What's the best fleet management software in 2026?

The label covers two jobs: tracking vehicles on a map, and running everything around them. Pick the job first, then the tool.

Your fleet lives in a spreadsheet and a shared inbox. Oil changes slip, fuel spend is a guess, and nobody can say what each van really costs per mile. Fleet software fixes that, but tools solve very different parts of the problem.

The short answer: if you mostly need to know where your vans are, at a price you can see today, go with Quartix ($14 or $15 per vehicle per month, no automatic renewal). If maintenance is the pain, Fleetio is the strongest pick from $4 per vehicle. If you run trucks and want AI dashcams, Samsara is excellent but asks for a 3-year contract. Running trucks under US hours-of-service rules? You need an ELD (electronic logging device): see the compliance section below. And if part of your fleet runs in France, Optimum Automotive and Fleeti handle French fines and leases.

Of the nine vendors we looked at, only two publish prices. The rest quote, and we say so.

Our method

How we compared and scored

The top Google results for this query are affiliate roundups that crown whoever pays commission, vendor blogs that rank themselves first, and directories. Few separate tracking from fleet admin, and almost none tell you who publishes prices.

We read each vendor's pricing and product pages, then user reviews on contracts, cancellations, setup and support. Our reader: an operations or fleet manager running 10 to 500 vehicles who's outgrowing spreadsheets.

Motive, Geotab, Verizon Connect and Webfleet are left out of the ranking: their official pages gave us no readable price (Motive's pricing page didn't load, Geotab sells only through resellers), and we don't reuse third-party estimates. They're still serious options for US trucking fleets, Motive and Samsara especially for ELD compliance: get a written quote from each. Optimum Automotive and Fleeti are ranked for one case only, fleets with vehicles in France.

1
Best published price for small fleets

Quartix

4.3/5

Quartix is a UK vehicle tracking company with a US offer. You get a tracker in each vehicle and software that shows trips, stops and driver activity. Unlike most of the market, it lists its US prices: $14 per vehicle per month for Info Point and $15 for Info Plus, before local taxes.

The contract is what sets it apart. Terms start at 12 months, there's no automatic renewal, and after the term you move to rolling 30-day notice. In a category where buyers complain about being billed years after cancelling, that matters more than any feature.

Run the math for 20 vans on Info Plus: 20 × $15 is $300 a month, or $3,600 a year. That's the whole software bill, and you can put it in a spreadsheet today.

The catch: Quartix tracks vehicles, it doesn't run your fleet. There's no maintenance scheduling, no accident claims workflow, no total cost of ownership view. If your pain is preventive maintenance, pair it with a tool like Fleetio or pick Fleetio alone if you already have trackers.

Tip: before you sign, check which plan includes the reports your office actually uses. Upgrading mid-contract is easier than downgrading.

Standout features
  • Per-vehicle US price published
  • No automatic renewal, then 30-day rolling notice
  • Trip and stop reports out of the box
+Pros
  • ✓Budget is one line of math
  • ✓Short 12-month minimum
  • ✓Simple enough for a crew lead
−Cons
  • ✗Tracking only, no maintenance module
  • ✗No accident or claims workflow
  • ✗Few plans to choose from
Verdict

The pick if you want GPS tracking at a known price without renewal traps. If maintenance is your real headache, Fleetio is the better first buy.

Best for fleet maintenance

Fleetio

4.2/5

Fleetio is fleet software with no hardware of its own. It pulls data from the telematics you already have (Geotab, Samsara and others) and from fuel cards, then runs maintenance: service reminders by mileage or date, repair history, cost per vehicle. Users are unlimited, and the free trial doesn't ask for a card.

Pricing is public: $4 per vehicle per month for Essential billed annually ($5 monthly), $7 for Professional, $10 for Premium. Prices are worked out on blocks of 5 assets. Twenty vehicles on Professional comes to $140 a month.

Watch the plan limits. Work orders are limited on Professional and missing on Essential. If your shop runs on work orders, start on Premium and save yourself a migration.

User reviews praise the interface and complain about two things: setup feels confusing at first, and reporting takes effort. Some users also report trouble connecting certain GPS units, so confirm your tracker brand during the trial.

Tip: connect fuel cards first. Cost per mile by vehicle shows up within weeks, and that's usually the number that gets the budget approved.

Standout features
  • Service reminders by mileage or date
  • Connects to the telematics you already run
  • Unlimited users on every plan
+Pros
  • ✓Public per-vehicle price, even month to month
  • ✓Free trial with no card
  • ✓No hardware to install
−Cons
  • ✗No tracking hardware of its own
  • ✗Work orders limited below Premium
  • ✗Setup takes some patience
Verdict

The best maintenance-first fleet tool with honest public pricing. Skip it only if you need tracking hardware and nobody to manage it.

Best for fleets in France: admin and fines

Optimum Automotive

3.8/5

Optimum Automotive is a French vendor, part of the Shiftmove group. Its core is fleet admin: leases, costs, total cost of ownership, benefit-in-kind and VAT. The vendor lists more than 50 reports and more than 40 alerts, plus add-on modules for missions, fuel and temperature.

Its strongest module handles French traffic fines. The software connects to ANTAI, the French fines agency, suggests the driver based on who had the car, sends the official reply and keeps a timestamped log. That's a legal deadline of 45 days in France, with fines of up to €3,750 per notice for a company that doesn't name the driver.

It also supplies GPS trackers and telematics accessories as paid options, so you can start with admin and add tracking later.

The limit: no public price. The vendor talks about "flexible pricing" based on fleet size, services and hardware, with no figures, so you have to contact them. For a 15-vehicle US fleet, it's the wrong tool.

Tip: in the demo, ask to see a pool car fine handled end to end, with no assigned driver. That's where fleet admin tools show their gaps.

Standout features
  • Driver nomination for French fines
  • TCO, benefit-in-kind and VAT
  • 50+ reports and 40+ alerts
+Pros
  • ✓Admin and tracking from one vendor
  • ✓Built for company car fleets
  • ✓Driver app for notifications
−Cons
  • ✗Quote only, no public price
  • ✗Trackers cost extra
  • ✗Mostly relevant to European fleets
Verdict

Only worth a look if some of your vehicles are registered in France. There, it's the most complete admin tool in this list.

Best for fleets in France: tracking and fines

Fleeti

3.8/5

Fleeti is a French vendor that starts from telematics. It tracks vehicles and equipment, identifies drivers with RFID badges or Dallas keys, and offers a dashcam (Fleeti Vision) and a leasing offer (Fleeti Lease).

Like Optimum, it handles French traffic fines. You link the employer ANTAI account, nominate the driver in one click with proof of sending, and get an alert 7 days before the deadline. It also handles disputes and parking charges. Badge ID means you know who drove a shared van.

Its directory listing positions it for 20 to 5,000 vehicles or machines. Below 20, Quartix is simpler to buy.

The limit: no published price, so you go through a demo. And the product page we read doesn't describe claims handling or TCO; ask to see them if you need them.

Tip: keep your own internal reminder 30 days out. The 7-day alert is a safety net, not a process.

Standout features
  • One-click driver nomination for French fines
  • RFID badge or Dallas key driver ID
  • Optional dashcam
+Pros
  • ✓Tracking and fines in one tool
  • ✓Fits shared vehicles well
  • ✓Deadline alerts built in
−Cons
  • ✗Quote only
  • ✗Claims and TCO not described
  • ✗Demo required to get a number
Verdict

Only relevant if part of your fleet runs in France, where it pairs hardware with fine handling. Get the contract length in writing with the quote.

Best for trucking with AI dashcams

Samsara

3.3/5

Samsara puts a gateway in each vehicle and adds AI dashcams that flag incidents on video. For trucking and delivery fleets, it's one of the most complete platforms on the road.

Read the contract first. Samsara's own help center says small fleets sign a 3-year minimum, paid upfront, with 30 days to return the hardware. There's no public price: everything goes through sales.

Customer complaints focus on exactly that. Reviewers describe cancellation as very hard after 3 years, renewals billed without notice, and new vehicles added mid-term starting their own fresh 3-year contract for that device.

None of that makes the product bad. It makes the paperwork the part to negotiate.

Tip: get it in writing that every added vehicle co-terminates with the main contract, and put the cancellation deadline in your calendar the day you sign.

Standout features
  • AI dashcams with incident video
  • Deep telematics for trucking
  • 30-day hardware return window
+Pros
  • ✓Very rich for logistics fleets
  • ✓Video helps in disputed claims
  • ✓Gateway and cameras on one platform
−Cons
  • ✗3-year minimum term
  • ✗Complaints about auto-renewals
  • ✗No public pricing
Verdict

Powerful for trucking, but the most binding contract in this ranking. Sign only after the co-termination clause is on paper.

Real cost

What your fleet software really costs, and where it bites

Per-vehicle price is only part of the bill. Three things decide the real number: the contract, the hardware and how you compare quotes.

Cost for 20 vehicles

From public prices: Quartix Info Plus $300 a month (20 × $15), Info Point $280. Fleetio Professional $140 a month and Premium $200, billed annually. For Samsara, Optimum Automotive and Fleeti, only a quote gives you the number, so ask for the same 20 vehicles and the same term.

The contract is the trap

Quartix starts at 12 months with no automatic renewal. Samsara's small-business terms say 3 years minimum, paid upfront. Samsara and Verizon Connect reviewers describe renewals they didn't expect and charges after cancelling. Read the renewal clause and what happens to the hardware at the end.

Hardware or software only

Admin software doesn't locate anything without a tracker or factory data. A tracker doesn't schedule maintenance. If you need both, pick a vendor that does both or connect two tools: Fleetio plugs into Geotab, Samsara and other trackers.

Add-ons you didn't budget

Dashcams, driver ID badges and extra modules usually sit outside the base price. List them before you ask for a quote, so the number you get is the number you'll pay.

ELD and Hours of Service (US trucks)

Hours of Service (HOS) are the federal rules that cap how long a commercial driver can drive and work before resting. Most drivers who must log their duty status have to do it with an ELD, an electronic logging device wired to the engine, instead of paper logs. If you run trucks, the ELD is not optional: ask each vendor whether its device appears on the FMCSA's list of registered ELDs, and check how the driver app handles edits and roadside inspections. Motive and Samsara both sell ELDs. In the UK, the equivalent is the tachograph.

Fuel cards and IFTA

If your trucks cross state lines (or into Canada), IFTA, the International Fuel Tax Agreement, makes you report miles driven and fuel bought in each jurisdiction, then settle the fuel tax difference with your base state. Doing it from paper receipts is slow and error-prone. A telematics tool that records miles by state, plus a fuel card feed (Fleetio imports fuel card data), turns the filing into a report. Fuel cards also end the "fuel spend is a guess" problem: every fill-up lands on a vehicle.
  • Ask every vendor to quote the same vehicle count and term
  • Read the renewal clause before signing
  • Get co-termination for added vehicles in writing
  • Confirm your tracker brand connects during the trial
  • List dashcams and badges before the quote
  • Export your data once a year

FAQ · 7 questions

Fleet management software · FAQ

  • What's the difference between fleet management and GPS tracking?
GPS tracking tells you where vehicles are, using a device in each one. Fleet management covers what surrounds them: maintenance, costs, leases, claims, fines. Quartix and Samsara lead with tracking, Fleetio with maintenance, and Optimum Automotive and Fleeti mix both for fleets in France.
  • How much does fleet management software cost per vehicle?
Between $4 and $15 per vehicle per month for the two vendors that publish prices: Fleetio from $4 to $10, Quartix US at $14 or $15. For 20 vehicles, that's $140 a month on Fleetio Professional and $300 on Quartix Info Plus. Everyone else quotes.
  • Is there free fleet management software?
Not among the serious tools we compared. Fleetio has a free trial with no card, which is enough to load your fleet and see if it fits. A spreadsheet is free too, but it won't remind you about a service interval or match fuel spend to a vehicle.
  • Why do so many fleet vendors hide their prices?
Hardware, install, plan and contract length all move the number, so most vendors quote. Of the nine tools we looked at, two publish prices. When you collect quotes, ask for the same vehicle count and the same term, or you can't compare them.
  • Do I need an ELD-compliant tool?
If you run commercial trucks in the US and your drivers must keep records of duty status, yes: Hours of Service logs have to come from a registered ELD, not paper. Check the vendor on the FMCSA's registered ELD list. If you only run cars or light vans that fall outside those rules, a plain GPS tracker like Quartix is enough.
  • Can I get out of a fleet tracking contract early?
Usually not cheaply. Samsara's small-business terms run 3 years minimum, and Verizon Connect and Samsara reviewers describe auto-renewals they didn't expect. Quartix is the exception here, with no automatic renewal. Before signing, ask what happens to the hardware and when the cancellation window closes.
  • Do I need hardware, or can fleet software work without it?
Fleetio works without its own hardware: it reads data from trackers you already have and from fuel cards. If you have no trackers at all, you'll need a device-based tool like Quartix or Samsara, or vehicles with built-in connectivity.
