Plus platform fee not listed
- ✗No European entities
Start here if you are a US company. Only move to Plus when Free's controls run out.
BILL
BILL is built around accounts payable, and its approval workflows start on Essentials, the cheapest plan. If your accountant already works in it, your bills, approvals and payments are visible to them without exports.
The catch, at 8 users, is the per-seat price. Essentials comes to 8 × $49 × 12 = $4,704 a year. Payments add up too: $0.59 per ACH and $1.99 per check. At 100 ACH payments a month, that is about $708 more each year, for a total near $5,400. Team, at $65 per user, pushes software alone to $6,240.
So BILL is the most expensive option at this headcount. It earns its place when your accountant is on it, or when you need its depth. Give view-only roles to people who only need to look, and keep paid seats for approvers.
- Approvals from Essentials
- Per-payment fees shown upfront
- Shared workspace with your accountant
- ✓Deep AP workflows
- ✓Accountant collaboration
- ✓Clear payment fees
- ✗$49 per user adds up fast
- ✗ACH fees at volume
- ✗Most expensive here at 8 users
Worth the premium if your accountant uses it. Otherwise, run the numbers against Ramp Free first.
Zoho Books
Zoho Books is accounting software first, and that is the point here: approvals, bills and the ledger share one database. Purchase approvals start on Professional, at $40 per organization per month billed annually, with 5 users included and document autoscans to read bills. Vendor payments come from the BillPay add-on, at $59 a month billed annually, with 100 ACH payments and batch payments.
For 8 users: Professional plus 3 extra users at $2.50 a month, plus BillPay, comes to ($40 + $7.50 + $59) × 12 = $1,278 a year. At 100 bills a month, the 100 included ACH payments cover you. That makes it the cheapest paid option here once you count payments.
The limit: BillPay is an add-on, and the pricing page does not mention check payments. If some vendors still want checks, you will need another way to pay them.
- Purchase approvals from Professional
- 100 ACH payments in BillPay
- Ledger in the same tool
- ✓Priced per organization
- ✓Cheap extra users
- ✓Batch payments
- ✗BillPay is a separate add-on
- ✗No checks mentioned
- ✗Lighter AP rules than BILL
The best value if you are also replacing your accounting software. Check how your vendors want to be paid first.
Melio
Melio prices by plan. Approvals start on Core, at $20 a month billed annually, with 20 free ACH payments; Go, the free plan, has no approvals. Extra users cost $8 a month billed annually on Core and Boost, and the page does not say how many users are included.
If one user is included, 8 approvers on Core come to $240 + 7 × $8 × 12 = $912 a year. At 100 bills a month, 80 ACH payments go past the free 20, at $0.50 each: about $480 more a year. Boost, at $44 a month annually, raises the plan price but not the per-user cost.
Melio is lighter than BILL on approval rules. For a team with one or two levels, that is enough. For rules by amount, department and entity, look higher in this list.
- Approvals from Core
- 20 free ACH on Core
- Free plan for one user
- ✓Plan pricing, cheap extra users
- ✓Very easy for approvers
- ✓Low entry cost
- ✗Lighter approval rules
- ✗Users included not stated
- ✗ACH fees past the quota
A good fit for simple approval chains. Count your monthly payments before picking a plan.
Payhawk
Payhawk has the most complete purchasing chain in this list. A purchase request runs through its own approval flow, becomes a purchase order, and the bill is matched against the order and the goods receipt (two- or three-way matching), with discrepancies flagged. Its approval builder lets you design routing by amount or department, and data is extracted by AI in 65+ languages.
The public price will not apply to you at 30 people. The Growth Program, £149 a month on a 24-month offer in the UK or €149 in the EU, is limited to fewer than 20 employees, one entity and 15 invoices a month. Above that, everything is quoted, on annual or multi-year contracts, and invoices or purchase orders beyond your package are billed per unit.
Pick it when your problem is cross-border approvals and purchase orders, not when you are a single US entity.
- Two- and three-way matching
- Approval workflow builder
- AI extraction in 65+ languages
- ✓Full procure-to-pay chain
- ✓Built for several countries
- ✓No fixed setup fee
- ✗Quote only above 19 employees
- ✗Multi-year contracts
- ✗Per-unit fees past the package
The tool when purchase orders and entities make AP an organization problem. Negotiate the included invoice volume upfront.
Worth a call, no public price
These tools show up in most lists. They publish no price, so we do not rank them, but they can be worth a demo at several hundred bills a month.
The tools
Spendesk, for approvers that change with the spend
QuoteSpendesk charges a fixed platform fee with unlimited users, plus variable fees by transaction volume. Accounts payable is a paid add-on, and so are advanced workflows with dynamic approvers and multi-condition rules. It is a European tool, so check US payment rails with sales.

Stampli, a frequent mid-size pick
QuoteStampli publishes no price and sells on quote only. It shows up in most mid-size AP lists. Ask whether it charges per invoice or per user before you book the demo.

Tipalti, for global vendor payouts
QuoteTipalti targets companies paying many vendors across countries and currencies. Ask for the minimum contract before you spend time on a demo.

The tips
Don't pay for people who only look
CostOn BILL, every approver seat costs $49 a month on Essentials. Give paid seats to approvers and payers only, and let others forward bills to the capture inbox.
- Saved
- $588 a year per BILL seat
Pay in batches on fixed dates
FeesTwo payment runs a month make fees predictable and cut the risk of paying a bill twice. On Melio, it also keeps you closer to the 20 free ACH on Core.

- 20 free ACH
Stay on Ramp Free longer
CostFree already covers OCR, approvals and four payment rails. Move to Plus only for a control you actually miss, since the platform fee comes on top of $15 per user.

Lock vendor bank detail changes
SecurityVendor fraud starts with a changed bank account. Limit edits to two people and confirm any change by calling a number you already have.

On Zoho, size BillPay to your volume
VolumeBillPay includes 100 ACH payments. If you pay more than 100 bills a month, check the overage before you commit to the annual plan.

On Payhawk, negotiate the invoice volume
ContractInvoices and purchase orders past your package are billed per unit. Put your yearly volume plus growth in the quote request.

AP software for small business · FAQ
How many invoices a month justify AP software?
Around 50 a month, or as soon as two people must approve before you pay. Below that, email and your bank are usually enough. Above it, the time goes into chasing approvers, not typing, and that is exactly what approval routing fixes. How many approval levels does a growing business need?
Two, almost always: the department head up to an amount, the owner or controller above it. BILL handles approvals from Essentials, its entry plan, and Zoho Books from Professional. Write the rule on one page before you compare tools, or every demo will look right. What is three-way matching, and do I need it?
It checks a bill against the purchase order and what you actually received before paying. You need it if you issue purchase orders and receive goods. Payhawk offers two- and three-way matching in its procurement module. If you buy services only, skip it.Does AP software replace my accounting software?
No, except Zoho Books, which is both. The others sync bills and payments to your accounting software. Ask your accountant which sync they expect before you sign. What do per-payment fees really add up to?
More than people think at 100 bills a month. BILL charges $0.59 per ACH payment, about $708 a year at that volume. Melio includes 20 free ACH payments on Core, then $0.50 each. Ramp Free pays vendors by ACH, card, check or wire. How do I stop vendor bank detail fraud?
Never change a vendor's bank details from an email alone. Call the vendor back on a number you already have, and limit who can edit bank details to one or two people in the tool. Send every change through an approval. How long does it take to roll out AP software?
A few days for Ramp, Melio or BILL if your approval rules are written down. Plan several weeks for a quoted setup like Payhawk, because purchase orders, entities and accounting sync all need configuring.
