What's the best HR software for a small business in 2026?
For a team of 5, good HR software costs $0 to $104 a month, payroll included. The wrong one costs $250.
You have somewhere between 2 and 10 employees, no HR person, and a spreadsheet for time off. The short answer: Homebase if your team works shifts, Connecteam if they work in the field and you want to start free, OnPay if payroll is the real headache. In the UK, Breathe HR charges a flat £24 a month for up to 10 people.
Most roundups list ten tools and quote BambooHR at the top without telling you it costs $250 a month whether you have 3 people or 25. We compared six tools on what they cost at 5 and 10 employees.
Our ranking is editorial: a sponsored placement is always labeled on its card, and no affiliate link changes a score.

6 HR tools for small businesses compared
The rank follows the most common case: a business with 2 to 10 employees and nobody in HR. Scores come from our other HR software rankings, so a tool has the same score everywhere. The score judges the tool overall; the rank judges how well it fits a team this size.

How we compared and ranked
"Per employee per month" is the wrong way to read HR software prices when you have 5 people. Two things matter more: flat fees, which hit a tiny team hardest, and free tiers, which can cover you completely. So we worked out what each tool costs per month at 5 and 10 employees, from the public pricing pages.
At 5 employees: Homebase Basic $0 (one location) or $29 with payroll, Connecteam $0, Breathe HR £24, Factorial from $40, OnPay $79 for payroll or $104 with HR, BambooHR Core $250. At 10 employees: Homebase Basic $0 (at the cap) or $109 with payroll, Connecteam $0 (at the cap), Breathe HR £24, Factorial from $80, OnPay $109 for payroll or $144 with HR, BambooHR Core $250.
What that tells you: below 10 people, two tools are free and one UK tool is flat and cheap. Paid tools only make sense when they do something the free ones don't, usually payroll. BambooHR's flat fee works out to $10 per head at 25 people, but $50 per head at 5.
We read each vendor's official pricing page, then public user reviews, starting with the negative ones from small businesses. Scores carry over from our other HR rankings.
What isn't ranked, and why. Gusto and Zoho People are popular picks, but we couldn't read their official pricing pages, and we don't rank a tool on a price we can't check. Jibble is free for time tracking, but leave balances sit in its paid options and its paid prices differ from one page to another.

Homebase
Most small businesses with hourly staff don't need an HR platform. They need the schedule out on time, a time clock that works on a phone, and hours that land in payroll without retyping. Homebase is built around exactly that, and its free tier covers a lot of very small teams.
Basic costs $0 for one location and up to 10 employees. It covers basic scheduling and a basic time clock that runs on a tablet, a computer or a point-of-sale system, and it keeps timesheets for 90 days. Mobile clock-in with location tracking is on the paid plans. Past that, pricing is per location, not per head: Essentials at $30 a month, Plus at $70, All-in-One at $120. The pricing page shows a toggle for annual billing that says you save 20%, but it doesn't spell out which plans it applies to, so check the checkout total.
Payroll is a separate line: $29 a month for teams of up to 5, then $49 a month plus $6 for each employee you pay. So 5 people cost $29 a month, 10 people $109. The page runs an introductory offer on payroll; plan your budget on the regular price.
Where it falls short: Homebase is a shift-work tool first. Performance reviews, document-heavy onboarding and the deeper employee record you'd find in BambooHR aren't why you buy it. If your team sits at desks on fixed hours, the free plan won't do much for you.
Tip: start on Basic with your real schedule for one full pay period before you add payroll. If the timesheets come out clean, adding payroll is a small step. If they don't, you've found out for free.
- Free for 1 location and up to 10 employees
- Priced per location, not per head
- Payroll at $29 a month for up to 5 people
- ✓$0 for a 5-person team on one site
- ✓Payroll for 5 people at $29 a month
- ✓Hours flow straight into payroll
- ✗Free plan: basic time clock, 90 days of timesheets
- ✗Annual discount terms unclear on the page
- ✗Each extra location is billed again
The first thing to try if your people work shifts. A poor fit for a small office team that needs records, documents and reviews.
Connecteam
Connecteam gives a team of up to 10 users its whole product for free, for good: the Small Business plan includes a time clock, a scheduler and up to 9 time-off policies with balances. No other tool here gives away that much breadth.
That makes it the default answer for a small crew that never sits at a desk. Your people clock in from the job site, see next week's shifts, ask for a day off. You manage it from your phone too.
Watch the cap. Before you sign up, check whether your own owner account counts toward the 10 users. Once you grow past the free plan, the HR and Skills hub costs $29 a month on yearly billing for the first 30 users, then $0.50 per extra user ($35 a month if you pay monthly). Advanced is $49 and Expert $99.
Where it falls short: Connecteam doesn't run payroll, so you'll export hours to your payroll provider. Its employee records are basic next to BambooHR, and it won't replace a proper HR file if you have office staff with reviews and contracts to track.
Tip: set up your time-off policies with the exact names your payroll provider uses (PTO, sick, unpaid). Your exports will match line for line, and nobody has to guess at month end.
- Free for up to 10 users, for good
- Every hub included in the free plan
- Built for phones, not desks
- ✓$0 for a team of 3, 5 or 10
- ✓Clock-ins, schedules and time off together
- ✓Paid tier starts low at $29
- ✗No payroll
- ✗Thin employee records
- ✗Paid from the 11th user
Hard to beat for a deskless crew of 10 or fewer. Pass if your team works in an office and needs real HR files.
OnPay
For a lot of very small businesses, "HR software" really means "payroll that doesn't scare me". OnPay is the cleanest answer to that on this list: one plan, one price, payroll at the center.
The math is easy to run. Payroll costs $49 a month plus $6 per worker. Add the HR layer for $15 a month plus $2 per worker. For 5 people, that's $79 for payroll and $25 for HR, so $104 a month. For 10 people, $109 plus $35, so $144 a month.
That's more than Homebase's $29 payroll for a team of 5, but OnPay's HR layer covers documents and onboarding, which Homebase isn't built for. And it's well below BambooHR for a team under 25, which charges a flat $250 a month before payroll even enters the picture.
Where it falls short: the HR side is an add-on to a payroll product, not a full HR platform. Its core HR score is the lowest of the paid tools here. If you need scheduling for shift workers, pair it with Homebase or Connecteam rather than expecting it to do the job.
Tip: price both setups before you sign, payroll alone and payroll plus HR. If your only HR need is storing signed offer letters, a shared folder may do the job until you hire your sixth person.
- One plan: $49 plus $6 per worker
- HR add-on for $15 plus $2 per worker
- Payroll is the core, not an extra
- ✓$104 a month for 5 people with HR
- ✓Simple, readable pricing
- ✓No flat fee jump as you grow
- ✗HR layer is light
- ✗No scheduling for shift work
- ✗HR add-on billed on every worker
The best fit if payroll is your real problem and HR is a nice-to-have. Look elsewhere if you need schedules or deep employee records.
Breathe HR
Breathe HR does something the US tools on this page don't: it prices by company size band, in pounds, with a band built for the smallest teams. Micro covers 1 to 10 employees for £24 a month, excluding VAT. Starter, for 11 to 20, is £44. Regular, for 21 to 50, is £99.
That flat band is the point for a micro business. Whether you have 3 people or 10, you pay £24. Pay annually and you save about 15% on Micro through Pro. There's a 14-day trial and you don't need a card to start it.
Extras are priced separately and add up if you take several: rota at £11 a month, learning £15, recruitment £16, expenses £14, health and safety £12. Payroll isn't among the add-ons listed on the pricing page, so plan to keep your payroll provider or your accountant.
Where it falls short: it's a UK product for UK employers. If you have staff in the US, it's the wrong tool. And once you add rota and expenses, a 5-person firm is paying £49 a month, double the headline price.
Tip: if you only need holiday tracking and staff files, stay on Micro without add-ons for your first quarter. Add the rota module only if you actually build a weekly schedule.
- £24 a month flat for 1 to 10 employees
- Priced by company, not per head
- 14-day trial with no card
- ✓Lowest flat fee for a UK micro team
- ✓Clear size bands up to 200
- ✓Annual discount around 15%
- ✗UK only
- ✗Payroll not in the add-on list
- ✗Add-ons double the bill quickly
The obvious pick for a UK firm under 10 people. Not relevant if you're hiring in the US.
BambooHR
BambooHR is the name most HR roundups put first, and for good reason: its employee records and onboarding are among the best you can buy. The question for a 5-person business isn't quality. It's the flat fee.
Up to 25 employees, BambooHR charges a flat monthly price: Core $250, Pro $425, Elite $650. Above 25, it switches to per-employee pricing at $10, $17 or $25. So a 5-person team on Core pays $250 a month, the same as a 25-person team. Per head, that's $50 for you and $10 for them.
Payroll, benefits administration and time tracking are add-ons. Your real bill will sit above the headline number if you want them.
Where it falls short: it's simply built for a bigger company. At 3 to 10 people, you're paying for depth you won't use for a while. That's why it ranks fifth here and near the top of our general HR software ranking.
Tip: if you're at 15 to 20 people and planning to double, ask whether they'll lock the flat rate for your first year as you cross 25. The jump to per-head pricing is where budgets get surprised.
- Among the best employee records and onboarding
- Flat price up to 25 employees
- Clear switch to per-head above 25
- ✓Per-head pricing above 25 is public
- ✓A system you won't outgrow
- ✓Clear per-head pricing above 25
- ✗$250 a month even for 3 people
- ✗Payroll and benefits are extra
- ✗Too much tool under 10 people
A great HR platform that costs $50 per head at 5 people. Wait until you're nearer 20.
Factorial
Factorial, based in Barcelona, packs a lot into its base: employee records, onboarding, e-signatures and a document vault. Modules for time, talent, finance and IT sit on top.
The entry price on its US pricing page is $8 per user per month, and the plan is then built for you after a demo. No module has a public price. Ten users at the entry rate would be $80 a month, but expect the number to grow with each module you add.
Users split on it. Some praise faster onboarding, with one hire going from an hour of paperwork to twenty minutes. Others say features they used to have were moved into paid options, and that phone support lacks depth.
Where it falls short: US payroll isn't its strength. For a US-only team, OnPay runs payroll and Homebase runs shifts for less. Factorial earns its place when you have staff in Spain or France as well as in the US.
Tip: get the list of included modules and their prices written into the contract for its full term. That's the clause that protects you if features move into paid tiers later.
- Core HR, onboarding and e-signatures included
- From $8 per user per month
- One tool for Europe and the US
- ✓Broad base package
- ✓Faster onboarding reported by users
- ✓Works across countries
- ✗Only an entry price is public
- ✗Features moved to paid options
- ✗Support depth questioned
Worth a demo if your team crosses the Atlantic. For a US-only small business, the tools above are cheaper and clearer.
What small business HR software has to get right that roundups skip
Most reviews judge HR software as if you had an HR department. At 5 people, the questions are different: what you're billed at your size, who runs payroll, and whether the tool works on the phone your team already carries.
Flat fees hit small teams hardest
A flat monthly fee is a bargain at 25 people and a burden at 5. BambooHR's $250 Core plan is $10 per head at 25 employees and $50 per head at 5. Before you compare features, divide the flat fee by your headcount. That one number usually settles it.
Free tiers are real, with a ceiling
Homebase and Connecteam both give a team of up to 10 a working product for $0. The catch is the ceiling. Homebase's free plan covers one location. Connecteam's covers 10 users, so check whether your own account is one of them. Plan for the day you hire number 11.
Per location versus per head
Homebase and Breathe HR charge by location or company size band. OnPay, Factorial and Connecteam's paid hub charge by head. A single shop with 9 staff wins with per-location pricing. Three locations with 3 staff each lose with it. Count your sites before you count your people.
Payroll: in the tool or next to it
Most very small businesses already have payroll covered by an accountant or a payroll app. In that case your HR tool doesn't need payroll, it needs a clean export of hours and time off. If you want one bill, Homebase adds payroll to scheduling for $29 a month up to 5 people, then $49 plus $6 per employee, and OnPay runs payroll at $49 plus $6 per worker.
UK employers have their own market
If you employ in the UK, most US roundups don't help. Breathe HR prices in pounds, excludes VAT from its headline, and bands by company size: £24 for 1 to 10 employees, £44 for 11 to 20. A US tool priced in dollars per head rarely beats that at micro size.
Promos are not prices
Several vendors run introductory offers on payroll or the first months. They end. Budget on the regular price shown after the offer, and note the renewal date in your calendar the day you sign up.
- Divide any flat monthly fee by your headcount today and in two years.
- Check whether the owner account counts toward a free plan's user cap.
- Count your locations before comparing per-location and per-head pricing.
- Ask your payroll provider which export format they want.
- Run one full pay period on a trial before switching off the spreadsheet.
- Budget on the regular price, not the introductory offer.

Move your small team off spreadsheets in two weeks
At 5 people, setting up HR software isn't a project. It's a clean list and an afternoon with whoever runs your payroll. Here's the order that avoids surprises.
The steps
Clean up your employee list
FirstWrite down each person's name, role, start date, pay type (hourly or salaried) and location. Every tool asks for this on day one. A clean list means you import once instead of fixing records for weeks.
- Fields to collect
- 5 per person
Get the starting time-off balances right
PriorityAsk your payroll provider or accountant for each person's current PTO and sick balance from the last pay stub. Enter those as starting figures. Don't recalculate them yourself: a one-day error on day one follows you all year.
Agree the export with your payroll provider
PayrollIf payroll stays outside, ask what file they want each pay period. Hours by person, PTO taken, overtime. Run one test export before you go live so nobody finds a format problem on payday.
Write your time-off rules on one page
MethodWho approves, how much notice, how many people can be off at once. Put the rules in the tool and in a shared document. Your team stops asking you by text, and you stop deciding case by case.
Get everyone on the app in one meeting
AdoptionBook 20 minutes with the whole team, phones out, and have each person log in, clock in once and request a test day off. Rollouts fail when half the team never installs the app.
- Rollout meeting
- 20 minutes
Run a full pay period side by side
CheckKeep the spreadsheet for one full pay period and compare the totals. If hours and balances match, drop the spreadsheet. Start trials at the beginning of a pay period: Breathe HR's lasts 14 days, enough for one biweekly run.

HR software for small business · FAQ
Does a business with 5 employees need HR software?
Not by law, but it saves you from the mistakes that cost money: wrong time-off balances, lost signed documents, missed paperwork. A spreadsheet works for 2 or 3 people. Past 5, two free options (Homebase for one location, Connecteam up to 10 users) make the spreadsheet hard to justify. How much does HR software cost for a small business?
From $0 to about $250 a month at 5 employees. Homebase Basic and Connecteam are free up to 10 people, Breathe HR is £24 in the UK, OnPay is $104 with payroll and HR, and BambooHR is a flat $250. Payroll is what pushes the price up.Is there free HR software for a small business?
Yes. Connecteam's Small Business plan is free for good for up to 10 users, with every hub. Homebase Basic is free for one location and up to 10 employees. Neither free plan includes payroll (Homebase sells it as a paid add-on), and both become paid once you pass their caps. Homebase's free time clock works on a tablet or computer, not on employees' phones.HR software or payroll software: which comes first?
Payroll, if you don't have it covered. It's the part with legal deadlines and penalties. If an accountant already runs it well, start with a light HR tool for time off and records, and send them a clean export each pay period. Why is BambooHR so expensive for a small team?
Because it charges a flat monthly price up to 25 employees: $250 on Core. At 25 people that's $10 per head, at 5 people it's $50. It's priced for a growing company, not a micro business. Above 25, it switches to $10 per employee on Core. How long does it take to set up HR software for a small team?
One to two weeks: a few hours to import your people and balances, then one full pay period running side by side with your spreadsheet. Longer timelines you see quoted are for multi-module rollouts in bigger companies. What's the best HR software for a small business in the UK?
For 1 to 10 employees, Breathe HR: £24 a month excluding VAT for the whole company, a 14-day trial with no card, and pricing in pounds. Most US tools price in dollars per head, which rarely works out cheaper at micro size. Can my team request time off from their phones?
With Connecteam, yes: clock-ins, schedules and time off live in the same phone app, free for up to 10 users. Homebase's free plan uses a shared tablet or computer as the time clock; mobile clock-in with location tracking is on its paid plans. For the others, ask for a demo of the mobile app before you sign. If your people don't sit at computers, start with a tool built for the phone.
