What is the best applicant tracking system in 2026?
There is no single best ATS. There is one for the way you hire. We ranked the seven that matter by hiring profile, with what each one actually bills you on.
Resumes land in three inboxes, a LinkedIn tab and a spreadsheet nobody updates. A good candidate waits ten days for a reply, then signs somewhere else. An applicant tracking system (ATS) pulls every applicant into one pipeline, posts your jobs to several boards in one click and tells each interviewer what to do next.
The short answer: if one to three people do your hiring, get Manatal, the cheapest ATS with a public price at $15 per seat. If you hire every week with many interviewers, Greenhouse gives you structured scorecards. If attracting applicants is the problem, Teamtailor builds the best careers site. For a data-hungry scale-up under 100 people, Ashby starts from $400 a month. For one role at a time, Breezy HR is free.
What really separates these tools is the billing model: per seat, per company size band, flat yearly fee, or quote only. The same hiring plan can cost $30 or $600 a month depending on that one choice. We give you the official prices where vendors publish them and say so plainly where they do not.
The ranking is editorial: a sponsored spot is always labeled on its entry, and no affiliate link changes a score.

How we compared and scored
Most of the top Google results for this query are written by ATS or sourcing vendors that rank themselves first. The independent ones list ten or fifteen tools with approximate prices and no explanation of how each vendor bills. None of them separates per-seat, per-job and per-headcount pricing, which is what decides your invoice.
We read every vendor's official pricing page, then hundreds of customer reviews, starting with the worst: renewal price hikes, annual lock-ins, job posts that brought in no applicants, support you cannot reach. Our reader: a business owner, HR lead or recruiter choosing a tool for a hiring team of 1 to 20 people.
SmartRecruiters, Lever, Recruitee and Zoho Recruit's paid plans stay out of the ranking: we could not read an official price for them, and we do not publish prices copied from third-party sites. Zoho Recruit's free plan still gets a mention in the FAQ.

Manatal
Manatal bills per recruiter seat, not per job and not by company size. At $15 per user per month on annual billing, two recruiters cost $30 a month. From two recruiters up, no other paid tool here gets that low.
Professional caps you at 15 jobs and 10,000 candidates in the database. Enterprise lifts the job limit for $35 per seat. If you run a small agency juggling several clients, that is the tier to price out, and it still undercuts a $299 flat plan until your team passes five or six people.
The feature users mention most is AI resume parsing: the tool pulls out skills and suggests the closest matches for each job. Several reviewers say it shaves real time off screening. Others find the reporting hard to customize once you want to dig deeper.
One catch before you post your first role: free job board posting and bulk email only switch on after you subscribe and your account is verified. Plan for a few days between paying and going live.
- Per-seat billing from $15
- AI resume parsing included
- 14-day trial, no card
- ✓Lowest entry price for a small team
- ✓Unlimited jobs from Enterprise, handy for agencies
- ✓Monthly price published, no forced annual deal
- ✗Free job board posting waits for account verification
- ✗Reports feel rigid to some users
- ✗Job cap of 15 on the entry plan
The pick for hiring with one, two or three people on a tight budget. Past six recruiters, run the numbers against a flat plan like Workable.
Greenhouse
Greenhouse built its name on structured hiring. Each role gets defined criteria, every interviewer fills in the same scorecard, and the hiring decision rests on comparable scores instead of gut feel. When you run twenty interviews a week, that is what keeps bad hires out.
All three plans (Core, Plus, Pro) are quote only, priced on your hiring volume, complexity and the features you pick. Core already includes single sign-on (SSO), a candidate CRM for talent pools and an AI notetaker for interviews. Pro adds an audit log and a sandbox, the kind of thing your IT or security team asks for before signing off.
The trade-off is weight. Reviewers describe the interface as heavy and onboarding as slow. For a 30-person company opening three roles a year, it is more system than you need.
- Same scorecard for every candidate
- SSO from the Core plan
- Audit log and sandbox on Pro
- ✓The most disciplined hiring process in this list
- ✓Security controls from the entry plan
- ✓Candidate CRM for nurturing talent pools
- ✗No published price
- ✗Heavy interface, slow rollout
- ✗Overkill under 100 employees
The pick when you hire a lot and want every candidate judged on the same criteria. Too much tool for a small team.
Teamtailor
Teamtailor, a Swedish vendor, sells the storefront first: a careers site you build with drag and drop, with your photos, teams and open roles. If your real problem is getting people to apply, that often does more than adding ten more job boards.
Pricing is quote only, but the frame is generous: unlimited jobs, unlimited users and the built-in AI with no usage cap. Approval flows and multi-brand setups sit in the Premium features. The vendor lists ISO 27001, ISO 27701 and SOC 2, which helps with a security review. It does not say where data is hosted on its public pages, so ask.
Reviews split hard. Recruiters who like it praise the candidate experience and how easily you can adapt hiring steps and set up automations. Those who leave it say navigation is painful. Some of the one-star reviews come from candidates, not customers.
- Drag-and-drop careers site
- Unlimited jobs and users
- ISO 27001, ISO 27701 and SOC 2 listed
- ✓The strongest storefront for attracting applicants
- ✓No per-job or per-seat math
- ✓Security certifications published
- ✗No published price and no trial mentioned
- ✗Navigation criticized by some recruiters
- ✗Hosting location not stated
The pick when your bottleneck is attracting candidates, not sorting them. On a tight budget with few roles, Manatal does the job for far less.
Ashby
Ashby is one of only two advanced ATS here with a public price, alongside Workable: from $400 a month for the All-In-One Foundations plan, for companies with up to 100 employees, with 10% off on annual billing. Plus and Enterprise move to custom quotes.
Analytics is the reason to buy it. You see where candidates drop off, how long each stage takes and which source actually produces hires, without exporting to a spreadsheet. In the Greenhouse vs Lever vs Ashby debate, Ashby usually wins on reporting.
Two add-ons raise the bill fast: SMS at $90 per 1,000 messages, and SSO at $100 a month, which Greenhouse includes from Core. And for a small team hiring twice a year, $400 a month mostly pays for dashboards nobody opens.
- Public price from $400 a month
- Deep pipeline reporting
- 10% off on annual billing
- ✓Public price, rare in this segment
- ✓Funnel analytics without spreadsheets
- ✓All-in-one plan, no modules to stack
- ✗SSO costs $100 a month extra
- ✗Too much for a small team
- ✗Above 100 employees, quote only
The pick for a scale-up that measures everything and hires monthly. Under two hires a month, Manatal costs a tenth of the price.
JazzHR
JazzHR is the no-frills option. Hero costs $1,000 a year, about $83 a month, and Plus jumps to $3,480 a year with up to 200 active jobs. Pro sits at $5,508 a year. Annual billing saves up to 24%.
Read the eligibility line before you get attached. The standard pricing excludes staffing agencies, franchises, multi-location businesses and companies with more than 250 employees. If you fall into one of those, you are in quote territory.
Users describe it as simple and practical, with basic reporting. It does what an ATS should do (post, collect, move candidates along) and not much more. No trial is mentioned on the pricing page.
- Fixed annual price from $1,000
- Up to 200 active jobs on Plus
- Up to 24% off annually
- ✓Predictable yearly cost
- ✓Easy for a manager to pick up
- ✓Enough for steady, simple hiring
- ✗Standard pricing excludes agencies, franchises and 250+ employees
- ✗Basic reporting
- ✗No trial mentioned
A solid fixed-price pick for a US small business with simple hiring. Agencies and growing multi-site companies should look elsewhere.
Breezy HR
Breezy HR has the only forever-free plan in this ranking: Bootstrap, for one active position or talent pool at a time. For a company that hires one person a quarter, that is enough to track applicants in a pipeline instead of an inbox.
The free plan has a limit you only notice later: full access covers candidates added in the last 30 days. And the paid plans jump straight to $157 a month on annual billing (Startup), then $273 and $439. There is no middle step for two or three roles.
Public reviews are rough, especially on support and results. One customer reports posting six roles and getting zero resumes in a week. Posting a job never guarantees applicants, with any tool, but it is worth running a real posting before you pay.
- Forever-free plan for one role
- Two months free on annual billing
- Simple pipeline view
- ✓$0 for one role at a time
- ✓Quick to learn
- ✓Every paid plan priced publicly
- ✗Free plan only gives full access to the last 30 days of candidates
- ✗Jumps to $157 at the second role
- ✗Harsh reviews on support
Great for one role at a time, at zero cost. From the second open role, Manatal costs much less than Startup.
Workable
Workable prices by company size band: $299 a month for Standard, $599 for Premier, $719 for Enterprise, with up to 20% off on annual billing. You do not count jobs or seats, which makes life easier when twenty managers open roles.
It is easy to pick up, and users say it keeps hiring organized. Plans include 3,000 AI credits, with extra packs of 5,000 credits at $600. Add-ons climb fast on Standard: texting at $89, video interviews at $109 and assessments at $59 a month.
Two complaints keep coming back: repeated price increases at renewal, and no way to switch back to monthly once you are on an annual plan. Negotiate the year-two price before you sign year one.
- Flat price, no job or seat counting
- 3,000 AI credits included
- 15-day trial, no card
- ✓Easy to learn
- ✓Public pricing per plan
- ✓Built for teams with many hiring managers
- ✗Price hikes reported at renewal
- ✗Cannot go back to monthly after annual
- ✗Many paid add-ons
A good flat plan for a company where lots of people hire. With fewer than five recruiters, Manatal covers the basics for a fraction of the cost.
What your ATS really costs, by hiring profile
The entry price means nothing until you multiply it by what the vendor bills on: your seats, your jobs or your headcount. Here is the math for four profiles, using public prices before tax and add-ons.
One role at a time
Five open roles, two recruiters
Scale-up, 50 to 100 employees
Mid-size company or several brands
Renewal price hikes
Add-ons that inflate the bill
- Count open roles and recruiters over the next year, not today.
- Get the year-two price in writing before signing year one.
- Check that candidate export exists on your plan, and what it costs.
- Ask where data is hosted and which subprocessors touch it.
- Check whether the tool can auto-delete candidates after a set period.
- Post a real job during the trial and count the applicants.
Six moves for an ATS that actually brings you candidates
A badly chosen ATS is a subscription your managers work around by email. These six moves come from the mistakes that show up most in user reviews.
The moves
Start with what is free
BeforeFor one or two hires a year, Indeed's employer dashboard lets you post and track applicants at no cost. Move to a paid ATS when you have two roles open at once or more than one person screening.

Pick the billing model before the tool
BeforeFew recruiters and many jobs: go per seat, like Manatal. Many managers and steady volume: go flat by company size, like Workable or Ashby. Simple hiring and a fixed budget: a yearly fee like JazzHR. That one choice can cut the bill tenfold.

- Seat, size band, flat fee
Post a real job during the trial
TrialManatal gives 14 days and Workable 15 days, no card needed. Post a real role and count applicants per board. On Manatal, ask for account verification on day one: free job board posting stays off until then.
- Trial length
- 14 to 15 days
Write a scorecard for every role
LaunchThree to five criteria per role, scored 1 to 5 by everyone who meets the candidate. Every tool here supports it, and Greenhouse builds its whole method around it. You compare scores instead of impressions, and you can explain a rejection if asked.

Keep a human on every AI decision
ComplianceAI resume parsing saves time, but let it rank, not reject. If you hire in the EU, AI that sorts or scores applicants is classified as high-risk, and you have to tell candidates when an algorithm screens them. Ask the vendor what its AI scores and how.

Best applicant tracking system · FAQ
What is the best applicant tracking system for a small business?
For one to three recruiters, Manatal gives the best value at $15 per seat per month. If you only ever have one role open, Breezy HR is free. For a fixed yearly bill and simple hiring in the US, JazzHR starts at $1,000 a year. Pick on billing model first: per seat, per company size, or flat. How much does an ATS cost?
Anywhere from $0 to over $700 a month. Breezy HR is free for one role, Manatal costs $15 per recruiter, JazzHR $1,000 a year, Ashby from $400 a month, Workable $299 to $719 a month. Greenhouse, Lever and Teamtailor only quote. Multiply the entry price by what the vendor actually bills on, seats, jobs or headcount, before comparing. Is there a free applicant tracking system?
Yes, for one role at a time. Breezy HR Bootstrap is free forever for one active position, with full access to candidates from the last 30 days. Zoho Recruit also has a forever-free plan for one active job. Indeed's employer dashboard lets you post and track applicants for free too.Greenhouse vs Lever vs Ashby: which one should you pick?
Greenhouse if you want structured hiring with the same scorecard for every candidate and SSO from the entry plan. Ashby if reporting matters most and you are under 100 employees, since it publishes a price from $400 a month. Lever is quote only and users like its interface. All three are built for teams that hire every month.Does an ATS reject resumes automatically?
Only if you set it up to. Most ATS rank or filter applicants when you add knockout questions or turn on AI matching, and a person still makes the call. In the EU, AI that sorts or scores resumes is classified as high-risk, so ask any vendor how its AI scores candidates and what it documents.Which ATS works for a recruiting agency?
An agency needs to track clients as well as candidates. Manatal is the most affordable with a public price, and its Enterprise plan at $35 per seat removes the job cap. Avoid assuming JazzHR fits: its standard pricing excludes staffing agencies. If client tracking and outreach matter most, look at a recruiting CRM too. What is the difference between an ATS and an HRIS?
An ATS stops at the hire: jobs, applicants, interviews, offers. An HRIS takes over once the person joins: records, time off, reviews. Some HR suites sell a recruiting module, handy for one login, but usually lighter than a dedicated ATS on job distribution and screening. How do you switch ATS without losing candidates?
Ask your current vendor for the export format for candidates, attachments and history, and any fee, before you sign with the new one. Budget several weeks of migration. Check renewal dates too: Workable users report they could not move from annual back to monthly.
