Which applicant tracking system should a small business pick in 2026?
If one or two people do all the hiring, pay per user. If you hire one role at a time, pay nothing. Everything in between is a math problem we solved for you.
Resumes land in three inboxes, Indeed messages pile up, and the hiring manager asks for "that candidate from last Tuesday" nobody can find. An applicant tracking system (ATS) puts every job, applicant, interview and rejection email in one pipeline.
Short answer: Manatal is the cheapest serious option for most small teams at $15 per user per month, billed annually, for up to 15 open jobs, then $35 per user for unlimited jobs. JOIN, a European option billed in euros, charges per job instead of per user, which wins when several managers hire for a few roles. JazzHR suits teams that prefer one yearly bill, from $1,000 a year. Breezy HR is free for one open position. Workable starts at $299 a month and earns it only when several managers hire every month.
Every price on this page comes from the vendor's own pricing page. Tools that only quote on request, like Teamtailor and Recruitee, are covered separately and left out of the ranking.
The ranking is editorial: a sponsored placement is always labeled on its card, and no affiliate link ever changes a score.

How we compared and scored
The top results for this search are mostly software directories that rank vendors by review volume, or vendor blogs that put themselves first. Almost none of them work out what an ATS costs you once you have 3, 10 or 20 roles open at the same time, which is where the pricing models split apart.
We read each vendor's official pricing page, then the lowest-rated reviews on Trustpilot first: renewal hikes, unreachable support, job posts that drew no applicants. Our reader is a founder, office manager or solo HR person at a company of 10 to 250 people who fills somewhere between 5 and 40 roles a year.
Ranking rule: a tool is ranked only if its price is readable on its official page, because cost at your volume is this page's core criterion. Quote-only vendors are reviewed separately with no score. Zoho Recruit is left out of the ranking too: its pricing page shows job limits but no readable amounts.
The five criteria carry different weights. Cost leads because it is the question you asked. Job distribution and ease of use come next because a team without HR staff feels them weekly. Data handling and support break ties between close tools.

Manatal
Manatal charges per seat. One recruiter pays $15 a month on annual billing for Professional, which covers up to 15 open jobs and 10,000 candidates. Two recruiters pay $30. With one or two people hiring, nothing on this page is cheaper, from the very first job.
Past 15 jobs you move to Enterprise at $35 per user per month, billed annually, with unlimited jobs. Twenty open roles with two recruiters comes to $70 a month: still the lowest bill here, but more than double Professional.
Free job board posting is included once Manatal verifies your account, which takes about three business days. A GDPR consent tool lets you ask candidates before keeping their resume, though it is missing from the trial.
Trustpilot users give it 3.8 out of 5 across about 45 reviews. One customer credits AI resume parsing with saving at least 15% of screening time; another found it too rigid. Each extra manager is another seat: at four users and two roles, JOIN gets cheaper.
- $15 per user up to 15 jobs
- Unlimited jobs on Enterprise at $35
- Candidate consent tool built in
- ✓Cheapest with 1 or 2 recruiters
- ✓Still cheapest at 20 jobs ($70 for 2 users)
- ✓14-day trial with no card
- ✗15-job cap on Professional
- ✗Every extra manager is a paid seat
- ✗Job board posting delayed about 3 business days
The default pick when one or two people do the hiring. If five managers need access for a few roles, JOIN costs less.
JOIN
JOIN, a German company, bills each active job per month and nothing per user. Its pricing page shows euros only, even if you pick dollars in the currency menu. Three jobs on Standard cost €51 a month on annual billing, €612 a year.
That model beats Manatal when users outnumber jobs. Four managers hiring for two roles pay €34 a month at JOIN and $60 at Manatal. With a single recruiter, Manatal is cheaper from the first job.
Standard includes a careers page and free posting to more than ten job boards, with over 250 more as a paid option. The 14-day trial runs on Advanced (€34 per job) with 5 jobs and no card. Both plans stop at 15 active jobs; above that, Enterprise is quoted on an annual contract.
On Trustpilot JOIN scores 4.3 out of 5 across about 155 reviews, some from job seekers. Customers praise fast support; one user calls the software buggy. The pricing page shows no permanent free plan.
- Billed per active job only
- Careers page included on Standard
- 10+ free job boards included
- ✓No per-user fee, managers included
- ✓Nothing to pay in months with no open job
- ✓14-day trial with no card
- ✗Priced in euros only
- ✗15-job cap before a quote
- ✗Bugs reported by some users
The right pick when many people weigh in on a few hires, or when hiring is seasonal. If one person screens everything, Manatal is cheaper.
JazzHR
JazzHR publishes yearly prices: $1,000 for Hero, $3,480 for Plus and $5,508 for Pro, billed annually. That is about $83, $290 and $459 a month. The vendor says you save up to 24% by paying yearly.
Hero starts at 3 job postings a month, subject to eligibility rules JazzHR sets. With 10 or 20 roles open, plan on Plus, which goes up to 200 active jobs, at about $290 a month. That is far more than Manatal, but below Workable at every tier for companies of 1 to 20 employees.
The catch with annual billing: a hiring freeze in month four does not shrink your bill. JazzHR also states its standard pricing does not apply to staffing or recruiting agencies, HR service providers or franchises.
The pricing page does not list which job boards each plan includes. Ask for the list, and check whether sponsored Indeed posts are billed separately.
- Three published yearly plans
- Plus covers up to 200 active jobs
- Save up to 24% paying yearly
- ✓Predictable yearly budget
- ✓Clear published prices
- ✓Cheaper than Workable at every tier (1 to 20 employees)
- ✗Full year paid up front
- ✗Hero starts at only 3 postings a month
- ✗Job boards per plan not listed on the pricing page
A solid middle ground for a company that hires all year and hates surprises. If you have one or two recruiters and many jobs, Manatal costs a fraction of it.
Breezy HR
Breezy HR is the only ranked tool with a permanent free plan. Bootstrap covers one active position. For a company that hires a sales rep this year and a technician next year, that may be all you ever need.
The jump comes with the second open role. Startup costs $157 a month billed annually (two months free) or $189 month to month, and positions become unlimited. At 20 open jobs you pay the same as at two.
Breezy holds 1.5 out of 5 on Trustpilot across about 50 reviews. One customer says six roles drew zero resumes in a week. No ATS guarantees applicants; it posts your ad. Still, it is a reason to ask exactly which boards your job goes to.
- Free for one position, no time limit
- Unlimited positions from Startup
- Same price at 3, 10 or 20 jobs
- ✓Only permanent free plan in the ranking
- ✓Flat price as openings grow
- ✓No per-recruiter fee shown
- ✗Jumps from $0 to $157 at the second role
- ✗Very low Trustpilot rating
- ✗Connected job boards not detailed
Hard to beat for one hire at a time. Once you have two roles open, Manatal does the same job for a tenth of the price.
Workable
Workable sells a monthly plan sized to your headcount, not your job count. Jobs are unlimited under a fair-use limit the vendor sets. Standard starts at $299 a month for companies of 1 to 20 employees, the most expensive entry point here at both 3 and 10 open jobs.
That price includes 3,000 AI credits for screening. Add-ons stack up fast: texting at $89 a month, video interviews at $109, skills assessments at $59.
The loudest Trustpilot complaint (3.0 out of 5, about 130 reviews) is about price: one customer reports going from $99 a month to more than $800 for a single job. Others find the tool hard to use, while some call it easy and well organized.
Before signing, get the renewal price written into the contract.
- Unlimited jobs within fair use
- 3,000 AI credits included
- 15-day trial, no card
- ✓Price does not move with job count
- ✓AI screening credits included
- ✓Add-ons sold separately
- ✗Most expensive from 1 to 20 jobs
- ✗Renewal hikes reported by users
- ✗Add-ons inflate the bill quickly
A capable tool priced for companies that hire every month with a committee. For lighter hiring, Manatal or JazzHR cover the same ground for far less.
Quote-only ATS worth knowing
These vendors do not publish prices, so we cannot run the cost math or rank them on our core criterion. Here is what they state themselves, and what to ask on the demo call.
The tools
Teamtailor: employer branding first
Quote onlyTeamtailor, from Sweden, builds around the careers page and how candidates see your company. Jobs and users are unlimited and pricing is by quote. Its trust center lists ISO 27001, 27701 and 42001 certifications and a SOC 2 Type 2 report.
Trustpilot users rate it 2.9 out of 5 across about 70 reviews, some of them from job seekers. Customers mention hard navigation and growing complexity; others praise a support team that answers like humans.
Ask: the exact hosting region for your account, and the renewal price.

Recruitee: one-year minimum term
Quote onlyRecruitee, part of Tellent, hides its amounts. Price depends on plan, headcount and term; the minimum commitment is one year, with 20% off for paying annually. The Start plan caps you at 5 active jobs; higher plans are unlimited. The vendor states EU hosting and ISO 27001.
Trustpilot is harsh: 1.9 out of 5 across 85 reviews, with complaints about a doubled bill without notice and no way to reach a person. Some users still call the platform very intuitive.

What you actually pay at 3, 10 and 20 open jobs
Four pricing models run this market: per user (Manatal), per job (JOIN), yearly flat fee (JazzHR) and monthly flat fee (Breezy HR, Workable). The same hiring load can cost ten times more depending on the model. Here is the math with published prices on annual billing, before add-ons and tax.
3 open jobs, 1 recruiter
10 open jobs, 2 recruiters
20 open jobs, 2 recruiters
- Count jobs open at the same time, not per year.
- Count everyone who screens resumes: that is what Manatal bills.
- Get the renewal price in writing; price hikes are the top complaint.
- Check the minimum term: Recruitee requires a year.
- Add up add-ons: texting, video and tests can double a plan.
- Ask where candidate data is hosted and who the subprocessors are.
Get applicants without paying every board
An ATS posts your job; it does not create candidates. These habits matter as much as the tool.
The tips
Start with free Indeed posts before buying anything
$0Indeed accepts free organic job posts and gives you its own applicant tracking for jobs posted there. For one to three hires a year, that is a $0 starting point. An ATS starts to pay off when applicants come in from several sources at once.
- Cost
- $0 for organic posts
Know what stays paid even with an ATS
TrapAn ATS can push your job to sponsored slots on Indeed or LinkedIn, but it does not pay for them. "Multiposting included" usually means free posting where posting is free. Ask for the board list and who pays for each.
- Paid
- Sponsored posts
Use the job title people actually search
VisibilityBoards rank on the title. "Delivery Driver, Austin" gets found; "Logistics Rockstar" does not. Keep internal titles for the description.
- Avoid
- Internal or cute titles
Verify your Manatal account before the urgent hire
TimingFree board posting on Manatal waits for account verification, about three business days. Sign up the week before you need to post.
- Delay
- About 3 business days
Link a careers page from your site
FreePut a "We're hiring" link in your site menu and on your LinkedIn page that points to the ATS careers page. Walk-in applications then land in the same pipeline instead of someone's inbox.
- Effort
- One menu link
Set a resume retention period
PrivacyDecide how long you keep resumes of people you did not hire and tell candidates. If you hire in the EU or California, consent and deletion rules apply; Manatal ships a consent request tool.

Small business ATS · FAQ
Is there a free applicant tracking system for small business?
Yes, for one role at a time. Breezy HR's Bootstrap plan is free for one active position with no time limit, and Zoho Recruit's free plan covers one active job. A second open role means paying. For one or two hires a year, free Indeed posts and its built-in tracking may be enough. How much does an ATS cost for a small business?
From $15 to over $300 a month depending on the model. For three jobs and one recruiter: Manatal $15, JOIN €51, JazzHR about $83, Breezy HR $157, Workable from $299. Price your own case with jobs open at once and number of recruiters, not the entry price.Do I need an ATS if I only hire a few people a year?
Usually not at first. Free job posts plus a shared spreadsheet work for one or two hires. Once you have two roles open and applicants from three sources, Breezy HR's free plan or Manatal at $15 a month pays off in saved time. What is the difference between an ATS and an HRIS?
An ATS handles hiring up to the offer. An HRIS (human resources information system) handles employees after they join: time off, reviews, documents. Some HRIS vendors sell recruiting as an add-on, often without a separate public price. Why do some ATS vendors only quote prices?
Because price depends on headcount, modules and contract length. It also makes comparison harder for you. Ask every vendor for the same written scenario: your jobs, your users, the term, and the renewal price. Can I cancel an ATS anytime?
Depends on the vendor. Manatal, JOIN and Breezy HR show monthly prices, higher than annual. JazzHR's published prices are yearly. Recruitee requires a one-year minimum. If you hire in bursts, monthly billing avoids paying through quiet months. Will an ATS get me more applicants?
Not on its own. It posts to free boards and organizes responses, but sponsored posts on Indeed or LinkedIn stay paid. A clear, searchable job title and a fair posted salary range move applicant numbers more than the software does.
