What's the best staffing agency software in 2026?

Most lists rank recruiting tools. A staffing agency also has to track hours, pay temps and bill clients.

You run a staffing agency, or you're about to, and you need more than an ATS: you need shifts, timesheets, payroll and invoices to line up. The short answer: Bullhorn if you want the industry-standard staffing CRM at a public price, Recruit CRM if you bill contractors and want timesheets included, Avionté or TempWorks if you run temp payroll in-house.

We compared six tools on the full temp workflow, not just candidate search, and we show the price per recruiter where the vendor publishes it.

Rank follows the overall score. Read the cards before you pick: Manatal scores well as an ATS (the same 4.1 as in our ATS rankings) but has no timesheets or payroll, so a temp desk will need more than it.

How we ranked

How we compared and ranked

Staffing software has to handle a chain, not a feature list. A client sends a job order. You fill the shift, onboard the temp, collect approved hours, run payroll and send an invoice. Recruiting tools stop at step two. The tools that matter for a temp desk cover the rest, or connect cleanly to whatever does.

We read each vendor's official pricing and product pages, then public user reviews. Where a vendor publishes no price (Avionté, TempWorks), we say so and don't quote third-party estimates.

Three findings shaped the ranking. First, cheap ATS tools like Manatal have no payroll or timesheets: Manatal keeps its strong general score, and its card says plainly what it leaves out. Second, payroll plus timesheets pushes you toward quoted suites. Third, the real bottleneck is the hand-off between hours and pay: a tool that imports approved hours into payroll saves more time than any sourcing feature.

What we left out. JazzHR scores 3.4 in our ATS rankings and has no temp workflow. Zoho Recruit doesn't show readable prices on its official page, so we can't rank it on cost.

Best overall for a growing staffing agency

Bullhorn

4.2/5

Bullhorn is one of the best-known staffing CRMs, and its small agency plans put a public price on the table. Starter costs $99 per user per month and Core $165. Pro and Max are quoted. Implementation is included on every plan except Max, which matters: on a quote-only competitor, setup is often the line that surprises you.

Bullhorn is built as an ATS plus CRM for staffing firms: candidates, clients, job orders and placements in one place. For a temp desk, that means you can see who is on assignment, who is ending next week and which client needs a replacement.

The catch is what sits outside the base plans. Onboarding (paperwork and e-signatures for new temps) and Middle Office are paid add-ons with no public price. If you run payroll for your temps, Bullhorn alone won't do it: you'll add a back office, Bullhorn's own or a partner's.

Do the math at your size. Five recruiters on Core cost $825 a month before add-ons. On Starter, $495.

Tip: ask for the Onboarding and Middle Office quotes in the same call as the base plan. Compare the total with Recruit CRM, which bundles timesheets and contractor billing.

Standout features
  • Public prices on Starter and Core
  • Implementation included except on Max
  • A long-standing staffing CRM
+Pros
  • ✓$99 per user to start
  • ✓Temp and perm desks in one tool
  • ✓Large ecosystem of partners
−Cons
  • ✗Onboarding and Middle Office cost extra
  • ✗No payroll in base plans
  • ✗Billing cycle not stated on the pricing page
Verdict

The safe pick if you want a staffing CRM with public entry prices. Budget for add-ons the day you sign, not six months later.

Best for timesheets and contractor billing in one plan

Recruit CRM

4.2/5

Recruit CRM is an ATS and CRM for agencies that sells something Bullhorn sells as an add-on: timesheets and contractor billing come with the plan. Each active contractor uses 100 credits a month, and invoicing is included.

Plans run $95, $135 and $215 per user per month, with up to 17% off on annual billing. The 30-day free trial is the longest in this list, which gives you a full pay period to run real timesheets through it.

Its limit is payroll. Recruit CRM tracks hours and bills clients, but it doesn't pay your temps or file payroll taxes. You still need a payroll provider, and the cleanest setup is one that imports approved hours.

Tip: start the trial on the first day of a pay week. Run one client's timesheets end to end, then check the invoice against what you billed last week.

Standout features
  • Timesheets and contractor billing included
  • 30-day free trial
  • Invoicing built in
+Pros
  • ✓Billing without an extra module
  • ✓Public, per-user pricing
  • ✓Up to 17% off annually
−Cons
  • ✗No payroll
  • ✗Credits per active contractor to watch
  • ✗Higher entry price than Manatal
Verdict

The best value if you bill clients for temp hours and your payroll provider already works for you.

3
Best budget ATS if you don't need a back office

Manatal

4.1/5

Manatal scores 4.1 in our ATS rankings, and it's here for one reason: price. Professional costs $15 per user per month on annual billing ($19 monthly). Five recruiters cost $75 a month, less than one Bullhorn Core seat.

It ranks third on its general score, but read it as a recruiting tool only, because staffing is more than recruiting. Manatal has no timesheets, no payroll and no temp billing. For a perm desk, that doesn't matter. For a temp desk, you'll rebuild those steps in spreadsheets or another tool.

Watch the Professional cap: 15 jobs. An agency with steady job orders hits it fast, and Enterprise at $35 is the real price.

Tip: use the 14-day trial (no card) to load your live job orders. If you're over 15, price Enterprise from day one.

Standout features
  • $15 per user on annual billing
  • 14-day trial without a card
  • Same 4.1 score as in our ATS rankings
+Pros
  • ✓Lowest per-user price here
  • ✓Clean ATS for small teams
  • ✓Enterprise removes the job cap
−Cons
  • ✗No timesheets or payroll
  • ✗15-job cap on Professional
  • ✗Not built for temp billing
Verdict

Great value for a perm desk. The wrong tool to run temps on.

4
Best front-to-back suite with payroll for US temp agencies

Avionté

3.9/5

Avionté is built for the part of staffing most ATS tools skip: getting temps paid and clients billed. Its payroll and billing module runs from time capture through payroll to client invoicing, with multi-jurisdiction tax compliance and year-end reporting. Invoices follow approved time, rates and custom billing rules per client.

Since 2024, Avionté also sells its back office on its own (AviontéBOLD Back Office). Before that, you had to buy the full front and back office suite. If you love your current ATS, that option changes the decision.

The downside is the buying process. There's no public price, and some third-party reviews call the interface dated. Plan for an implementation project, not a weekend setup.

Tip: in the demo, bring a real messy week: an overtime shift, a holiday, a rate change mid-assignment. Watch how the pay and the invoice come out.

Standout features
  • Payroll and billing built for staffing
  • Back office sold on its own since 2024
  • Multi-state tax compliance
+Pros
  • ✓Time, pay and invoices connected
  • ✓Client-specific billing rules
  • ✓Year-end reporting included
−Cons
  • ✗No public pricing
  • ✗Interface called dated by some reviewers
  • ✗Heavier implementation
Verdict

A strong pick if you run payroll in-house for hundreds of temps. Overkill for a desk that outsources pay.

5
Best for agencies that want payroll tax handled in-house

TempWorks

3.8/5

TempWorks covers both ends: an ATS and CRM for job orders and recruiting, onboarding, and a back office for time cards, payroll calculation, tax compliance and W-2s. Billing ties to worked hours, so invoices come from the same time records as pay.

For an agency that has outgrown spreadsheets plus a generic payroll provider, that's the pitch: one database, no re-keying of hours. Reviewers on public sites rate it around 4 out of 5, a small sample.

Its limit is the same as Avionté's: quote-only pricing and a real project to go live. Some integrations may need third-party connectors, so list your tools before the demo.

Tip: ask how many weeks a typical agency of your size takes to run its first live payroll, and who on their side owns it.

Standout features
  • Payroll tax compliance and W-2s
  • Hours drive both pay and invoices
  • ATS, CRM and onboarding included
+Pros
  • ✓One vendor front to back
  • ✓Built for temp payroll
  • ✓Reporting on hours and margins
−Cons
  • ✗No public pricing
  • ✗Integrations may need connectors
  • ✗Implementation project needed
Verdict

A solid choice for a temp-heavy agency that wants payroll in-house. Too much system for a small perm desk.

Best free option for scheduling and timesheets

Zoho Workerly

3.6/5

Zoho Workerly is the only tool here with a free plan: 5 temps and 2 active jobs, with scheduling and timesheets. That's enough to run your first client.

The paid plan is billed per temp, with a minimum of 25. Zoho's own example lands at $200 a month, roughly $2 per temp. It adds unlimited recruiters and jobs, invoicing, iOS and Android apps, a temp portal and one client portal license. Annual billing saves up to 12%.

Its limit is depth. No payroll, and lighter recruiting than a real ATS. Workerly organizes the work; it doesn't run the agency.

Tip: at 25 temps, price Workerly against Recruit CRM for your recruiter count. Per-temp pricing wins with few recruiters and many temps; per-user wins the other way round.

Standout features
  • Free for 5 temps
  • Temp and client portals
  • Public per-temp pricing
+Pros
  • ✓Start at $0
  • ✓Mobile apps for temps
  • ✓Invoicing on the paid plan
−Cons
  • ✗No payroll
  • ✗25-temp minimum on paid
  • ✗Light recruiting features
Verdict

The cheapest way to stop scheduling temps by text. Plan your next tool before you pass 25 temps.

What matters

What staffing software must do that most lists skip

Most rankings judge staffing software as recruiting software. For a temp desk, the questions that cost money come after the placement.

Temp versus perm decides everything

A perm desk needs an ATS and a CRM. A temp desk also needs shifts, timesheets, pay and invoices every week. If more than a third of your revenue is temp, rank tools on the back office first.

Payroll: in the tool or next to it

Only the suites here (Avionté, TempWorks) run payroll themselves. Bullhorn sells a back office separately; Recruit CRM and Workerly stop at billing. Neither choice is wrong, but decide before the demo, because it changes which vendors are worth a call.

Per user or per temp

Bullhorn, Recruit CRM and Manatal charge per recruiter. Workerly charges per temp. Few recruiters with many temps favors per-user pricing; a busy desk with a small pool of temps can favor per-temp.

Add-ons are where budgets break

Onboarding, middle office, e-signature volumes, contractor credits: check what the base plan leaves out. On Bullhorn, Onboarding and Middle Office are paid add-ons without a public price.

Quote-only isn't a red flag, but plan for it

Payroll suites quote because setup varies with states, clients and pay rules. Ask for implementation, data migration and minimum term as separate lines, and get two quotes on the same basis.

Try it on a messy week

A clean demo proves nothing. Bring overtime, a mid-assignment rate change and a client with special billing rules. The tool that handles that week without workarounds is your tool.

  • Write down your temp versus perm split before any demo.
  • Decide whether payroll runs in the tool or with a provider.
  • Price your real recruiter and temp counts on each model.
  • List every add-on the base plan excludes.
  • Get implementation and migration quoted as separate lines.
  • Run one full pay week during the trial.

Getting started

Switch staffing software without missing a payroll

Go-live is where agencies lose weeks. This order keeps pay and invoices on time.

01

Clean your database before migration

Priority

Remove duplicate candidates, inactive temps and stale bill rates before the export. A clean import saves weeks of fixing records later.

02

Go live at the start of a pay period

Method

Let the old system close its last pay run, then start fresh. Never switch mid-week with open timesheets.

03

Run one payroll in parallel

Check

Process a handful of checks in both systems and compare line by line: overtime, holiday pay, deductions. Cut over only when they match.

04

Get temps on the mobile app

Field

Send temps a short message on how to clock in and submit hours. Late or missing timesheets are the first thing that breaks payroll.

05

Move clients to the portal

Clients

Start with your largest accounts: hour approvals and invoices in one place cut the back-and-forth email.

06

Review at 90 days

Follow-up

Measure time spent on timesheets and payroll fixes. If nothing moved, ask the vendor for a configuration session before blaming the tool.

FAQ · 8 questions

Staffing agency software · FAQ

  • How much does staffing agency software cost?
From $0 to $215 per user per month on public plans. Zoho Workerly is free for 5 temps, Manatal starts at $15 per user, Bullhorn at $99 and Recruit CRM at $95. Suites with payroll (Avionté, TempWorks) are quote-only, and implementation is often the biggest line.
  • Is there free staffing software?
Yes. Zoho Workerly is free for 5 temps and 2 active jobs, with scheduling and timesheets. It has no payroll, and the paid plan starts at a 25-temp minimum.
  • What's the difference between an ATS and staffing software?
An ATS tracks candidates through hiring. Staffing software also handles what happens after the placement: shifts, timesheets, pay and client invoices. Manatal is an ATS; Avionté and TempWorks are staffing suites.
  • Do I need payroll inside my staffing software?
Not always. If a payroll provider already pays your temps well, a tool that exports approved hours (Recruit CRM, Workerly) is enough. If you run payroll in-house for many temps, a suite with payroll avoids re-keying hours every week.
  • What's the best software for a small staffing agency?
For 1 to 5 recruiters, Recruit CRM if you bill contractors (timesheets included), Bullhorn Starter if you want the standard CRM, Workerly if you're just starting with temps.
  • Can I keep my ATS and add a back office?
Yes. Avionté sells its back office on its own since 2024, and Bullhorn sells Middle Office as an add-on. Ask how approved hours move between systems, and whether that sync is real-time or batch.
  • Which staffing software has timesheets and invoicing built in?
Recruit CRM includes contractor timesheets and billing in every plan, from $95 per user per month. Zoho Workerly has shifts and timesheets, free for 5 temps. Avionté and TempWorks go further and turn approved hours into both pay and invoices, on quote.
  • How long does it take to switch staffing software?
A self-serve tool like Recruit CRM, Workerly or Manatal can run within the trial period. A payroll suite like Avionté or TempWorks is an implementation project: ask the vendor for a timeline to your first live payroll, and switch at the start of a pay period, never in the middle.
