What's the best ATS for a startup in 2026?

For your first hires, Dover is free. Once several hiring managers score candidates, look at how the tool bills before you look at features: that's what drives the invoice up.

A spreadsheet works for your first two hires. Then you close a round, you need ten people in six months, and resumes end up scattered across three inboxes and a Slack channel. An applicant tracking system (ATS) puts every candidate in one pipeline, from application to signed offer, with every interviewer's feedback attached.

Here's the short version. Two or three founders hiring the first employees: Dover has a free plan with unlimited users and jobs, no card needed. Under 30 employees and want a full recruiting suite: Gem gives you six months free, then 50% off. One or two people run hiring: Manatal at $15 per user per month, billed annually. Lots of interviewers, few roles: JOIN charges per active job, €17 a month. Post-raise and hiring engineers at pace: Ashby, which shows $400 a month for its plan covering up to 100 employees.

Greenhouse, Lever, Teamtailor, Pinpoint and Recruitee don't publish prices. We don't score them, but we cover what they offer and what to ask on the sales call.

How we scored

How we compared and rated

Most pages ranking for this query are written by an ATS vendor that puts itself first, or by directories listing a dozen tools with three lines each. Some split their picks by stage, but almost none run the numbers on what happens to the bill when you go from 10 to 50 employees, or check where candidate data is stored.

We read each vendor's pricing page, its startup terms where published, its data protection page, and customer reviews starting with the harshest ones. Our reader: a founder, COO or first talent hire at a startup of 5 to 100 people, moving off a spreadsheet for the next 10 to 50 hires.

A tool only makes the ranking if its price is readable on its own site: cost through growth is our heaviest criterion, and we don't score a number we can't see. Manatal, JOIN, Ashby, Breezy HR and Workable keep the same scores as on our other ATS rankings; Dover and Gem are scored here for the first time.

Cheapest when few people hire

Manatal

4.1/5

Manatal bills per seat. Three seats on Professional come to $45 a month on an annual plan, with up to 15 open jobs. Leave Dover's free plan aside, and that's the lowest bill in this ranking once you have more than two open roles.

The catch for a startup is the hiring manager. If every team lead needs a seat to score candidates, each one adds to the bill. Six seats is $90 a month. Go past 15 jobs and Enterprise costs $35 per user, so six seats becomes $210 a month.

Reviews split hard: 3.8 out of 5 on Trustpilot from about 45 reviews. One customer says "Manatal offers so much for the money, I will be a lifelong subscriber." Another calls it "an absolute nightmare." Nobody complains about the price.

Standout features
  • $15 per user up to 15 jobs
  • 14-day trial, no card
  • Unlimited jobs on Enterprise
+Pros
  • ✓Cheapest for 1 to 3 people
  • ✓Clear pricing, monthly option
  • ✓Still affordable at 15 open jobs
−Cons
  • ✗Every extra manager costs a seat
  • ✗15-job cap on Professional
  • ✗Very mixed customer reviews
Verdict

Right while hiring stays in two or three hands. If the whole team needs to weigh in, look at JOIN or Dover instead.

Best when the whole team interviews

JOIN

3.9/5

JOIN, a German vendor, doesn't count seats: users are unlimited. You pay for each active job, €17 a month on annual billing. Two open roles cost €34 a month whether three or fifteen people review candidates.

Archive a filled job and its slot frees up, so it stops costing you the next month. Posting to 250+ job boards exists but is a paid add-on. Beyond 15 jobs, you're on an Enterprise quote.

It's the best-rated tool on this page on Trustpilot (4.4 out of 5, about 154 reviews). One reviewer calls it an "Excellent recruiting platform for small businesses"; another writes: "What I cannot get used to is how buggy the software is."

Standout features
  • Unlimited users
  • Archived jobs stop billing
  • Priced in euros
+Pros
  • ✓Cheapest for 1 or 2 roles with many interviewers
  • ✓Monthly billing available (€20)
  • ✓Best customer rating on the page
−Cons
  • ✗No free plan
  • ✗Multiposting is extra
  • ✗Quote required past 15 jobs
Verdict

A sensible fit for a startup with a European team hiring in short bursts. It costs more than Manatal from 3 jobs if only one person uses it.

3
Best free ATS for founders

Dover

3.7/5

Dover's free plan is the most generous here: unlimited users, jobs and candidates, a candidate CRM, integrations with Gmail, Outlook, Google Calendar, Slack and Zoom, scheduling links and reporting. Dover pitches it as "Best for Founding Teams."

What's missing matters just as much: no data export, no API, no AI resume scoring, no offer e-signature, no bulk actions and no "GDPR support" on the free tier. If you hire in Europe, that last one counts, and without export, leaving Dover means copying candidates by hand. Premium is $199 a month.

Dover also runs a marketplace of freelance recruiters, paid separately; its pricing page shows an average cost of $4.8k per hire. Public reviews are still thin, with none on Trustpilot.

Standout features
  • Unlimited users and jobs for free
  • No credit card
  • Candidate CRM included
+Pros
  • ✓$0 for your first hires
  • ✓Whole team can score candidates
  • ✓Calendar and video already connected
−Cons
  • ✗No data export on free
  • ✗"GDPR support" is paid only
  • ✗Barely any public reviews
Verdict

Unbeatable to get started. Before you load 200 candidates into it, know how you'll get them out.

4
Most complete for scaling after a raise

Ashby

3.5/5

Ashby bundles the ATS, sourcing, CRM, interview scheduling and analytics in one product. Foundations covers companies up to 100 employees; the pricing page asks for your size band (1-10 up to 76-100) and shows $400 a month. It includes 1,500 AI credits and 1,000 SMS a month. There's no free plan.

Past 100 employees, Plus is quote-based. Ashby lists a 10% discount for annual commitments and emerging market pricing. The AI Notetaker and Advanced Scheduling are paid add-ons.

If you hire in the EU, note this: Ashby says it stores and processes data in the United States, under the EU-U.S. Data Privacy Framework, with a DPA and standard contractual clauses on request, and no EU hosting option. Users praise its reporting and find it highly configurable, sometimes click-heavy.

Standout features
  • ATS, CRM and analytics in one
  • Published price up to 100 employees
  • 10% off annual
+Pros
  • ✓Deep recruiting analytics
  • ✓One tool from seed to 100 people
  • ✓AI credits and SMS included
−Cons
  • ✗$400 a month from day one
  • ✗Data stored in the US
  • ✗Add-ons stack up
Verdict

The pick for a startup that wants hard numbers on hiring from 20 hires a year. Too much tool, and too much money, for three hires.

5
Best startup program

Gem

3.4/5

Gem combines AI sourcing, a CRM, analytics, scheduling and an ATS. Its startup program is the clearest on the market: under 30 employees, six months free, then 50% off; between 30 and 100, discounted rates from day one.

The pricing page shows $130 a month billed annually for 1 to 10 employees, down from $270. Above that band, the price isn't published. Work out what month seven will cost before you move your whole pipeline in.

Gem comes from sourcing, meaning actively finding profiles rather than waiting for applicants. It fits teams that go out and hunt engineers more than teams that post and wait.

Standout features
  • 6 months free under 30 employees
  • 50% off afterwards
  • AI sourcing built in
+Pros
  • ✓Full suite at zero cost to start
  • ✓Startup terms written on the site
  • ✓Strong for hunting technical talent
−Cons
  • ✗No published price past 10 employees
  • ✗Free period ends after 6 months
  • ✗Built for outbound more than job posts
Verdict

The cheapest way to try a Series B grade tool. Put the end of the free period in your calendar the day you sign up.

Flat fee when roles pile up

Breezy HR

3.3/5

Breezy HR sells flat monthly plans. Startup is $157 a month billed annually or $189 monthly; Breezy frames annual as two months free. The trial runs 14 days, no card, with 100,000 AI credits.

Heads up: the official pricing page no longer shows a free plan, even though plenty of comparison sites still mention a $0 "Bootstrap" tier. Budget $157 as the floor.

The flat fee pays off when you have ten or fifteen roles open: the price doesn't change with job count. For two roles, it costs more than JOIN or Manatal.

Standout features
  • Flat fee
  • Two months free on annual
  • Trial with 100,000 AI credits
+Pros
  • ✓Predictable bill
  • ✓Monthly option
  • ✓No card for the trial
−Cons
  • ✗No free plan anymore
  • ✗Pricey for 1 or 2 roles
  • ✗Support often criticized
Verdict

Useful once role count explodes and you want a stable budget. Not for your first three hires.

Most features in its headcount band

Workable

3.2/5

Workable prices by company size. For 1 to 20 employees, Standard is $299 a month, or $3,588 a year, with 3,000 AI credits. Workable says annual billing saves 20%. Texting, video and assessments are add-ons at $59 to $109 a month each.

The model punishes growth: every headcount band you cross moves you up a tier. On Trustpilot (3.0 out of 5, about 131 reviews), one customer writes: "Our bill went from $99/mo, to $ $200+/mo, to $400/mo, and finally over $800/mo. for ONE job posting." Another couldn't switch back to monthly after committing to annual.

Standout features
  • 1 to 20 employee band
  • 3,000 AI credits included
  • 15-day trial
+Pros
  • ✓Lots of features on Standard
  • ✓No card for the trial
  • ✓Price published by band
−Cons
  • ✗$299 a month even for one job
  • ✗Price tracks your headcount
  • ✗Renewal hikes reported
Verdict

Full-featured but expensive for an early startup. Get the next band's price in writing before you sign.

The right ATS at each stage

You won't pick your ATS once and for all. Here's what matters at each stage, and when it's time to move on.

Pre-seed: 0 to 3 hires

A spreadsheet holds up if one person does all the hiring. Switch as soon as two people interview for the same role, because that's when feedback goes missing. Start on Dover's free plan and log the source of every candidate, referrals included, from day one.

What your ATS costs as you scale

Three pricing models compete: per active job (JOIN), per user (Manatal), and per headcount band or flat fee (Ashby, Workable, Gem, Breezy HR). The first rewards a small team hiring a few roles; the last climbs with every round you raise. Numbers below use published prices, before tax and add-ons.

Seed: 2 roles, 3 people

Dover $0. Gem $0 for six months. JOIN €34 a month. Manatal $45. Breezy HR $157. Workable $299. Ashby $400 shown.

Series A: 8 roles, 6 people

Manatal $90 a month. Gem $130 annual if you're 10 employees or fewer. JOIN €136. Breezy HR $157. Workable $299 up to 20 employees. Ashby stays on Foundations up to 100 employees.

More than 15 open roles

JOIN moves to an Enterprise quote. Manatal requires Enterprise at $35 a seat. Breezy HR doesn't change. Ashby goes quote-only past 100 employees.
  • Count who scores candidates before comparing prices: that's what separates Manatal from JOIN.
  • Ask for the next headcount band's price: with Ashby, Workable and Gem, your next round changes the bill.
  • Write down when a time-limited free deal ends, like Gem's six months.
  • Check candidate export on your plan: Dover's free tier doesn't have it.
  • Add up the add-ons: SMS, video, AI notetakers or assessments can exceed the base price.
  • Ask where data is stored and under which contract it leaves the EU, if you hire there.

01

Greenhouse: structured interviewing

US

The go-to for scale-ups that structure every interview. From Core, Greenhouse includes sourcing and CRM, structured interview kits and scorecards, an AI Notetaker, scheduling and SSO. Pricing is "customized based on your company's hiring needs." Some users find the recruiter interface dated, and one team reports losing data when they left.

Traps and tips

What founders learn too late

Lessons from teams that have already switched ATS once.

01

Plan your exit before you sign

Data

The most repeated advice in recruiter threads: "plan the exit before you sign." Make sure your plan exports candidates, notes and attachments. On Dover, export is a paid feature.

02

Use scorecards from the first role

Process

Dover's own guide to the first ten hires recommends a scorecard at every stage, filled in by each interviewer. Two founders scoring against the same criteria argue less about who the right hire is.

03

Track referrals from day one

Process

The same guide insists on "Tracking referrals from day one." Without a source on every candidate, you'll never know which channel works. Keep rejected candidates in your pipeline too: they may fit the next role. Its other rule: "Simplicity beats feature depth."

04

Hiring in Europe? Mind GDPR retention

Compliance

In France, the data protection authority's HR guidance caps how long you keep an unsuccessful applicant's file at two years after last contact. If you hire EU candidates, your ATS needs deletion or consent tools: check your plan includes them, especially on free tiers.

05

AI resume screening is high risk in the EU

Compliance

The EU AI Act lists automated candidate screening as a high-risk use. Before you switch on AI resume scoring for EU roles, keep a person reviewing rejections.

06

Ask for discounts that already exist

Price

Ashby lists 10% off annual and emerging market pricing. Gem publishes its startup program. Breezy HR gives two months free on annual. On JOIN, archive every filled job so it stops billing.

FAQ · 7 questions

ATS for startups · FAQ

  • What's the best free ATS for a startup?
Dover. Its free plan gives you unlimited users, jobs and candidates with no credit card. It leaves out data export, the API and "GDPR support." Gem is also free for six months under 30 employees, then 50% off.
  • When should a startup move from a spreadsheet to an ATS?
As soon as two people interview for the same role, or you have more than two roles open at once. Before that, a spreadsheet holds. After, interview feedback and follow-ups slip, and candidates notice first.
  • How much does an ATS cost for a startup?
Anywhere from $0 to $400 a month early on. With 2 roles and 3 people: Dover $0, JOIN €34, Manatal $45, Breezy HR $157, Workable $299, Ashby $400 shown. The billing model matters more than the entry price.
  • Can I switch ATS later without losing my candidates?
Yes, if your plan exports candidates, notes and attachments. Check before signing: Dover's free plan has no export, and some teams report losing data when they left their ATS.
  • Does Ashby have a free plan?
Not on its official pricing page. Foundations shows $400 a month for companies up to 100 employees, with 10% off annual and emerging market pricing. Some comparison sites mention a free tier for very small teams; Ashby's page doesn't.
  • Is Notion or Airtable enough as an ATS?
For one or two hires, yes. They don't post jobs, schedule interviews or handle how long you keep resumes. At that budget, Dover's free plan does more for nothing.
  • Does Breezy HR still have a free plan?
Not on its official pricing page, which lists Startup at $157 a month billed annually as the entry plan, plus a 14-day trial. Older reviews still mention a free Bootstrap tier.
