What is the best recruitment agency software in 2026?

The one that runs your candidates and your clients in the same place, from the first BD call to the invoice. For one recruiter, a year costs $420 (Manatal) to $1,788 (Loxo, Recruiterflow).

An agency doesn't hire the way an in-house HR team does. You have candidates on one side, clients on the other, and between them job orders, submittals, placements and fees. A corporate ATS (applicant tracking system) covers half of that. An agency needs an ATS and a client CRM in one product.

The short answer: Recruit CRM is the best pick for most small and mid-size agencies, with deal pipelines, client submittals and invoicing on its $95 entry plan. Recruiterflow is the one we'd hand a desk that wants clean, repeatable workflows. Loxo wins if you source heavily and want a people database built in. Bullhorn is the safe bet for established staffing firms that need everything to plug in. Manatal is the cheapest way to start, and Crelate the one to look at for client portals.

Ask one question before any demo: is business development, and the invoice that follows a placement, on the plan you'll actually pay for? With several vendors, it isn't.

How we ranked

How we compared and scored

Most of the top results for this search are written by a vendor that ranks itself first. The rest mix agency tools with corporate ATS products that have no client side at all. None of them checks whether invoicing exists, or which plan business development actually starts on.

We read every vendor's official pricing page, then public user reviews and threads where boutique agencies compare tools. The core test: one product that runs candidates (ATS) and clients (CRM), built for agencies that recruit on behalf of other companies, with a published price. Vincere, Firefish, JobAdder and CEIPAL aren't ranked because we couldn't read a price on an official page. Nicoka and Leonar, two strong picks in France, are left out here: one sells in France only, the other doesn't show a dollar price.

The five criteria carry equal weight. It's the grid behind all our reviews, so a tool keeps the same score across the site. On this question, two things break ties: invoicing inside the tool, and BD included on the entry plan.

1
Best overall recruitment agency software

Recruit CRM

4.4/5

Recruit CRM does what the name says: an ATS and a CRM in one product, built for agencies. From the Pro plan at $95 per user per month, you track client companies, contacts and deals in sales pipelines next to your hiring pipeline. You submit candidates to clients and capture their feedback in the tool. Invoicing is included, and so are timesheets and billing for contractors, with credits.

Pro has two limits worth knowing: one hiring pipeline and one multichannel sequence. Business at $135 moves you to 100 pipelines, opens the API, adds SSO and executive search reports, and formats resumes in your agency's template. For a three-recruiter desk, Pro runs $3,420 a year at list price. The page advertises up to 17% off on annual billing without showing the second number, so get the exact annual figure, and the renewal price, in writing.

Reviews are among the strongest in the category: hundreds of them, averaging around 4.8 out of 5, with the Kanban views singled out. Complaints cluster around paid add-ons (KPI tracking, custom fields), bulk email capped at 50 contacts at a time, and a learning curve in the first weeks. GDPR and a DPA are covered; the hosting location isn't stated on the page.

Standout features
  • Invoicing and contractor timesheets on Pro
  • Deal pipelines for client BD
  • Candidate submittals with client feedback
+Pros
  • ✓Lowest entry price for a full agency ATS and CRM
  • ✓30-day free trial
  • ✓Large base of positive reviews
−Cons
  • ✗One hiring pipeline on Pro
  • ✗Some features sold as add-ons
  • ✗Bulk email capped at 50 contacts per send
Verdict

The best value for most agencies, invoicing included. Move to Business once you run several types of job orders in parallel.

Best for clean, repeatable agency workflows

Recruiterflow

4.2/5

Recruiterflow puts the ATS and the client CRM on a single plan, Platform, at $149 per user per month. It includes multichannel sequences, automation for both recruiting and sales, client access, a Chrome extension, an API, and unlimited jobs, candidates and contacts. The FAQ says there are no add-ons.

In threads where agencies under ten people compare tools, it keeps coming up as the pick for desks that care about efficient workflows and clean data, while Loxo gets described as more of a sourcing engine. Reviewers praise how fast it is to learn and the support team. The complaints: no link with some phone systems, occasional slowness, and a price that feels steep for very small shops.

For three recruiters, budget $5,364 a year. There's no free trial, only a demo. CSV migration is free; assisted migration is paid and takes 6 to 8 weeks. Invoicing isn't mentioned on the pricing page.

Standout features
  • ATS and client CRM on one plan
  • Automation for recruiting and BD
  • Unlimited jobs, candidates and contacts
+Pros
  • ✓Quick to learn, according to reviews
  • ✓No add-ons to buy
  • ✓Client access included
−Cons
  • ✗No free trial, demo only
  • ✗Assisted migration is paid, 6 to 8 weeks
  • ✗No invoicing listed
Verdict

A great fit for a growing boutique that wants structure. At $149 a seat, it pays off when every recruiter lives in it daily.

3
Best for sourcing inside your ATS

Loxo

4.2/5

Loxo sells a full recruiting ATS and CRM from the Core plan at $149 per user per month, billed annually upfront: unlimited jobs, candidates and companies, natural-language search ("CFO in Chicago, manufacturing") and a Chrome extension. Professional adds what made its name: a database of more than 850 million profiles, contact data, outreach sequences and AI agents, with 2,500 credits per seat per month.

Long-time users in boutique agencies say it's great for managing candidates but doesn't replace LinkedIn Recruiter. For three recruiters, Core costs $5,364 a year, paid in one go. Data migration is free from 3 seats, which matters if you're leaving an old ATS or a pile of spreadsheets.

Two things to check before you sign. There's no free plan anymore, despite what older comparisons still say. And annual upfront billing locks you in, so get the year-two price written into the contract.

Standout features
  • 850M+ profile database on Professional
  • Natural-language candidate search
  • Free migration from 3 seats
+Pros
  • ✓Unlimited jobs, candidates and companies on Core
  • ✓Trial with no credit card
  • ✓Sourcing and CRM in one place
−Cons
  • ✗Core is billed annually upfront
  • ✗The big database sits on Professional, by demo
  • ✗No invoicing listed
Verdict

The right call if you source a lot and want fewer subscriptions. If your desk runs on referrals and repeat clients, Recruit CRM or Recruiterflow is enough.

4
Best for established staffing firms

Bullhorn

4.1/5

Bullhorn is one of the most widely installed systems in staffing. Starter, at $99 per user per month, covers the ATS, resume parsing, client management and job posting. Core, at $165, adds 350+ integrations, custom fields and workflows, and LinkedIn Recruiter System Connect.

That's the draw: everything plugs in, and plenty of recruiters already know it, which shortens onboarding when you hire. For three recruiters, Starter costs $3,564 a year. UK buyers pay £80 on Starter and £120 on Core. Higher plans are quote-only and no minimum seat count is shown.

The catch for a small desk: it's a heavy system built for structured agencies. Solo or three-person teams pay for depth they won't use. In the demo, ask exactly which plan covers your sales pipeline and invoicing.

Standout features
  • 350+ integrations on Core
  • LinkedIn Recruiter System Connect
  • Client management from Starter
+Pros
  • ✓No minimum seat count shown
  • ✓Readable entry price for a system at this level
  • ✓Many recruiters already trained on it
−Cons
  • ✗Heavy for a 1 to 3 person desk
  • ✗Upper plans are quote-only
  • ✗You pay for depth a small agency won't use
Verdict

The safe choice for a staffing firm that places a lot and needs everything connected. A small boutique will move faster on Recruit CRM.

Best entry price for solo recruiters

Manatal

4.1/5

Manatal is an ATS first, but it has what a small agency needs to get going: a CRM for clients, reports you can send them, and job and profile sharing. Price is the headline: $15 per user per month on annual billing, $35 to lift the 15-job cap. Three recruiters on Enterprise come to $1,260 a year.

Its 4.1 score is the one from our applicant tracking system ranking, where it takes first place on cost. Here it drops down the list: its pricing page shows no client portal, no placement tracking and no invoicing. Some users find it too basic for volume staffing.

Treat it as a starting point, not the system you'll run a ten-person agency on. Export your data regularly so the move to a fuller platform is painless.

Standout features
  • Lowest entry price in this ranking
  • Client CRM and profile sharing included
  • 14-day trial, no credit card
+Pros
  • ✓Unlimited jobs from $35
  • ✓Fast to set up
  • ✓Monthly billing available at $19 or $39
−Cons
  • ✗No invoicing, client portal or placement tracking
  • ✗15-job cap on Professional
  • ✗Too basic for volume staffing
Verdict

The cheapest sensible start for a solo desk. Once you're billing several placements a month, move to a full agency platform.

Best for giving clients their own portal

Crelate

4.0/5

Crelate is a recruiting ATS and CRM. Essentials, at $85 per user per month on annual billing, targets very small agencies: 2 users max and 20,000 contacts. Business, at $119 on annual or monthly billing, adds client portals with 10 users per portal, so your client can see progress without calling you.

The catch is further up the grid. BD workflows and sequences sit on Business Plus, quote-only. A three-recruiter desk already needs Business, $4,284 a year, and still doesn't get the BD tools.

Standout features
  • Client portals from Business
  • Monthly billing on Business
  • Entry plan for 1 or 2 users
+Pros
  • ✓Clients follow their own searches
  • ✓Published prices up to Business
  • ✓ATS and recruiting CRM in one
−Cons
  • ✗Essentials capped at 2 users
  • ✗BD workflows and sequences are quote-only
  • ✗Gets expensive past 2 users
Verdict

Worth a look if client portals are part of your pitch. For BD on the entry plan, Recruit CRM gives you more for less.

Real cost

What agency software really costs for 1, 3 or 10 recruiters

Per-seat pricing hides the real bill. Here's a year at list price, on the first plan each team size can actually use, then what gets added on top.

Solo recruiter

Manatal Enterprise: $420. Crelate Essentials: $1,020. Recruit CRM Pro: $1,140. Bullhorn Starter: $1,188. Recruiterflow and Loxo Core: $1,788. Only Recruit CRM includes invoicing at this price.

Three recruiters

Manatal: $1,260. Recruit CRM: $3,420. Bullhorn: $3,564. Crelate has to move to Business: $4,284. Recruiterflow and Loxo: $5,364, paid upfront at Loxo.

Ten recruiters

Manatal: $4,200. Recruit CRM: $11,400. Bullhorn Starter: $11,880. Crelate Business: $14,280. Recruiterflow and Loxo: $17,880. At this size, ask everyone for a quote: upper plans aren't published.
  • Confirm BD and client pipelines are on the plan you're paying for, not the next one.
  • Ask whether invoicing is built in or needs a separate tool.
  • Get the year-two price in writing before paying a year upfront.
  • Add assisted migration to the budget if you're switching systems.
  • List the add-ons: data credits, custom fields, KPI dashboards, call transcription.
  • Check the bulk email cap if you send job alerts to your talent pool.
Your data

Your talent pool is the asset: protect it before you sign

An agency holds thousands of profiles of people who aren't its clients. That database is worth more than any single placement.

Export before you commit

Ask how you export candidates, clients, notes and attachments, in which format, and whether it costs anything. Run a full export during the trial. It's the question almost nobody asks, and the one that hurts most when you switch.

Where data lives

Recruit CRM mentions GDPR and a DPA but not a hosting region. None of the six pricing pages states one. If you recruit in Europe or for regulated clients, ask for the hosting region and sub-processor list in writing.

Retention rules

If you place candidates in the EU, regulators expect you to keep profiles only as long as needed and to ask for consent to keep them in your pool. In France, the data regulator recommends 2 years after last contact. A good system flags expiring profiles and sends consent requests for you.
  • Run a complete export during the trial.
  • Ask for the hosting region and sub-processors.
  • Check that retention rules and consent requests can be automated.
  • Keep your old system read-only for a month after migration.

Six moves that save agencies money and pain

What agencies that switched systems tell other agencies, whatever tool they picked.

01

Run one real job order in the trial

Choosing

Demos all look alike. Take a live search through intake, sourcing, three submittals, client feedback, placement and invoice. The differences show up in the steps you repeat every week.

Do
One live search end to end
02

Keep your LinkedIn Recruiter budget

Sourcing

Agencies that have used Loxo or Recruiterflow for years say the same thing: the ATS manages candidates well, but LinkedIn is still where most of them come from. Budget for both, and make sure the Chrome extension saves a profile in one click.

Check
The Chrome extension
03

Test the bulk email cap

Trap

Recruit CRM users report bulk sends capped at 50 contacts at a time. If you push new roles to your pool by email, test the cap during the trial or plan for a separate email tool.

Benchmark
50 contacts per send at Recruit CRM
04

Negotiate migration with the contract

Cost

Loxo migrates your data for free from 3 seats. Recruiterflow imports CSVs for free, but assisted migration is paid and takes 6 to 8 weeks. Ask for it during the deal: it's often the last concession a vendor makes before signature.

Free at
Loxo (3+ seats)
05

Tie the placement to the invoice

Fees

A forgotten fee costs more than a year of software. In Recruit CRM, the invoice follows the placement. Elsewhere, add a "placement confirmed" stage and an automatic billing reminder at minimum.

Recruit CRM
06

Write the renewal price into the contract

Contract

Loxo bills Core annually upfront and Recruit CRM shows a discount without the annual figure. Before you pay a year in advance, get the second-year price and the cancellation terms in the contract, not in an email.

FAQ · 8 questions

Recruitment agency software · FAQ

  • What's the difference between an ATS and a recruiting CRM?
An ATS tracks applications: jobs, candidates, stages, interviews. A recruiting CRM tracks relationships: clients, prospects, job orders and candidates you keep warm. An agency needs both, and every tool in this ranking combines them; a corporate ATS like Greenhouse or Workable has no client side.
  • Do I need one system or two?
One, in most cases. With two, the same contact lives in both and nobody knows which record is current. Two systems only make sense if you already love your ATS and mainly need outbound BD on top.
  • How much does recruitment agency software cost?
$15 to $165 per user per month on entry plans. For one recruiter over a year: $420 at Manatal, about $1,140 at Recruit CRM, $1,188 at Bullhorn and $1,788 at Loxo or Recruiterflow. The full breakdown for 1, 3 and 10 recruiters is in the real cost section.
  • Is there free recruitment agency software?
Not among tools built for agencies. Loxo dropped its free plan, even though older comparisons still list it. Free trials run from 7 days (Loxo) to 30 days (Recruit CRM). Zoho Recruit has a free tier limited to one active job, too tight for an agency.
  • What's the best software for a solo recruiter?
Manatal if budget is tight: $15 a month, $35 for unlimited jobs. Recruit CRM if you want to invoice from day one, at $95. Crelate Essentials at $85 is also built for 1 or 2 users.
  • Can agency software handle invoicing?
Some can. Recruit CRM handles invoices and contractor timesheets from its first plan. Loxo, Recruiterflow and Manatal don't list invoicing on their pricing pages, so plan for accounting software alongside.
  • Does Bullhorn have a minimum number of users?
No minimum is shown on its pricing page: Starter is $99 per user per month and Core $165. Pro, Max and large-agency plans are quote-only. In the UK, Starter is £80 and Core £120 per user per month.
  • How long does it take to migrate to a new ATS?
A CSV import can be done in days. Assisted migration at Recruiterflow takes 6 to 8 weeks; Loxo migrates for free from 3 seats. Clean duplicates before importing, and keep the old system read-only for a month.
