Which invoicing software handles both VeriFactu and TicketBAI?
Six tools compared on one question: can they invoice under both Spanish anti-fraud systems, and on which plan?
Short answer: TS Facturas (formerly Billin) if you're self-employed with few clients, because TicketBAI is included from the first plan at €8 a month before VAT. Cuéntica if you have lots of clients: unlimited invoices and TicketBAI on every plan from €9. Holded if you want a full business management tool, as long as you get the TicketBAI plan confirmed in writing. Odoo if you run stock, a point of sale or several companies, thanks to its two official modules. STEL Order for field service businesses, Contasimple if you barely invoice.
Here's why the question matters. Spain runs two separate anti-fraud systems for invoices. VeriFactu covers most of the country and is run by the AEAT, the Spanish tax agency. TicketBAI covers the three Basque provinces (Álava, Bizkaia and Gipuzkoa), which have their own tax offices, the Haciendas forales. Your client's address doesn't decide which one applies. Your tax domicile does. If you move to Bilbao, open a second branch, or sell across Spain from two locations, you need software that speaks both. Plenty of popular Spanish tools, like Quipu or Anfix, only do VeriFactu. And most English-language invoicing apps, from Xero to Invoice Ninja, do neither.
Pick by profile. Freelancer in the Basque Country: TS Facturas up to 5 clients, Cuéntica beyond that. Small company with a foot on each side: Holded or Odoo. Trades and repairs with on-site quotes: STEL Order. Fewer than one invoice a month: Contasimple's free plan, after checking TicketBAI on that plan.
Some links may be affiliate links. The ranking is editorial: a sponsored spot is always labeled on its card, and no affiliate link changes a score.
Who really supports VeriFactu and TicketBAI?
"TicketBAI compatible" on a vendor's website can mean almost anything. The proof is the register: each Basque tax office keeps a list of approved software (the "software garante" register). The three registers are linked, so software listed in one province can be used in all three. We looked up each tool in the Bizkaia register, the only one we could read in full, and noted the year it was listed.
VeriFactu works differently. There's no official list. The vendor signs a responsible declaration (a written statement that its software meets the rules), and you should ask for it. The rank below follows how well each tool handles both systems. The score out of 5 rates the whole product and matches our other VeriFactu rankings, which is why Holded, with the higher score, sits third here.
| VeriFactu and TicketBAI: what's proven | Starting price before VAT, and the TicketBAI plan | |
|---|---|---|
| TS Facturas (Billin)Both, on every plan | VeriFactu on every plan. TicketBAI unlimited on every plan. Listed in the Bizkaia register as "Billin" since 2021. | Básico €8/mo (€6.60 billed yearly), up to 5 clients. Pro €17 (€14), Ilimitado €28 (€23). TicketBAI included everywhere. |
| CuénticaBoth, on every plan | VeriFactu (with or without automatic sending) and TicketBAI on every plan, plus the Canary Islands' IGIC. Not found in the part of the Bizkaia register we read: ask for the registered name. | Facturación €9/mo, unlimited invoices and users. Gestión €19, Fiscalidad €29, Tutelada €59. Two months free when paid yearly. |
| HoldedBoth | VeriFactu on every plan. TicketBAI: says it's registered with all three Haciendas. Listed in Bizkaia (Holded Technologies) since 2021. | Plus €15/mo (€7.50 for the first 3 months, 250 invoices/yr), Básico €29, Estándar €59. Which plan includes TicketBAI: check with the vendor. |
| OdooBoth, through official modules | Official VeriFactu module, and official TicketBAI module for customer and vendor bills in all three provinces, plus a TicketBAI point of sale. In the Bizkaia register, Odoo partners are listed rather than Odoo itself. | €0 for one app (Invoicing) with unlimited users. Paid Standard plan per user once you add a second app. |
| STEL OrderBoth | VeriFactu, with a choice of mode at setup. TicketBAI: says it's approved by the Haciendas of Álava, Bizkaia and Gipuzkoa. Not found in the part of the Bizkaia register we could read. | Free €0, Lite €24/mo (€20 billed yearly), Business €36 (€30), Pro €60 (€50). Which plan includes TicketBAI: check with the vendor. |
| ContasimpleBoth | VeriFactu even on the free plan. Dedicated page for TicketBAI and for NaTicket (Navarre). Listed in Bizkaia (Cegid) since 2024. | Básico free (12 documents/yr), Profesional €12.95/mo (€10.95 yearly), Ultimate €19.95. Which plan includes TicketBAI: check with the vendor. |
| SumUp FacturasAnnounced, not confirmed | VeriFactu and TicketBAI announced on the product page, missing from the pricing page. Not found in the part of the Bizkaia register we read. | Gratis €0 (4 invoices/mo), Plus €10/mo (€8 yearly), unlimited invoices. 2.5% on card payments. |
| AlegraRegistered, pricing unclear | Listed in the Bizkaia register (Alegra Soluciones). VeriFactu and TicketBAI announced. | Free offer announced. Paid plan prices: check with the vendor. |
| Quipu, AnfixVeriFactu only | VeriFactu yes, TicketBAI no. Solid outside the Basque Country, a dead end if your tax domicile is Basque. | Quipu from €17/mo, Anfix from €4.99/mo billed yearly. Leaving Quipu for TicketBAI? Cuéntica is the closest replacement. Details in our VeriFactu ranking. |
| Xero, Invoice NinjaNeither | No VeriFactu in Xero, and Invoice Ninja had no TicketBAI plan of its own, pointing users to an outside contribution. | Fine for invoicing outside Spain, not for a Spanish tax domicile. |
Prices before VAT, read on vendor pages in 2026; Spanish VAT is 21%. The Álava and Gipuzkoa registers weren't readable online, so a tool missing from the part of the Bizkaia register we read isn't necessarily unregistered.
TS Facturas
TS Facturas is the new name of Billin. Along with Cuéntica, it's one of two tools in our comparison that state plainly that TicketBAI is included on every plan, and the cheaper of the two. It says it's approved by all three Basque tax offices, and we found it in the Bizkaia register under the name "Billin", listed since 2021. VeriFactu is on every plan too.
The price is low, but watch the cap. Básico costs €8 a month before VAT, or €6.60 a month paid yearly (€80 a year). It's limited to 5 clients. Pro, at €17 (€14 yearly), goes up to 50 clients, and Ilimitado, at €28 (€23 yearly), removes the limit. An older comparison page on the vendor's site still shows "Pro at €12.50" and "100 invoices per period". That's an old price list; the pricing page is the one that counts.
Two practical details. TicketBAI requires every invoice to be signed with a digital certificate, and TS Facturas includes a signature (BakQ or BaK), so you don't need to buy one separately. On the other hand, free phone support is only on the Ilimitado plan. On smaller plans, support is in writing.
The warning comes from users. A merchant using Billin's Shopify app reported hundreds of sales stuck in draft, never sent to the tax office, and found support unhelpful. Public reviews of the company are split: roughly three in four give the top rating, one in five the lowest. Our tip: once a week, filter your invoices by submission status and look for anything that didn't go out.
- Unlimited TicketBAI on every plan
- On the Bizkaia register since 2021
- BakQ or BaK signature included
- VeriFactu on every plan
- ✓Lowest entry price with guaranteed TicketBAI
- ✓Among the earliest tools on the Bizkaia register
- ✓30-day trial, no card
- ✗Básico capped at 5 clients
- ✗Free phone support only on Ilimitado
Our top pick if your tax domicile is Basque, or might become Basque, and you invoice as a freelancer or small team. Past 5 clients, compare it with Cuéntica. If you run stock, a till or several companies, look at Odoo or Holded.
Cuéntica
Cuéntica is a Spanish invoicing and tax tool built for autónomos (self-employed workers). On its pricing page, TicketBAI and VeriFactu appear in every column, from the cheapest plan to the most complete. VeriFactu works in both modes, with or without automatic sending to the AEAT. The IGIC, the Canary Islands' version of VAT, is included too. If you might move regions, this tool follows you.
The big difference from TS Facturas is the lack of caps. Facturación, at €9 a month before VAT, gives you unlimited invoices and users. TS Facturas, at a similar price, stops at 5 clients. If you bill thirty different clients a month, Cuéntica works out cheaper than TS Facturas Pro at €17.
The catch shows up as you move up. Facturación only does invoicing. Expense tracking starts at Gestión (€19) and tax filing prep at Fiscalidad (€29). The Tutelada plans, €59 for a freelancer, add an advisor who prepares your returns. Paying a year upfront gets you two months free.
One thing to check: we didn't find it in the part of the Bizkaia register we could read. Ask Cuéntica for the exact name it's registered under, then look it up yourself. And it's not built for a business with stock or a till: look at Odoo for that.
- TicketBAI and VeriFactu on every plan
- Unlimited invoices and users from €9
- Canary Islands IGIC included
- Tax advisor on Tutelada plans
- ✓No client or invoice caps
- ✓Works anywhere in Spain
- ✓Excel or PDF export of all your data
- ✗Expenses and tax prep only from €19 and €29
- ✗No stock or point of sale
The right pick for a freelancer with more than 5 clients who wants TicketBAI guaranteed. With only a few clients, TS Facturas is cheaper.
Holded
Holded is Spain's best-known business management tool, and it earns the highest overall score in our VeriFactu rankings. VeriFactu comes on every plan. For TicketBAI, Holded says it's registered with all three Basque tax offices, and we found it in the Bizkaia register as Holded Technologies, listed since 2021. So Basque compliance isn't just marketing.
What keeps it in second place is clarity. We couldn't load its TicketBAI pages, and its pricing grid doesn't say which plan includes TicketBAI. Before you sign, ask sales in writing to confirm that your plan covers TicketBAI in your province. If you're in Bizkaia, also ask about the LROE, the quarterly ledger Bizkaia requires on top of TicketBAI (more on that below).
The price needs some math. Plus costs €15 a month before VAT, but only €7.50 for the first three months. It's capped at 250 invoices a year, about twenty a month. Beyond that, Básico at €29 goes to 1,000 invoices and Estándar at €59 to 3,000. A company with one branch in Bilbao and another in Madrid will outgrow the first tier fast.
Its interface is available in English, which matters if your team isn't fluent in Spanish. Where Holded stands out is breadth: accounting, stock, projects and team in one tool. For a business with branches under two systems, that's handy. Each branch invoices under its own rules, but you keep one client base and one set of books your gestor (the accountant who files your Spanish taxes) can read. If you ever want out, our guide to switching from Holded lists the options.
- VeriFactu on every plan
- On the Bizkaia register since 2021
- Accounting, stock and projects in one tool
- Highest overall score in our VeriFactu rankings
- ✓One tool for running a whole small company
- ✓Several tiers to grow without switching
- ✓Interface available in English
- ✗Plus capped at 250 invoices a year
- ✗Thin TicketBAI documentation
The right pick for a company that invoices on both sides and wants everything in one place. Get the TicketBAI plan confirmed in writing before you pay. For a freelancer, TS Facturas is cheaper.
Odoo
Odoo is the only tool here whose support for both systems is documented through official modules, listed in its Spain documentation. The VeriFactu module covers invoices and the point of sale. The TicketBAI module covers customer invoices and vendor bills for all three Basque provinces, and the point of sale has a TicketBAI version too. For a company with a shop and till in Vitoria and another in Madrid, that's a real answer.
In the Bizkaia register, you won't find Odoo itself. You'll find several partners who deploy it, under names like "Odoo Binovo". That makes sense, since Odoo usually goes in with a partner. Ask yours which name it's registered under, and keep the proof.
On price, the free tier gives you one app with unlimited users. If that app is Invoicing, you can start without paying, as long as you confirm the module for your province works on that tier. Add a second app (inventory, point of sale, CRM) and you move to the Standard plan, billed per user. Check the euro amount on Odoo's pricing page when you sign.
The catch with Odoo is setup effort. Spanish tax settings need care: certificate, province, invoice series. A solo freelancer can get lost. With an Odoo implementation partner, a growing company gets the most complete tool in this comparison.
- Official TicketBAI module for all three provinces
- Official VeriFactu module
- TicketBAI-ready point of sale
- Handles vendor bills too
- ✓Widest feature coverage
- ✓Free with a single app
- ✓Built for several companies and locations
- ✗Demanding setup without a partner
- ✗Standard plan price to confirm with the vendor
The right pick if you have stock, a till or several companies to run under two systems, and a partner to set it up. Overkill for a freelancer sending ten invoices a month.
STEL Order
STEL Order targets technical service companies: plumbers, electricians, installers, maintenance crews. It handles quotes, work orders and invoices from a phone. For VeriFactu, it lets you pick at setup between VERI*FACTU mode and the other mode. For TicketBAI, it presents itself as approved software in Álava, Bizkaia and Gipuzkoa, with dedicated pages per province.
Two caveats. We didn't find it in the part of the Bizkaia register we could read, which doesn't prove it's missing: the register is long and part of it wouldn't load. And its TicketBAI pricing page was empty. So which plan includes TicketBAI is something to check with the vendor. Ask for the exact name it's registered under, then look it up yourself.
Month to month, Lite costs €24 before VAT, Business €36 and Pro €60. Committing lowers the bill: €20, €30 and €50 billed yearly, €18, €27 and €45 on a two-year plan. There's also a Free plan at €0, and VeriFactu comes with every plan. For a team of technicians, STEL Order costs more than TS Facturas, but it does a job TS Facturas doesn't: tracking work orders.
A field tip: if your technicians issue simplified invoices on site, ask the vendor how certificates are handled: depending on the setup, each device may need its own. Under TicketBAI, invoices are chained per issuing point (each phone or shop), not per company as under VeriFactu.
- Says it's approved in all three Basque provinces
- Choice of VeriFactu mode at setup
- Quotes and work orders from the phone
- Free plan to get started
- ✓Built for field service businesses
- ✓Best support score in this list
- ✓Several yearly price tiers
- ✗Pricier than TS Facturas for a small team
- ✗Not found in the part of the Bizkaia register we read
The right pick for a service company that invoices on site, in the Basque Country or elsewhere. Get the register listing and the plan confirmed before you sign.
Contasimple
Contasimple belongs to the Cegid group. It offers VeriFactu even on its free plan, and it has a dedicated page for TicketBAI and for NaTicket, the system Navarre is preparing. We found it in the Bizkaia register as "Contasimple", under Cegid, listed since 2024. It's the most recent of the registered tools here, but it's registered.
The free plan is tight: 12 documents a year and 10 clients. Roughly one invoice a month. Fine for a side gig, not for a full-time freelancer. Profesional costs €12.95 a month before VAT, or €10.95 paid yearly, for 500 documents a year. Ultimate is €19.95.
Its pricing grid doesn't say which plan includes TicketBAI, so ask the vendor, naming your province, before you start on the free plan.
Its main weakness is support and flexibility, with low scores on both. For a business that's growing fast, TS Facturas gives you more room at a similar price.
- VeriFactu from the free plan
- On the Bizkaia register since 2024
- Dedicated page for NaTicket, Navarre's system
- Backed by the Cegid group
- ✓Free for a very small business
- ✓VeriFactu included without paying
- ✓Low prices on paid plans
- ✗Free plan capped at 12 documents a year
- ✗Low scores on support and flexibility
Good for starting at zero cost if you invoice less than once a month. Once things pick up, compare with TS Facturas, which guarantees TicketBAI on every plan.
Six rules to know before buying dual-system software
Vendor sites talk about compliance, rarely about the rules. Here's what decides your system, the timeline by province, and the traps Basque shop owners keep running into. For a general ranking, see the best VeriFactu software, or the versions for freelancers and for small companies in Spain.
Your tax domicile decides
Invoicing a client in San Sebastián from Madrid doesn't trigger TicketBAI. You stay on VeriFactu. A company based in Bilbao invoices under TicketBAI, even for a client in Seville. If you have branches on both sides, each one generally invoices under its own system: ask your gestor to confirm it for your setup. If you move to the Basque Country, the switch usually happens at the start of the quarter after your tax domicile changes. Have the new software ready before that day.
The timeline, province by province
In 2026, TicketBAI is mandatory in all three provinces. Álava phased it in by sector in 2022, Gipuzkoa made it universal in 2023, and Bizkaia finished its rollout in 2026 with farming, fishing, education, culture and exempt entities. If you start a business in the Basque Country in 2026, it applies from your first invoice. VeriFactu kicks in in 2027: early in the year for companies, mid-year for everyone else, including freelancers. The Spanish finance ministry has announced a delay to 2028, but it hasn't been published in the official gazette.
What changes technically
TicketBAI is stricter. Each invoice must be signed with a digital certificate and sent to the tax office when it's issued (Álava allows a delay for some sectors). VeriFactu gives you a choice: continuous sending to the AEAT, or signed storage handed over on request. Chaining differs too: one invoice chain per taxpayer under VeriFactu, one per issuing point under TicketBAI. On the invoice, VeriFactu adds a QR code and the words "VERI*FACTU"; TicketBAI adds a TBAI code and a QR. If your connection drops, TicketBAI allows late submission, to be caught up within 24 to 72 hours depending on the province.
Bizkaia adds the LROE
On top of TicketBAI, Bizkaia runs Batuz and its ledger, the LROE. Every quarter your software has to report your activity, on form 140 for individuals and form 240 for companies. Álava and Gipuzkoa have nothing similar. If you're in Bizkaia, ask the vendor whether the software prepares the LROE or whether your gestor will do it by hand. That question separates tools built for the Basque Country from tools adapted to it.
Check the register, not the ad
Each Basque tax office publishes a register of approved software: batuz.eus for Bizkaia, gipuzkoa.eus for Gipuzkoa, araba.eus for Álava. They're linked, so software listed in one can be used in all three. Search for the exact name of your tool or its company before you pay. For VeriFactu there's no list, so ask for the vendor's responsible declaration and keep it. Generic international apps usually aren't listed: Invoice Ninja, for one, had no TicketBAI plan of its own.
Fines, and B2B e-invoicing
For VeriFactu, the announced fines go up to €50,000 per year for a business using non-compliant software, and €150,000 for the vendor. For TicketBAI, the announced fines for not using registered software are a percentage of the previous year's revenue, with a €20,000 minimum, and €2,000 per transaction for a one-off breach. In Bizkaia, a late LROE is fined too. These amounts come from specialist sources, not the official texts, which we couldn't read: have your gestor confirm them. Finally, don't confuse these two systems with the B2B e-invoicing obligation under Spain's Crea y Crece law. That's a separate requirement to check with your vendor.
- You know your tax domicile, and so your system
- The tool (or its company) is on a Basque tax office register
- You have the vendor's VeriFactu responsible declaration
- Your plan includes TicketBAI, confirmed in writing
- In Bizkaia, the software prepares the quarterly LROE
- You know how certificates are handled on every device that invoices
- You can filter invoices by submission status in one click
- The client or invoice cap fits your real volume
- You have a plan for switching systems if you move
Your questions about VeriFactu and TicketBAI
Do I need VeriFactu or TicketBAI?
It depends on your tax domicile, not your clients. Tax domicile in Álava, Bizkaia or Gipuzkoa: TicketBAI. Anywhere else in Spain except Navarre: VeriFactu. If you have branches in both areas, ask your gestor how to split your invoices.
Which tools handle both?
TS Facturas and Cuéntica include both on every plan. Holded, Odoo, STEL Order and Contasimple handle both too, but check which plan includes TicketBAI. Quipu and Anfix only do VeriFactu, and generic English-language apps like Xero don't do VeriFactu at all.
Is there free TicketBAI software?
Yes, but only for one system. Haz tu factura, from the Bizkaia tax office, is free and does TicketBAI only. Vendors that compare it with their own product say it handles full invoices only, in your own name, without some VAT codes, and needs your personal certificate: check those limits on batuz.eus. Among vendors, Odoo is free with one app and has an official TicketBAI module, and Contasimple has a free plan of 12 documents a year. In both cases, confirm TicketBAI works on the free tier.
Which VeriFactu and TicketBAI tool suits a freelancer with lots of clients?
Cuéntica: unlimited invoices and users from €9 a month before VAT, TicketBAI included. TS Facturas Básico, at a similar price, stops at 5 clients, and Pro at €17 stops at 50. Past 50 clients, compare Cuéntica with TS Facturas Ilimitado (€23 a month billed yearly).
What about Navarre?
Navarre applies neither VeriFactu nor TicketBAI to its internal operations. It's preparing its own system, NaTicket, as part of its anti-fraud plan, with no published rules and no date yet. Watch out for software that forces VeriFactu on a Navarre business: one Zoho Invoice user there was blocked from creating invoices, with no answer from Zoho.
Is there VeriFactu or TicketBAI software in English?
Yes: Holded's interface is available in English, and it handles both systems. Odoo has an English website too. Ask for a demo of the TicketBAI settings in English before you sign, because tax screens are where translations tend to be thin. The English-first tools you may know from the US or UK aren't built for either Spanish system.
How do I check that software is on the TicketBAI register?
Open your tax office's register of approved software (batuz.eus for Bizkaia) and search for the software or company name. The name can differ from the brand: TS Facturas is listed as "Billin", Contasimple under Cegid, and Odoo under its partners. Since the registers are linked, a listing in one province counts for all three.
Do I need a digital certificate for TicketBAI?
Yes. Every TicketBAI invoice is signed electronically. Some vendors include the signature: TS Facturas offers BakQ or BaK. If several devices invoice (tills, technicians' phones), ask the vendor how it handles certificates: depending on the setup, each device may need its own.
