What's the best performance review software for a small business in 2026?

Five tools compared for the company where reviews land on the founder, the COO or a one-person HR team: what they really cost, the minimums, and the platform you have to buy first.

The short answer depends on your headcount. Under 25 people, BambooHR charges a flat monthly fee, so you know your bill before the demo, and you get a full HR system with it. Around 50 people, 15Five at $11 per user is the cheapest clean price for structured reviews with peer feedback. If you want the deepest goals and analytics, Leapsome scores highest, as long as you budget for its required platform. Lattice is strong, but its $4,000 yearly minimum hurts a 20-person team.

This page is for the company that still runs reviews in Google Docs and chases managers for weeks. We compared official pricing pages, minimum contracts, required base plans and what customers say after signing. We did the math at 25 and 50 employees, because "per seat" pricing hides the real number.

How we ranked

How we compared and ranked

We started from a typical small company: 50 employees, six managers, no HR person, and an operations lead who sends a review template every December and spends January chasing it. For each tool, we checked four things on the official pages: can it run a review cycle with reminders and sign-off, what does it cost at 25 and 50 people, what minimum or base plan does it impose, and what do customers say.

A tool only enters the ranking if its vendor publishes a readable price. Culture Amp is a solid product, but it shows no price, so it stays out. Each tool keeps the score it has in our other rankings, with the criteria shown on its card. Rank follows that score. On a tie, the tool with the clearer full price for a small team comes first.

1
Most complete for year-round performance

Leapsome

4.3/5

Leapsome is a German vendor that sells performance by module. For a small company, the math is two lines: €7 per employee per month for reviews, plus the Foundation platform, which is mandatory. At 50 people that's €8,400 a year at list price. At 25 people, €4,200.

Watch one inconsistency on the pricing page: Foundation is listed at €7, but the calculator at the bottom uses €5, and a €0 Foundation offer runs "until December 31" without naming a year. Get the platform price in writing before you sign. Prices only show in euros, so US buyers should ask for a dollar quote.

What you get: configurable reviews, goals, 360 feedback from peers and managers, and analytics none of the other tools here match. The trade-off is a richer interface, which takes longer to learn for managers who only touch it once a year.

Standout features
  • Reviews, goals and 360 feedback in one place
  • No minimum headcount shown
  • Strongest analytics in this ranking
+Pros
  • ✓Best performance analytics of the five
  • ✓Useful well beyond the annual review
  • ✓Clear per-employee module price
−Cons
  • ✗Required platform with two prices on one page
  • ✗Some users find the interface heavy
  • ✗Too much tool if you only need annual reviews
Verdict

The pick if you want to manage performance all year. For a team that only needs clean annual reviews, it's more tool than you'll use.

Strongest for a team that's growing fast

Lattice

4.0/5

Lattice is the name most US founders hear first. The Performance module costs $10 per seat per month, billed annually, and goals add $8. The catch for a small business is the $4,000 yearly minimum. At 25 people, $10 per seat would be $3,000, so you pay $4,000 anyway. At 50 people, you pay $6,000, and the minimum stops mattering.

The product is mature: review cycles, goals and engagement are modules you add to the same platform as you grow. Users on review sites often call it pricey for a simple review platform, and several say it needs someone with HR time to configure it well.

One detail: the structured data on the pricing page shows $8 for Performance while the visible page says $10. Use the visible price and confirm it on your quote.

Standout features
  • Reviews, goals and engagement on one platform
  • Modules you can add as you grow
  • Clear per-seat price
+Pros
  • ✓Mature review workflows
  • ✓Scales well past 100 people
  • ✓Goals and engagement ready when you need them
−Cons
  • ✗$4,000 yearly minimum
  • ✗Annual billing only
  • ✗Setup works best with someone owning HR
Verdict

A safe long-term choice once you pass about 40 people. Below that, the minimum makes every seat expensive.

The best clean price around 50 people

15Five

3.9/5

15Five sells three bundles. Perform, at $11 per user per month billed annually, is the one you need: AI-assisted reviews, 360 input from managers, peers and direct reports, calibration, goals and a talent matrix. At 25 people that's $3,300 a year. At 50 people, $6,600.

No minimum is shown, which makes it the cheapest clean number in this ranking for a team between 20 and 60 people. It's the alternative small teams cite most often when Lattice feels too expensive.

The limit: its anonymity and compliance score is the lowest of the five, and the Engage bundle at $4 doesn't include reviews, so don't let the lowest price on the page fool you.

Standout features
  • 360 reviews and calibration in Perform
  • No minimum shown
  • AI help for writing reviews
+Pros
  • ✓Lowest full price for a 25 to 60 person team
  • ✓Manager, peer and upward input
  • ✓Goals included in Perform
−Cons
  • ✗Reviews not in the $4 Engage bundle
  • ✗Annual billing only
  • ✗Weaker on anonymity settings
Verdict

The best value if you want proper reviews for 20 to 60 people without a minimum. Pick Perform, not Engage.

Best under 25 employees

BambooHR

3.9/5

BambooHR is a full HR system, and performance management starts on the Pro plan. Up to 25 employees, it charges a flat monthly fee: $425 for Pro, so $5,100 a year whether you have 12 or 25 people. Above 25, Pro is $17 per employee per month, which comes to $10,200 a year at 50 people.

That's more than a review-only tool. But you also get employee records, time off and onboarding, so if you have nothing today, you're buying two things at once.

One inconsistency to clear up: the plan grid says $17 and the pricing FAQ says $17.50. Ask which one goes on your contract.

Standout features
  • Flat fee up to 25 employees
  • Reviews, records and time off together
  • Strong support reputation
+Pros
  • ✓Predictable bill for very small teams
  • ✓Replaces spreadsheets for all of HR
  • ✓Easy for managers
−Cons
  • ✗Reviews only from Pro upward
  • ✗Expensive if you only need reviews
  • ✗Two different Pro prices on the same page
Verdict

The right call if you have no HR system and under 25 people. If you already have one, a review-only tool costs less.

All-in-one HR, if you get a firm quote

Factorial

3.9/5

Factorial is a Spanish HR platform with a US offer. Every plan includes Core (employee records), and performance is a separate module: 360 reviews, targeted cycles and recurring schedules.

The pricing page gives one number, from $8 per user per month, and no plan names. The performance module has no published price, so you can't compute a budget for 25 or 50 people without a demo. Ask for a written quote, module by module.

Users like how easy it is for managers. One reviewer on Trustpilot France reports bugs when switching the reviewer in the performance module: check that case in a demo if your managers change often.

Standout features
  • 360 reviews and recurring cycles
  • Core HR included in every plan
  • Many integrations
+Pros
  • ✓Simple interface for managers
  • ✓One app for most HR tasks
  • ✓Clear entry price for the base
−Cons
  • ✗Performance module only on quote
  • ✗No plan names on the pricing page
  • ✗Reported bugs when reassigning reviewers
Verdict

Worth a demo if reviews are one part of a wider HR need. Don't sign without a written price for your headcount.

The real yearly cost

What you'll actually pay at 25 and 50 people

Per-seat prices look small. The yearly total, with minimums and base plans, is what hits your budget. Here's the math from each official pricing page.

01

At 25 employees: from $3,300 to $5,100

Small team

15Five Perform: $3,300 a year. Lattice: $4,000, because the minimum kicks in. Leapsome with Foundation at list price: €4,200. BambooHR Pro: $5,100 flat, with a full HR system included. Factorial: quote only.

At this size, the minimum and the flat fee decide more than the per-seat price.

Lattice, $4,000
02

At 50 employees: from $6,000 to $10,200

Growing team

Lattice: $6,000. 15Five: $6,600. Leapsome: €8,400 with its platform (€7,200 if the €5 calculator price holds). BambooHR Pro: about $10,200, HR system included.

Past 40 people, Lattice's minimum stops hurting and it becomes the cheapest per seat.

The costs that aren't on the pricing page

Watch out

Annual billing means you pay the year upfront at Lattice and 15Five. Leapsome's platform price changes between €7 and €5 on the same page. Ask every vendor for one number: total per year for your exact headcount.

How to choose

Review tool or full HR system: start from what you have

The first question isn't which tool is best. It's what you already pay for. A payroll provider, an HR system, nothing at all? The right review tool is often the one that plugs into what's there.

Under 20 people

You don't need software yet. A shared review template, a calendar reminder and one folder per employee work if someone owns the process. Move to a tool when reviews go missing or managers stop filling them in. If you want one now, BambooHR's flat $425 covers HR and reviews.

20 to 60 people

This is where chasing managers by email breaks. 15Five Perform at $11 per user gives you real cycles with no minimum. If you have no HR system, compare it with BambooHR Pro before you buy two tools.

60 to 250 people

Calibration and goals start to matter. Lattice's minimum is no longer an issue, and Leapsome's analytics earn their price. Get a written quote including every base plan.

  • The quote shows a yearly total for your exact headcount
  • Every required base plan or platform is priced separately
  • Reminders go to managers automatically
  • Employees can see and sign their own reviews
  • Reassigning a reviewer mid-cycle keeps the history
  • You can export all reviews if you leave
Field tips

Five tips to pay less and finish your cycle

These come from vendor pricing pages and from what customers report. Most of them are missing from the top Google results.

01

Do the minimum math before the demo

Price

Divide the yearly minimum by your headcount. At Lattice, $4,000 for 20 people is $16.67 per seat per month, more than 15Five's top bundle. Do this before a sales call anchors you on $10.

Lattice at 20 people
$16.67 per seat
02

Check which bundle actually has reviews

Price

15Five's $4 Engage bundle doesn't include reviews: you need Perform at $11. BambooHR's Core plan doesn't include performance: you need Pro. The cheapest price on the page is rarely the one you'll pay.

03

Use the 25-employee flat fee while it lasts

Small team

BambooHR's flat pricing covers up to 25 employees. If you're at 22 and hiring, ask what happens at 26: the jump to per-employee pricing raises a Pro bill from $5,100 to roughly $5,300 a year, then grows with every hire.

Threshold
25 employees
04

Try a manager change before your first cycle

Trap

A manager leaves mid-cycle and their team is stuck without a reviewer. Customers of at least one tool here report bugs on exactly this. Simulate it on a dummy employee during your trial.

Leapsome only publishes euro prices. If you pay in dollars, ask for a fixed USD quote so the exchange rate doesn't move your renewal.

Performance review software for small business: FAQ

  • How much does performance review software cost for a small business?

Between about $3,300 and $10,200 a year for 25 to 50 people with the tools we compared. 15Five Perform is $11 per user, Lattice $10 per seat with a $4,000 minimum, BambooHR Pro $425 flat up to 25 employees. Always compare the yearly total, base plans included.

  • Do you need performance review software with under 50 employees?

Not always. Under 20 people, a shared template and calendar reminders work if one person owns the process. Between 20 and 50, chasing managers by email usually breaks, and that's when a tool pays for itself in time saved.

  • Should I buy a full HRIS or a standalone review tool?

A standalone tool if you already have an HR system you like. An HRIS if you have nothing: BambooHR Pro gives you records, time off and reviews for $425 a month up to 25 people, which can cost less than two separate tools.

  • Can I run performance reviews for free?

None of the five ranked tools has a free plan for reviews. A free route is a form tool plus a shared drive, which works for a handful of people but gives you no reminders or history. Leapsome shows a €0 platform offer, but for a limited period with no year named.

  • What's the difference between a 360 review and an annual review?

An annual review is usually manager to employee, once a year. A 360 review adds input from peers and direct reports. 15Five Perform, Lattice and Leapsome all support 360 input; check whether you can keep peer comments anonymous.

  • Why does Lattice cost more for small teams?

Because of the $4,000 yearly minimum. At 20 people, that's $16.67 per seat per month instead of $10. The minimum stops mattering at 34 people and above for the Performance module alone.

  • How often should a small business run performance reviews?

Once a year is the floor; many small teams add a short mid-year check-in. Pick a tool that can schedule recurring cycles so nobody has to remember: Factorial, for example, lets you set a cycle to repeat automatically.
