What is the best expense management software in 2026?
The right answer depends on your size and how your team spends: a solo founder, a ten-person agency and a company on the road do not buy the same tool.
Expense reports waste time on both ends. Employees chase receipts at month end; whoever approves them retypes amounts into the books. Software fixes that by reading the receipt for you. The catch is in the pricing pages: platform fees, user minimums and plans that only make sense with a company card.
The short answer: Ramp for most US companies (there is a $0 plan). Navan if most of your spend is travel (free for 5 users). Expensify for a small team that wants month-to-month billing. Rydoo for teams in several countries. Zoho Expense for the lowest price without cards.
We compared these five tools on official pricing, user minimums, hidden fees and what their users say. Want the cost for a 20-person team? It is on our page on expense software for small businesses.

5 expense tools and what you really pay to start
The price column shows what you actually pay to get going, user minimums included. That is where per-user prices stop meaning what they seem: Rydoo at $9 costs at least $45 a month, because you pay for five users.

How we compared and ranked
People who search for the best expense management software are not one audience. A consultant wants receipts out of their wallet and into the books. A ten-person agency wants the owner to approve in one tap. A company with a sales team on the road wants travel and expenses in one flow. So we ranked by profile first, score second.
For each vendor, we read the official pricing page and its terms: user minimums, contract length, platform fees, card requirements. Then we went through user feedback, mostly the negative kind, on forums and review sites. Scores per criterion are the ones we use for these tools on every Labs page.
What is not ranked, and why. BILL Spend & Expense, Brex and SAP Concur do not show a price we could confirm on their own site. They are serious tools; we just do not rank a product whose bill we cannot work out.

Ramp
Ramp starts where most expense pain starts: someone paid with their own card and lost the receipt. With Ramp, they pay with a company card instead, snap the receipt, and the expense is already coded. Reimbursements for out-of-pocket spending live in the same app.
The Free plan costs $0. For a small team, that is the main reason Ramp tops this list: you start on a card-first expense tool without a per-user fee. Plus costs $15 per user per month, with a platform fee that depends on your company size, and drops 20% if you pay annually. You can try it for 30 days. Enterprise is priced on request.
Watch the Plus math. The per-user price is clear, the platform fee is not on the headline. Ask for the total for your headcount before you upgrade, and stay on Free until you hit a feature you actually miss.
Its limit: it is built for US businesses. If you have entities and employees in several countries, a multi-country tool like Rydoo or Navan fits better. Support is its lowest score here (4.1), still above most of the field.
Tip: give cards to the people who spend every week and set a monthly limit per card. Everyone else can file the odd reimbursement in the same app, without a card.
- $0 plan to start
- Receipts captured at the moment of purchase
- Plus 20% cheaper on annual billing
- ✓Best value score in this ranking (4.7)
- ✓No software fee on Free
- ✓30-day trial of Plus
- ✗Plus adds a size-based platform fee
- ✗Built for US companies
- ✗Enterprise pricing on request
The default pick for a US company. Start on Free and only upgrade when a missing feature costs you time.
Expensify
Expensify is the name many people know from receipt scanning, and the scanning is still its strong suit. You snap the receipt, it reads the merchant, date and amount, and builds the report for you. It syncs with the main accounting tools.
Pricing has two levels. Collect costs $5 per member per month with no commitment: receipts, reports, approvals and reimbursements for a small team. Control, with advanced approvals and policy rules, is $36 per active member per month on pay-per-use. An annual subscription brings it to $18 per member, and adding the Expensify Card can bring it as low as $9. The gap between $9 and $36 is the whole story.
Its limit is billing, and it shows in user feedback more than anywhere else. Small business owners on accounting forums report prices doubling in a year, being billed for every invited member rather than active ones, and one account moved to annual billing at four times its earlier cost. Its value score (3.6) reflects that.
Tip: stay on Collect if it covers your approvals. If you need Control, sign the annual plan with the card deliberately, and remove inactive members from the workspace every month.
- Collect at $5 per member, month to month
- Receipt scanning that builds the report
- Accounting syncs on both plans
- ✓No annual contract on Collect
- ✓Familiar app for employees
- ✓Integrations score 4.4
- ✗Control costs $36 without annual plan and card
- ✗Billing complaints from small businesses
- ✗Value score 3.6
Good on Collect for a small team. Read the Control terms twice before you move up.
Rydoo
Rydoo is an expense tool built for teams that cross borders. Each expense lives on its own, from receipt to reimbursement, with no monthly report to assemble.
Essentials costs $9 per user per month billed annually ($12 monthly): receipt capture, unlimited expenses, mileage, one approval level and multi-country compliance. Pro, at $11 annually ($14 monthly), adds per diems (fixed daily allowances), accounting syncs (QuickBooks, Xero, Exact), automatic card reconciliation and two approval levels.
There is a 5 active user minimum, so a three-person team pays for five: at least $540 a year on Essentials. Cards, API access and HR connectors come only on Business, on quote, from 30 active users.
Its limit: support (3.7), with reviews mentioning slow replies. And for a US-only company, Ramp's free plan covers most of what Essentials does.
Tip: if you only need per diems for a few travelers, ask whether they can sit on Pro while everyone else stays on Essentials before you sign.
- Multi-country compliance from Essentials
- Per diems and two approval levels on Pro
- Billed on active users
- ✓Clear per-user price
- ✓Monthly or annual billing
- ✓Integrations score 4.4
- ✗5 active user minimum
- ✗Cards and API only on Business
- ✗Support rated lower
The strongest pick for a team in several countries. Overkill for a US-only small business.
Zoho Expense
Zoho Expense is the expense app of the Zoho suite. It covers receipts, mileage, approvals and reports, and it does so cheaply.
The free plan takes up to 3 users with 20 receipt scans per user per month, 5 GB of storage and email support. Standard is $3 per user per month billed annually ($4 monthly) with 200 scans; Premium is $5 ($6 monthly) with 1,000 scans. Custom plans start at 100 users.
Its limit: setup and support (3.5, its lowest score). Expect to spend time on configuration, and on QuickBooks the export runs report by report rather than as one feed.
Tip: if you already use Zoho Books or Zoho CRM, start here. The data flows across the suite without a connector.
- Free for up to 3 users
- Standard at $3 per user
- No user minimum
- ✓Top value score (4.7)
- ✓Mileage and approvals included
- ✓Works across the Zoho suite
- ✗No corporate cards
- ✗Setup takes time
- ✗Lowest support score (3.5)
The cheapest classic expense tool. Pick Ramp instead if you want cards.
What the top-ranking guides leave out
Most of the guides ranking on Google for this query are written by card and expense vendors ranking themselves. Here are the four points that actually change your decision.
User minimums and how users are counted
A per-user price means little without the minimum and the counting rule. Rydoo bills at least 5 active users. Expensify's annual Control rate is charged on the subscription size you commit to, with extra active members billed at $36; users report being billed for every invited member. Navan is free up to 5 users, then every user above counts. Ask which users count before you invite the whole company.
Fees that are not in the headline
Ramp Plus adds a platform fee based on company size on top of $15 per user. Expensify's Control goes from as low as $9 per member with the annual plan and card, to $18 without the card, to $36 on pay-per-use. Zoho Expense prices exclude local taxes. Put the full yearly total in writing before you upgrade.
Receipts the IRS expects
IRS Publication 463 asks for documentary evidence for lodging and for any other expense of $75 or more. Digital images are fine when they are clear and complete. Below $75, a record of amount, date, place and business purpose does the job. Every tool here captures those fields; make them required.
The accountable plan
Reimbursements stay out of taxable wages when they follow an accountable plan: business purpose, timely proof, excess returned. Set a deadline for filing (say, within the month) and a rule for unreturned advances in the tool, and the plan enforces itself.
- Count the people who file expenses, not your headcount.
- Multiply the per-user price by the minimum, not your team size.
- Ask for the platform fee and card requirements in writing.
- Make the business purpose a required field on every expense.
- Run ten test expenses through your accounting sync.
- Check how inactive users are billed before inviting everyone.
Six settings that make expense software work
Expense tools rarely fail on technology. They fail when receipts keep arriving by email, or when the bookkeeper redoes everything. These steps come from the mistakes users describe most.
The settings
Start from the number of people who file
FirstList everyone who submitted an expense in the last three months. That number picks your tool: under 3, Zoho Expense free; up to 5, Navan Expense free or Ramp Free; more, compare Ramp Plus and Rydoo. In many companies, it is about half the headcount.
- Benchmark
- Filers in the last 3 months
Write a one-page policy before you configure
SetupMeal cap, hotel cap, who approves what, filing deadline. One page, five or six rules. That page becomes the rules in the tool. A twenty-rule policy mostly produces exceptions.
- Format
- One page, five or six rules
Give cards only to weekly spenders
SetupCards end out-of-pocket spending, but every card is one more limit to manage. Give them to people who spend every week and set a monthly limit. Others submit reimbursements in the same app.
- Rule
- Cards for weekly spenders
Use one approval level below a threshold
SetupA $12 lunch does not need two signatures. Pick a threshold under which one manager approves. Rydoo Pro and Expensify Control support multi-level approvals; keep the second level for large amounts.
- Rule
- One level below the threshold
Check the accounting sync before month one closes
IntegrationPush ten test expenses to your accounting software and check category, tax and receipt on each line. Fixing the mapping takes an hour; fixing three months of miscoded spend takes days. Remember that Rydoo's accounting syncs need Pro.
- Test
- Ten expenses synced
Keep an exit door
ContractBefore signing an annual plan, check how you export receipts if you leave. Those records are what you must keep, not the app. A monthly plan costs a little more but lets you walk away after a price change.
- To export
- Every receipt

Expense management software · FAQ
Is there free expense management software?
Yes, and two good ones. Ramp has a $0 plan, aimed at smaller teams getting started. Navan Expense is free for your first 5 users, then $15 per user per month. Zoho Expense is free for up to 3 users with 20 receipt scans each per month. For a team under five, you may never need to pay for software at all.Do I need to keep paper receipts for business expenses?
Not for most expenses, but you need records. IRS Publication 463 asks for documentary evidence, such as a receipt, for any lodging expense and for other expenses of $75 or more. A clear digital image stored in your expense tool usually works. Below $75, a log with the amount, date, place and business purpose is enough, which every tool on this page records for you. What is an accountable plan and why does it matter?
It is the set of rules that keeps reimbursements out of an employee's taxable wages. The expense has to have a business purpose, be substantiated within a reasonable time, and any excess has to be returned. Expense software makes that easy: the receipt, the purpose and the approval live on the same line. Write your policy first, then set the tool's rules to match it.Why did my Expensify bill go up?
Usually because of how members are counted. Users on forums report being billed for every invited member rather than only active ones, prices doubling within a year, and accounts moved to annual plans at several times the previous cost. Check your plan in the admin panel: Collect at $5 per member is month to month, while Control only gets down to $9 with an annual subscription and the Expensify Card ($36 on pay-per-use).Corporate cards or reimbursements: which should I use?
Both, for different people. Cards (Ramp, Navan, Expensify) remove the need to front money for anyone who spends weekly: sales reps, buyers, people on the road. Someone who files three expenses a year can just submit and get reimbursed. Card programs also catch the receipt at the moment of purchase, which is where most missing receipts come from.Does expense software replace accounting software?
No. It collects, checks and approves spending, then syncs it to your accounting software. Before you sign, run ten test expenses through the sync and make sure the category, tax and receipt image arrive on each line. Rydoo includes QuickBooks, Xero and Exact syncs only on Pro, so the cheaper plan may mean manual exports. Why aren't Brex, SAP Concur or BILL in this ranking?
Because we could not confirm a public price for their expense product. Brex and SAP Concur sell through a sales call, and BILL's Spend & Expense page sizes the price to your needs and number of users. They can be good fits, especially SAP Concur for large companies. Ask each one for a written quote with user count, card fees and contract length.
