What's the best whistleblower reporting platform in 2026?
The right platform depends on your headcount, your budget and the rules you answer to.
Maybe your audit committee just asked how employees can raise accounting concerns anonymously. Maybe your company crossed 50 people in an EU country, where a reporting channel is now a legal duty. Either way, you need a platform that protects the person speaking up and keeps a clean record, without paying enterprise prices for a 120-person team.
The short answer. Whistleblower Software is the safest all-round pick, with a public price for every headcount tier. EQS Integrity Line gets cheaper the bigger you are. Whistlelink has the lowest published entry price (€79 a month under 50 employees) and a 30-day full trial. FaceUp handles 113 reporting languages, Whispli adds a mobile app and a 24/7 voice line, and NAVEX WhistleB suits groups that want a global hotline vendor. GlobaLeaks is free if you can host it yourself.
We ranked these platforms by company profile, not by feature count. For a deeper look at the big vendors and EU deadlines, our whistleblowing software comparison goes further.
The ranking is editorial: a sponsored spot is always labeled on its card, and no affiliate link changes a score.

How we compared and scored these platforms
We wrote this for the founder, HR lead, general counsel or compliance officer who has to stand up a reporting channel with a small budget. So we started with price pages. When a vendor publishes a price per headcount tier, you know your cost in a minute. When it doesn't, you sit through a sales call, and the transparency score drops.
Anonymity weighs 30% of the score. The reporter must be able to file without a name, then come back with a case key to read your questions. Without that two-way channel, you can't send the follow-up the EU directive expects within three months. Compliance and deadlines weigh 20%: reminders, EU hosting, ISO 27001 (the most common information security standard). Price weighs 20%, case management 15%, user feedback 15%.
Tools already rated in our whistleblowing software comparison keep exactly the same score here: one tool, one score across the site. If your project goes beyond reporting, see our picks for GRC software and GDPR compliance software for small businesses.
- Anonymity and confidentialityNameless reports, two-way messaging with a case key, no IP logging, encryption.30%

Whistleblower Software
Whistleblower Software is a Danish vendor with the most detailed public price grid in the category: five headcount tiers, two plans, one price per box. A 120-person company pays €149 a month on Core, billed yearly. You can start a trial from the site or through a demo; the pricing page doesn't give its length.
Reports can be written or sent by voice. Ask how the voice is protected before you sign: in a team of 15, people recognize a colleague's voice in seconds. The reporter keeps access to the case and messages you anonymously. Data is hosted in Frankfurt, Germany, which helps if you have EU subsidiaries. The vendor shows ISO 27001 and an ISAE 3000 Type 2 report, an independent audit of its controls.
A phone hotline is an add-on (one number, with a code), with no published price. Deadline reminders keep the clock in view.
The catch is the contract: you pay a year upfront and must cancel 30 days before renewal. Tip: if you're hovering around 50 employees, ask which headcount the tier is based on. The jump from Core 0-49 to 50-149 is €50 a month.
- Price published for each headcount tier
- Written or voice reports
- Frankfurt hosting, ISO 27001
- ✓No sales call to get a price
- ✓Trial from the site or by demo
- ✓ISAE 3000 Type 2 report
- ✗Paid a year upfront
- ✗Cancel 30 days before renewal
- ✗Phone hotline add-on unpriced
The safest pick for 50 to 999 employees who want a clear price and airtight anonymity. If you mainly need the lowest bill, Whistlelink undercuts it.
EQS Integrity Line
EQS Integrity Line comes from a German compliance group and is a common pick for European companies. Its pricing model is the opposite of a headcount grid: Essential starts from €99 a month and covers up to 999 employees. A 600-person company starts at the same figure as a 60-person one.
The tool offers a secure, confidential dialogue module and stores no IP address, location or device data from the reporter. EQS is ISO 27001 certified, and data can be kept in France or Germany. There's a free trial on Essential.
The catch for smaller teams: the pricing page lists phone-line intake without making clear which plan includes it. If your people work in warehouses or on the road, get that in writing. The entry price is also a "from" figure that varies by billing country, so get yours in writing.
Tip: above 250 employees, compare EQS Essential with Whistleblower Software's 500-999 tier (€349 a month on Core). The gap grows fast.
- Flat entry price up to 999 employees
- Data in France or Germany
- ISO 27001 certified
- ✓Free trial
- ✓No device data stored
- ✓Great value for larger teams
- ✗Plan with phone intake to confirm
- ✗Price varies by country
- ✗Add-on prices not detailed
The best value once you pass a few hundred employees. If you need a phone line, ask which plan includes it.
Whistlelink
Whistlelink is a Swedish vendor, and it was the surprise of our comparison. Its grid is public and its entry price is the lowest in this list: €79 a month under 50 employees. Against Whistleblower Software it wins at every tier: €99 versus €149 for 50 to 149 employees, €149 versus €199 for 150 to 249. Past 150 people, though, EQS Essential and Hintbox (€99 a month) cost less. Over a year, a 120-person company saves €600.
The trial lasts 30 days with access to every feature and no credit card, the longest we found. That's enough time to walk HR, legal and a works council through it before signing.
The basics are solid: two-way anonymous messaging, distorted voice recordings, data hosted in the EU and ISO 27001 certification. Automated notifications and escalations flag cases waiting on you. A 24/7 hotline is available as an option.
The catch: we found few detailed public reviews, fewer than for FaceUp or Whistleblower Software. Prices are listed in euros, and the year is invoiced in one go. Tip: on day one of the trial, ask a colleague to file a fake anonymous report. You'll know within a week if the messaging flow works for you.
- Lowest published entry price
- 30-day full trial
- EU hosting, ISO 27001
- ✓€99 a month for 50 to 149 employees
- ✓Distorted voice recordings
- ✓Automated escalations
- ✗Few detailed public reviews
- ✗Yearly invoice upfront
- ✗Hotline is an option
The best price-and-trial deal for 50 to 149 employees: everything essential, a low public price, and a month to decide. It ranks third because public reviews are thin and, past 150 people, EQS Essential and Hintbox cost less. If you want more user reviews first, Whistleblower Software has a longer track record.
FaceUp
FaceUp is a Czech vendor that small organizations like a lot. Its edge is language: people can report in 113 languages, and the encrypted chat translates messages automatically. In a warehouse with five nationalities on shift, that's often the difference between a report filed and a report never made.
The reporter gets a 16-digit case key to come back without revealing who they are. You choose where data is stored, on SOC 2 certified AWS infrastructure, and FaceUp displays ISO 27001. Hotlines are an add-on module.
There's no public price. FaceUp charges a platform fee based on headcount, plus the add-ons you choose, and never per report. You can pay monthly, quarterly or yearly, with up to 30% off on yearly billing.
User feedback is among the best here: a small-business founder praised an online tool with no implementation and a very good price. Two caveats come up. Technical support is mainly in English, and an IT lead at a large company noted that success depends on convincing staff the channel is safe. Tip: ask for a monthly quote before committing to a year.
- 113 languages with auto-translation
- 16-digit case key
- ISO 27001 displayed
- ✓Never charged per report
- ✓Monthly billing available
- ✓Strong user reviews
- ✗No published price
- ✗Support mainly in English
- ✗Hotlines cost extra
The best platform when language is the first barrier to speaking up. If you want a known price upfront, go with Whistlelink or Whistleblower Software.
Whispli
Whispli has the widest set of channels here. On top of the web form, it offers an iOS and Android app and a 24/7 voice line that uses AI to turn each call into a structured case. For transport, retail or restaurant chains, where staff rarely open a laptop, that's a real advantage.
Anonymity is well thought out. Whispli keeps no IP address or metadata, and each reporter shows up as a unique pictogram, so you can follow several conversations without ever seeing a name. The vendor states ISO 27001 certification and SOC 2 Type II compliance. From the Plus plan up, you choose the hosting zone: France, Germany, the United States or Australia. China, Russia and the UAE require the Enterprise+ add-on. Automated workflows and reminders track every case.
The catch is price: no plan has a published figure, and the page mentions no trial or free tier. Plans differ by the number of case manager seats, from 3 on Essentials to 20 on Enterprise. Tip: count how many people actually need to read reports before your demo. For a 100-person company, three seats are usually enough.
- Mobile app for iOS and Android
- 24/7 AI voice line
- Choice of hosting region
- ✓Unique pictogram per reporter
- ✓ISO 27001 and SOC 2 Type II
- ✓Nonprofit pricing
- ✗No published price
- ✗No trial mentioned
- ✗Region choice only from Plus
The right pick if people will report from their phone or by voice. For a desk-based team on a tight budget, Whistlelink covers the essentials for less.
GlobaLeaks
GlobaLeaks is free, open-source software whose source code is public and open to continuous peer review. It's the only serious option with no subscription. The real cost moves elsewhere: a server, security updates, and someone to apply them.
On anonymity, it's very strong. It protects identity by default and can be reached through Tor onion services, which hide where a connection comes from. Reporters get a receipt to check the status of their submission and exchange messages with recipients. The project says it follows ISO 37002 for whistleblowing systems and the 2019 EU directive. It's designed in line with ISO/IEC 27001, which isn't a certification: as the host, you carry the security.
The limits are real. There's no phone line, no commercial support and no built-in deadline reminders. Data sits wherever you install it.
Tip: if you have no IT team, compare the cost of managed hosting with Whistlelink's €79 a month. Free often stops being free at the first incident.
- Free and open source
- Reachable over Tor
- Data wherever you host it
- ✓No subscription
- ✓Publicly reviewed code
- ✓Full control over hosting
- ✗No phone line
- ✗Maintenance is on you
- ✗The tool itself isn't certified
The best free pick for teams that can run a server. Otherwise, a paid plan under €100 a month costs less than your time.
Your headcount makes half the decision
Before comparing features, place your company. Price tiers and legal duties both change with size.
Under 50 employees: rarely required, cheap to set up
The EU directive targets entities with 50 or more workers. In the UK, the whistleblowing law protects workers who make a protected disclosure, but the government guidance doesn't require a dedicated channel. Below 50, a channel still helps if large customers ask for one. Whistlelink at €79 a month or free GlobaLeaks will do.
50 to 249 employees: share resources, chase the lowest grid
In the EU, entities with 50 to 249 workers can share resources for receiving and investigating reports, for example across a group. One subscription can cover several subsidiaries. Whistlelink (€99 to €149 a month) and Whistleblower Software (€149 to €199) publish prices for this band.
250 to 999 employees: look at flat prices
Above 250 people, headcount grids climb: €249 to €349 a month on Whistleblower Software Core. Flat entry prices start to win, with EQS Essential covering up to 999 employees. If you're a US-listed company, your audit committee procedure under Sarbanes-Oxley applies whatever your size.
- Your exact headcount band
- Price for your band in writing
- Option to share across subsidiaries
- Anonymous two-way messaging with a case key
- EU hosting if you have EU staff
- Trial length and cancellation date
Four situations, four answers
Most lists rank tools by features. Here are the four questions buyers ask most, and the platform that answers each one.
Your case
You need the smallest possible budget
BudgetWith in-house IT, GlobaLeaks costs nothing in licenses. Without it, Whistlelink is the cheapest complete platform with a public price: €79 a month under 50 employees, €99 from 50 to 149. Check that two-way anonymous messaging is in the base plan. It is for both.
- Free
- GlobaLeaks
- Cheapest paid
- Whistlelink, €79 a month
You're a US-listed company
SOXUnder Sarbanes-Oxley, your audit committee must set up procedures for the confidential, anonymous submission of employee concerns about questionable accounting or auditing matters. A platform with anonymous web and phone intake covers this. NAVEX WhistleB and Whispli both pair the two channels in one tool.
- Rule
- 15 U.S.C. §78j-1(m)(4)
- Who sets it up
- The audit committee
Your staff would rather talk than type
PhoneThe EU directive says reports can be written or oral, including by phone. Whispli builds in a 24/7 voice line and NAVEX WhistleB adds phone intake (IVR in 40 languages) to any plan. Whistleblower Software, Whistlelink and FaceUp sell it as an option, and EQS lists phone-line intake without naming the plan. Ask for the option's price: none publishes it.
- Built in
- Whispli, NAVEX WhistleB
- As an option
- 3 other tools
You have staff in the EU
EUEach EU country sets its own details. France counts 7 working days to acknowledge a report, Spain 7 calendar days, and the follow-up must come within 3 months. Pick a platform with deadline reminders and EU hosting: Whistleblower Software (Frankfurt), EQS (France or Germany) or Whistlelink (EU).
- Acknowledgment
- 7 days
- Follow-up
- 3 months at most

Other options
SpeakUp: priced to your size
QuoteSpeakUp says its pricing is customized to company size and the features you need. Its pricing page doesn't cover phone intake, two-way anonymous messaging, hosting or ISO 27001, so we couldn't check our central criterion. Ask for those four points in writing during the demo.

Hintbox: one flat price for a German vendor
Flat priceHintbox charges €99 a month, or €1,188 a year excluding VAT, whatever the number of accounts. Data sits in a German data center and reporters can talk to you anonymously both ways. Its pages speak mainly to buyers inside the EU, so it stays outside this ranking, written for English-speaking teams across several regions.

A shared inbox: the false saving

Your questions about whistleblower platforms
Is a whistleblower reporting platform legally required?
In the EU, yes for entities with 50 or more workers, though the law asks for a channel, not a specific software. In the US, listed companies need an audit committee procedure for anonymous accounting concerns. In the UK, the government page protects whistleblowers but doesn't state a duty to run a channel.
How much does a whistleblowing platform cost for a small business?
For 50 to 149 employees, published prices run from €99 a month at Whistlelink to €149 at Whistleblower Software, billed yearly. That's €1,188 to €1,788 a year before add-ons. Phone hotlines are usually extra and unpriced.
Is there a free whistleblower platform?
Yes: GlobaLeaks is free, open-source software. You install it on your own server and handle updates and security. Trials of paid tools, up to 30 days at Whistlelink, aren't lasting free plans.
Do reports have to be anonymous?
The EU directive leaves it to each member state whether to accept anonymous reports. Spain requires channels to accept them, while US law asks for anonymous submission of accounting concerns. Every ranked platform supports anonymous reports with two-way messaging.
What deadlines should the platform track?
Under the EU directive, you acknowledge a report within 7 days and give feedback within 3 months. France counts working days, Spain calendar days. Pick a tool that timestamps each report and reminds you before each deadline.
Can several subsidiaries share one platform?
In the EU, entities with 50 to 249 workers may share resources for receiving and investigating reports. Ask the vendor how it bills each extra entity, since none shows this on its pricing page.
How can I tell if a vendor is really ISO 27001 certified?
Ask for the certificate and its scope. Some vendors are certified, others say their software is designed in line with the standard, as GlobaLeaks does, or host on certified infrastructure. Those aren't the same promise.
